Moved by Mr. Seaton, and duly carried, that the rules be suspended and H. J. R. No. 2 be read second and third times, considered as the engrossed bill, and placed upon its final passage.

Whereupon H. J. R. No. 2, instructing the Chief Clerk of the House and the Secretary of the Council to procure newspapers, was read a second and third time, placed upon its final passage, and passed.

H. J. R. No. 3, being the special order, was taken up.

Moved by Mr. Downey, and duly carried, that H. J. R. No. 3 be read, by its title, a second and third time, and placed upon its final passage under suspension of the rules.

Whereupon H. J. R. No. 3 was read a second time.

Mr. Kelley then moved the following amendment:

I move to strike out of the resolution known as House Joint Resolution No. 3 all that part relating to the appropriation of $1,000.00

Moved by Mr. Seaton, and duly carried, that the vote on the amendment be by call of the roll.

The question then being upon the amendment offered by Mr. Kelley, the amendment was adopted by the following vote:

Whereupon H. J. R. No. 3, as amended, was read and placed upon its final passage.

Mr. O'Brien then introduced H. B. No. 2, which was read and referred to the Judiciary Committee.

The report of the Committee on House Rules, being the special order, was then taken up, and, upon the motion of Mr. Tompkins, made the special order for 2 o'clock p. m. to-morrow (21st inst.)

Upon motion of Mr. Seaton, the House stood adjourned until to-morrow (21st inst.) at 10 o'clock a. m.

The journal of yesterday's session was then read and approved. The following communications from the Honorable Council were then received:

SIR-I have the honor to inform the Honorable House that the enclosed C. J. R. No. 6, "Relating to a Joint Committee on Compilation of the Laws," was this day introduced by Mr. Wright, and passed under suspension of the rules by the following vote:

C. J. R. No. 5 was then taken up for consideration, and upon motion by Mr. Kelley, the House resolved itself into a Committee of the Whole for the consideration of the Resolution.

Upon arising the Committee of the Whole made the following report:

Mr. Speaker:

CHEYENNE, Wyo., Jan. 21, 1886.

The Committee of the Whole, having considered C. J. R. No. 5, would respectfully report, recommending its passage with the following amendments:

Strike out the words "each body," in the 16th line of the first

page of the resolution and inserting in lieu thereof the words "the Council and two pages for the House."

Add after the word "day" in the 17th line of the first .page of the resolution the words "one assistant Sergeant-at-Arms and Doorkeeper for the House, with the compensation of $4.00 per day."

Upon motion by Mr. Seatou the report of the Committee of the Whole was accepted.

The question then being upon the amendments recommended by the committee they were adopted.

Whereupon, H. J. R. No. 5, referring to the creation and compensation of certain officers, was read second and third times and placed upon its final passage and passed as amended.

Upon motion by Mr. Kelley, H. J. R. No. 6 was taken up and under suspension of the rules read by title a second time, read a third time and placbd upon its final passage, and passed.

The special order being the consideration of the report of the Committee on Rules, it was moved by Mr. Downey and duly carried that the rules of the House of the Eighth Legislative Assembly recommended to be adopted by the committee be read section by section for consideration.

Rules Nos. I to II inclusive were so read.

Upon motion by Mr. Downey Rule No. II was amended so as to read as follows:

"II.

The Sergeant-at-Arms and assistant Sergeant-at-Arms shall attend the House during its sittings, shall execute the commands of the House, and all processes issued by authority thereof, directed to either of them by the Speaker, or Speaker elected pro tem."

Rule 12 was then read and upon motion by Mr. O'Brien was amended by adding to the list of committees the following: 18. Game and Fisheries.

Rules Nos. 13 to 20 inclusive were then read.

Upon motion by Mr. O'Brien Rule 20 was amended by inserting in second line thereof, after the words "Mr. Speaker" and before the word "and" the words "and be recognized by the Chair."

Rules Nos. 21 to 43 inclusive were then read.

Upon motion by Mr. Knight Rule 43 was amended by striking out the last six words thereof and inserting in lieu thereof the words at "any time."

Rules Nos. 44 to 51 were then read.

Moved by Mr. Downey, and duly carried, that the rules of the House as read and amended be adopted as the rules of the House of Representatives of this Assembly.

Upon motion by Mr. Downey the House then proceeded to consider, section by section, the joint rules of the Council and
