4 vacancies in office, and in case of elective offices, any person

5 appointed to fill a vacancy, shall hold the office till a successor

6 shall be chosen and duly qualified according to law.

SEC. 14. Provision shall be made by law for the removal, 2 for misconduct or malversation in office, of all officers (except 3 judicial) whose powers and duties are not local or legislative, and 4 who shall be elected at general elections, and also for supplying 5 vacancies created by such removal.

1 SEC. 15. When the duration of the term of any office is not 2 provided for by this Constitution, it may be declared by law; 3 and if not so declared, such office shall be held during the 4 pleasure of the authority making the appointment.

SEC. 16. The political year and Legislative term shall com2 mence on the first day of January.

1 SEC. 17. No office shall be created for weighing, gauging, 2 culling or inspecting any merchandise, manufactures, produce or 3 commodity whatever, but nothing in this section contained shall 4 affect any office created for the purpose of protecting the public 5 health or the interests of the State in its property, revenue, tolls 6 or purchases, or of supplying the people with correct standards 7 of weights and measures, or shall prevent the creation of any 8 offices for such purposes hereafter.

1 SEC. 18. Lotteries, and the sale of lottery tickets within this

2 State are hereby prohibited.

SEC. 19. No local or private bill shall be passed by the Leg 2 islature unless notice of the intention to apply therefor shall 3 have been given in the manner now or hereafter to be provided 4 by law, and no action of the Legislature shall be deemed or 5 taken as a waiver of such notice, nor shall the Legislature in 6 any manner waive the same.

SEC. 20. The Legislature shall not pass local or special laws 2 in either of the following cases:

Authorizing the sale, mortgaging or leasing of the real prop

5 erty of minors or other persons under disability;

Changing the names of persons;

For laying out, working or discontinuing public or private

8 roads or highways;

9

For granting to any individual, association or corporation the 10 right to lay down railroad tracks in any locality within this

11 State;

12

Releasing the right of the State to lands acquired by escheat

13 or forfeiture by reason of alienage;

14 Giving effect to informal or invalid deeds or wills;

15

In any case for which provision now exists or shall hereafter 16 be made by any general law.

And the Legislature shall pass general laws providing for

18 the cases enumerated in this section, and for all other cases where

19 a general law can be made applicable.

REPORT

FROM THE COMMITTEE ON THE RELATIONS OF THE STATE TO THE INDIANS RESIDING THEREIN.

Mr. Van Campen, from the Standing Committee "on the relations of the State to the Indians residing therein," reports the following article:

ARTICLE

1 SECTION. 1. No purchase or contract for the sale of lands 2 in this State, made since the fourteenth day of October, one 3 thousand seven hundred seventy-five, or which may hereafter be 4 made, of or with the Indians, shall be valid, unless made under 5 the authority and with the consent of the Legislature.
