The following communication was then received from the Council:

Hon. Speaker of the House:

SIR-I have the honor to inform the Honorable House that Mr. Chalice this day introduced in the Council C. F. No. 9, "A bill for an act to amend section 1 of article 9 of chapter 28 of the compiled laws."

On motion of Mr. O'Brien, the House went into Committee of the Whole for the consideration of business on the General File. The Committee arose and reported progress and asked leave to sit again.

AFTERNOON SESSION.

Upon motion by Mr. Seaton the House resolved itself into a Committee of the Whole House, Mr. Turrill in the chair, and when the committee arose it presented the following report:

CHEYENNE, Wyo., Feb. 3, 1886.

Your Committee of the Whole, to whom was referred House Bill No. 11, beg leave to report that the bill has been considered and is returned herewith with the recommendation that it be indefinitely postponed.

Also, that H. B. No. 17 has been under consideration and is reported back with the recommendation that it do pass as amended, such amendments being the striking out of the words "two hundred dollars," in section 2 of the bill, and the inserting in lieu thereof the words "four hundred dollars," together with the amendment recommended by Committee No. IO.

Also, that H. B. No. 21 has been considered and is returned with recommendation that it do pass.

Also, that H. B. No. 22 has been considered and is returned with the recommendation that it do pass.

Also, that H. B. No. 28 has been considered and is reported back with the recommendation that it be re-committed to Committee No. 2.

Also, that H. B. No. 29 has been considered and is reported back with the recommendation that it do pass.

Also, that H. J. R. and M. No. 2 has been considered and is reported back, with the recommendation that the same do pass. Also, that H. B. No. 18 has been considered and is reported back with the recommendation that it be re-committed to Committee No. II.

INTRODUCTION AND FIRST READING OF BILLS.

H. B. No. 45, "A bill for an act to amend an act entitled 'An act to create a lien for mechanics and others in certain cases,' approved December 15, 1877," was introduced by Mr. Kelley, read first time and referred to Committee No. 19.

H. B. No. 46, “A bill for an act to create an institute for the education of the deaf mutes and providing for its support and management," was introduced, by consent, by Mr. Tompkins, read first time and referred, with statistical tables accompanying the bill, to Committee No. 1.
