Joint resolution amending section 1 of article 8 of the constitution of the state of Wisconsin.

Resolved by the senate, the assembly concurring, That section 1 of article 8 of the constitution of this state, be amended so as to read as follows:

Section 1. The rule of taxation shall be uniform, and taxes shall be levied upon such property as the legislature shall prescribe; but the legislature may levy an income tax and other special taxes; but in levying any tax on incomes or other special taxes, no exemp

tions shall be made.

Senator Finkelnburg offered the following amendment:

Strike out the words "the Reagan or some similar bill," where they occur in the sixth and seventh line thereof, and insert in place thereof the words, "the passage of laws tending," so that the sentence amended shall read as follows: That the senators and members in congress from the State of Wisconsin be requested to use their influence in favor of, and vote for, the passage of laws tending to place inter state commerce under national control.

Senator Thomas moved that the resolution with pending amendment be referred to committee on Federal Relations.

Senator Finkelnburg moved that further consideration of the resolution be indefinitely postponed.

The ayes and noes being demanded it was decided in the negative; ayes 1; noes 29; not voting 3.

The vote was as follows:
