Upon motion of Mr. Seaton of Uinta county, J. M Tompkins of Laramie county was elected temporary Speaker of the House. Upon motion by Mr. O'Brien of Laramie county, Frank H. Clark was elected temporary Secretary of the House.

Upon motion by Mr. Seaton of Uinta county, a committee of five was appointed to wait upon Chief Justice Lacey and inform him that the members of the House of the Ninth Legislative Assembly were ready to take the oath of office.

There were appointed as such committee:
R. B. Seaton of Uinta County,

D. B. Dole of Albany County,
A. D. Kelley of Laramie County,
C. A. Guernsey of Laramie County,
J. S. Kerr of Carbon County.

The committee having performed its duty, Mr. Seaton, of Uinta county, Chairman, reported to the House the presence of Chief Justice Lacey, and his readiness to administer the oath of office, whereupon the Chief Justice administered the oath of office to the following members-elect:

Albany County-Addison Turrill, D. B. Dole, N. M. Knight, S. W. Downey.

Carbon County-John A. Mathews, Frank Williams, E. W. Genter, J. S. Kerr.

Fremont County James Kime.

Laramie County—A. D. Kelley, C. A. Guernsey, Frank A. Miller, N. J. O'Brien, W. A. Robins, J. M. Tompkins, M. P. Keefe.

Upon motion by D. B. Dole of Albany County, a committee consisting of one member from each county represented was appointed to examine and report upon the credentials of the members-elect:

There were appointed as members of such committee:
W. A. Robins of Laramie County,

D. B. Dole of Albany County,

John L. Mathews of Carbon County,
Isaiah Whitehouse of Sweetwater County,

R. B. Seaton of Uinta County,

James Kime of Fremont County.

Upon motion of Mr. Seaton of Uinta county, the House then stood in recess until 2:30 o'clock p. m.

After recess, the roll of members having been called and a quorum having been found to be present, the Committee upon Credentials, by its Chairman, Mr. Robins of Laramie county, made the following report:

Your Committee on Credentials beg leave to report that we have examined the credentials of the following named members and find them entitled to seats in this House:

Albany County—Addison Turrill, D. B. Dole, N. M. Knight, S. W. Downey.

Upon motion by Mr. Kerr of Carbon county, the report of the committee was accepted and the committee discharged with the thanks of the House.

Upon motion of Mr. Kerr of Carbon county, a committee of three was appointed to wait upon the Council and inform that body that the House is ready to meet with it in Joint Session.

There were appointed as such Committee Mr. Kerr of Carbon

county, S. W. Downey of Albany county and C. A. Guernsey of Laramie county.

Mr. Kerr, Chairman of the committee, reported having met and consulted with a similar committee from the Council, and having made an arrangement for an immediate Joint Session.

Upon motion by Mr. Downey of Albany county, Mr. Kerr of Carbon county was appointed to inform the Council that the House was ready to meet them.

The House then stood in recess, for the purpose of a Joint Convention of the Council and House to consider the legality of the Ninth Legislative Assembly, and steps advisable to be taken in connection therewith.

Upon reconvening after recess, upon motion of Mr. Scaton of Uinta county, the House stood adjourned until to-morrow (13th inst.) at 2 o'clock p. m.

SECOND DAY.

HALL OF THE HOUSE OF REPRESENTATIVES,

The House was called to order by the Speaker pro tempore, at 2 o'clock p. m. according to adjournment.

Roll call.

Absent, Messrs. Keefe, Miller and Turrill.

Upon motion by Mr. Downey of Albany county, the Secretary was instructed to make a copy of the Joint Resolution and Memorial passed at yesterday's Joint Convention, and forward the same to the Hon. J. M. Carey, Delegate in Congress, in Washington.

The journal of yesterday's session was then read, and no objection appearing, was approved.

No further business arising, upon motion by Mr. O'Brien of Laramie county, the House stood adjourned until to-morrow (14th inst.) at 10 o'clock a. m.

The House met at 10 o'clock a. m. pursuant to adjournment, the Speaker pro tem. in the chair.

Absent, Mr. Turrill.

Upon motion by Mr. Kelley of Laramie county, a committee of three was appointed to pass upon the credentials of M. M. Towne of Albany county; this committee to continue until other absentees should arrive and present their credentials.

The Speaker appointed as such committee Mr. Kelley of Laramie county, Mr. Dole of Albany county and Mr. Genter of Carbon county.

The journal of yesterday's session was read and approved. Mr. Kelley, Chairman of the Committee on Credentials, presented the report of the committee, as follows:

We, your committee, have examined the credentials of M. M. Towne, and find him entitled to a seat in the House.

Upon motion by Mr. Seaton of Uinta county, the report was accepted and the committee continued until the absent members should arrive.

Upon motion by Mr. Seaton, the House stood in recess until 2 o'clock p. m.

AFTERNOON SESSION.

The House reconvened after recess at 2 o'clock p. m., the Speaker pro tem. in the chair.

Roll call.

Absent, Mr. Kime.

Moved by Mr. Downey, and carried, that the House proceed to complete its permanent organization by the election of the

officers provided by the statutes, as follows: one Speaker, one Chief Clerk, one Enrolling and Engrossing Clerk, one Sergeantat-Arms and Doorkeeper, one Messenger, one Watchman, and a Chaplain of the House.

Mr. O'Brien, of Laramie county, placed in nomination for Speaker of the House, Hon. J. S. Kerr of Carbon county whose nomination was duly seconded, and Mr. Kerr unanimously elected to the office of Speaker of the House of Representatives.

Messrs. O'Brien of Laramie county and Downey of Albany county were appointed a committee to escort the Speaker-elect to the chair.

The House then proceeded with the election of the remaining officers, with the following result:

For Chief Clerk-Frank H. Clark.

For Enrolling and Engrossing Clerk-F. E. Bosworth.
For Sergeant-at-Arms and Doorkeeper-W. H. Hibbard.
For Messenger-Harry Long.

For Watchman-Joseph Edwards.

For Chaplain-Rev. D. L. Rader.

Mr. Kelley introduced the following resolution, which was duly adopted;

Resolved, That the following offices be created for this House: one Assistant Chief Clerk, one Assistant Enrolling and Engrossing Clerk, one Doorkeeper, two Pages, one Janitor.

The House then proceeded with the election to fill the offices created by the resolution introduced by Mr. Kelley, with the following result:

Assistant Chief Clerk--Fred W. Ransom.

Assistant Enrolling and Engrossing Clerk-J. F. Crawford. Doorkeeper-O. P. Yelton.

Pages Ralph Porter and John T. Cahill.

· Janitor-Charles Russell.

Mr. Kelley of Laramie county and Mr. Seaton of Uinta county were appointed to wait upon Chief Justice Lacey and request him to administer the oath of office to the members and officers-elect, not already sworn.

Moved by Mr. Tompkins, and duly carried, that a committee of three be appointed to wait upon the Council and inform that Honorable Body of the completion of the permanent organization of this House.
