House recommended to be adopted by the Joint Committee on Rules.

And so the joint rules for the Council and House of Representatives of the Eighth Legislative Assembly were read section by section, and upon motion by Mr. Downey were adopted as the joint rules of this Assembly.

Upon motion by Mr. Kelly the House and joint rules were referred to the Joint Committee on Printing.

Mr. Towne called up H. J. R. No. 2, which had been returned from the Honorable Council for correction, and upon motion by Mr. Downey the Chief Clerk of the House was instructed to communicate with the Hon. Presieent of the Council for the pur-pose of ascertaining in what particular the Hon. Council considers the H. J. R. should be corrected.

The following communication was then received from the Hon. Council:

SIR-I am instructed by the Council to ask the Honorable House to recede from its amendments made to C. J. R. No. 5, and the same is herewith enclosed.

Moved by Mr. Seaton, and duly carried, that the House do not recede from its amendments to C. J. R. No. 5, but that a conference be requested of the Honorable Council, and that the Speaker appoint three members of a Conference Committee on behalf of the Honorable House.

Mr. Speaker appointed as such committee on the part of the House Mr. Seaton, Mr. Tumpkins and Mr. Towne.

The following communication was then received from the Honorable Council:

The journal of yesterday's session was read and approved. The following communication from the Council was received:

Hon. Speaker of the House:

SIR-I am instructed by the Council to inform the House that H. J. R. No. 2 should be changed as follows, viz:

Ist.

The enacting clause should read in accordance with the law found on page 617 of the Compiled Laws of Wyoming. 2nd. The word "Secretary" of the Council should be changed to "Chief Clerk" of the Council as per instructions from the Hon. Secretary of the Territory.

The following communication from C. F. Annett, President of the Rocky Mountain Bell Telephone Company, was then presented:

SALT LAKE CITY, January 18th, 1886. GENTLEMEN- As a matter of convenience to you, the Honor

able Members of the House, if acceptable, we will be pleased to place at your disposal a set of telephone instruments, to be located as you may direct, and to be connected with our central office in the city of Cheyenne.

On receipt of your acceptance of the offer, we will immediately place the instruments.

Moved by Mr. Robins, and duly seconded, that the offer of Mr. Annett be declined with thanks.

Mr. Downey moved as an amendment, which was duly seconded, that the offer be accepted and that the Sergeant-at-Arms be directed to attend to having the instruments placed in position. A vote on the amendment being taken the same was carried. The question then being upon the original motion as amended, that was also carried.

On motion by Mr. Downey, the journal was corrected to show as present Mr. Kime and Mr. Keefe, heretofore reported as ab

sent.

Mr. Kime then presented the following notice:

Upon motion of Mr. Downey, corrected H. J. R. No. 2, instructing the Chief Clerk of the House and Chief Clerk of the Council to procure newspapers, was read first, second and third times and placed upon its final passage, under suspension of the rules, and passed.

No. 7 was then taken up, and upon motion by Mr. Downey the enacting clause corrected, and the resolution referred to the Committee on Printing with instructions to ascertain the cost of printing the number of copies of the message and reports required by the resolution; also the cost of 500 additional copies. C. J. R. No. 6 was then taken from the file and read a second time.

Upon motion the House stood in recess until 2 o'clock p. m.

Upon motion by Mr. Downey, C. J. R. No. 6 was taken up for consideration.

Mr. Downey then offered substitute for C. J. R. No. 6, which was introduced and read first time.

Moved by Mr. Kelley, and carried, that the number of members of the committee contemplated by the substitute to C. J. R. No. 6 be 3 from the Council and 5 from the House, and that the compensation of the clerk provided by said resolution be $5.00 per diem.

Moved by Mr. Robins, and duly carried, that the rules be suspended and the substitute to C. J. R. No. 6 be read a second and third times and placed upon its final passage; whereupon substi
