After prayer by the Chaplain of the House, the journal of yesterday's session was read and approved.

Mr. O'Brien and Mr. Dole were appointed as a committee to escort the members and officers, not already sworn, before the Chief Justice for the purpose of taking the prescribed oath.

The Committee on Rules then submitted the following report:

Mr. Speaker:

Your Committee on House Rules would respectfully report that they have carefully examined the rules governing the House of the Eighth Legislative Assembly, and would respectfully recommend their adoption without change for the government of this House.

Moved by Mr. Kelley, and carried, that the report of the Committee on Rules be accepted, the committee discharged, and the report be made the special order for 3:30 o'clock this afternoon.

Mr. Tompkins, of the committee appointed to examine the

books of the Territorial Treasurer and Auditor, submitted the following report:

To the Hon. House of Representatives:

We, the undersigned members of the Ninth Legislative Assembly, appointed by the Hon. Secretary of Wyoming Territory to examine the books and accounts of the Auditor and Treasurer of Wyoming Territory, have made such examination and do most respectfully present our report to this Honorable Body.

We find after a very careful examination of all the books and accounts of the Auditor and Treasurer, that their receipts and disbursements have been correctly recorded, and a voucher for each and every amount drawn upon the Treasurer has been very carefully examined by your committee, and not a single error found.

We also report the balance in the hands of the Treasurer on January 1, 1886, to have been, according to his books, $31,578.27. Upon examination of Treasurer's account in the Stock Growers' National Bank of Cheyenne we find the amount of balance to have been exactly as reported.

We also take pleasure in reporting that each and every account of the Auditor and Treasurer have not only been correctly kept, but in their neat and detailed manner show a disposition on the part of the Auditor and Treasurer to comply with each and every requirement of the law.

On motion by Mr. Seaton the report of the committee was received.

Mr. Downey theu offered a proposed H. J. R. to provide for the printing of the Governor's message, and upon motion by Mr. Tompkins the same was laid on the table until to-morrow.

Moved by Mr. Downey, and carried, that the rules be suspended for the day.

Mr. Tompkins, of the Committee on Joint Rules, then submitted the following report:

Mr. Speaker:

Your Committee on Joint Rules beg leave to report that they have carefully examined the Joint Rules for the Council and House of Representatives of the Eighth Legislative Assembly,

and recommend that they be adopted without change as the rules of the Ninth Legislative Assembly.
