Mr. Towne, of the Conference Committee, presented the following report:

Your Conference Committee have the honor to report to your Honorable Body the following:

The Honorable House refusing to concur in the Council amendment, it was the vote of the Conference Committee that no appropriation be made for any daily or weekly paper. A. S. PEABODY,

On motion of Mr. Robins, the report of the Conference Committee on H. J. R. No 2 was adopted.

Mr. Mathews introduced H. B. No. 15, “to authorize the sheriffs of Carbon County to appoint deputies," which was read first time and, upon motion, referred to Committee No. 5.

Mr. Genter introduced H. B. No. 16, "to provide for the appointment of a Game Protector," which was read first time and, upon motion, referred to Committee No. 12.

Mr. O'Brien introduced H. B. No. 17, "to amend an act to encourage the growth of timber and fruit trees in the Territory of Wyoming, approved Dec. 9, 1879," which was read first time and, upon motion, referred to Committee No. 10.

C. F. No. 3, entitled “A bill for an act authorizing the building of a court house at Sundance, Crook County, and to bond the county therefor.”

A substitute to H. B. No. 10 was read second time by the title and referred to Committee No. 7.

H. B. No. II was read second time by the title and referred to Committee No. 2.

H. B. No. 12 was read second time by the title and referred to Committee No. 8.

H. B. No. 8 was read third time and, upon motion of Mr. Downey, referred to the Committee of the Whole.

H. B. No. 3 was called up and, upon motion of Mr. Downey, referred to the Committee of the Whole.

H. J. R. No. 4 was called up and on motion of Mr. Downey the same was indefinitely postponed.

H. J. R. No. 7 was called up and, on motion by Mr. Dole, referred to the Committee of the Whole.

On motion by Mr. Robins, the House stood in recess until 2 o'clock p. m.

AFTERNOON SESSION.

House was called to order at 2 o'clock p. m., Mr. Speaker in

the chair.

On motion of Mr. Seaton, the House went into Committee of the Whole for the consideration of business on the General File. The committee, on arising presented the following report:

Mr. Speaker:

CHEYENNE, WYo., January 27th, 1886.

Your Committee of the Whole, having had under consideration the General File, would report as follows, recommending: That H. B. No. 8 do pass.

That H. J. R. No. 7 be amended by striking out the word "fifty" in the 6th line and inserting the words "one hundred." That the words "twenty-five" in the 7th line be stricken out and the word "twenty" inserted in lieu thereof, and that the sum "$750.00" be inserted to fill blanks, and that as amended the bill do pass.

That H. B. No. 5 be laid on the table.

Upon motion by Mr. Seaton, the report was accepted. On motion of Mr. Tompkins, H. B. No. 5 was laid on the table.

Moved by Mr. Kelley, and duly carried, that H. J. R. No. 7 amended as recommended by the Committee of the Whole. Moved by Mr. Tompkins, and duly carried, that H. J. R. No. 7 be engrossed and placed upon its third reading.

On motion of Mr. Robins, the recommendations of the Committee of the Whole were adopted, and H. B. No. 8 was placed upon its final passage and passed:
