3 all rents and services certain which at any time heretofore have

4 been lawfully created or reserved.

1 SEC. 13. All lands within this State are declared to be

2 allodial, so that, subject only to the liability to escheat, the entire 3 and absolute property is vested in the owners according to the 4 nature of their respective estates.

SEC. 14. No lease or grant of agricultural land for a longer 2 period than twelve years hereafter made, in which shall be 3 reserved any rent or service of any kind, shall be valid.

1 SEC. 15. All fincs, quarter sales or other like restraints upon 2 alienation, reserved in any grant of land hereafter to be made, 3 shall be void.

SEC. 16. Such parts of the common law, and of the acts of 2 the Legislature of the colony of New York, as together did form 3 the laws of the said colony on the 19th day of April, one thousand 4 seven hundred and seventy-five, and the resolutions of the Con5 gress of the said colony and of the Convention of the State of 6 New York, in force on the 20th day of April, one thousand 7 seven hundred and seventy-seven, which have not since expired 8 or been repealed or altered, and such acts of the Legislature of 9 this State as are now in force, shall be and continue the law of 10 this State, subject to such alterations as the Legislature shall 11 make concerning the same. But all such parts of the common

12 law, and such of the said acts or parts thereof as are repugnant

13 to this constitution, are hereby abrogated.

SEC. 17. All grants of land within this State made by the 2 King of Great Britain, or persons acting under his authority, 3 after the fourteenth day af October, one thousand seven hundred 4 and seventy-five, shall be null and void, but nothing contained in 5 this constitution shall affect any grants of land within this State 6 made by the authority of the said king or his predecessors, or 7 shall annul any charities to bodies politic and corporate by him 8 or them made before that day, or shall affect any such grants or 9 charters since made by this State, or by persons acting under its 10 authority, or shall impair the obligation of any debts contracted 11 by this State or individuals or bodies corporate or any other 12 rights of property, or any suits, actions, rights of action or other 13 proceedings in courts of justice.

REPORT

OF THE COMMITTEE ON OFFICIAL CORRUPTION.

The undersigned, a majority of the Special Committee appointed "to consider the practicability of suppressing official corruption by means of constitutional provisions," respectfully present the following article, together with a brief statement of their reasons for recommending its adoption :

ARTICLE

1 SECTION 1. Any person holding office under or by virtue of 2 the laws of this State who, except in payment of his legal salary, 3 fees or perquisites, receives or consents to receive, directly or 4 indirectly, anything whatever of value or of personal advantage 5 or the promise thereof, for performing or omitting to perform any 6 official act, or with the express or implied understanding that his 7 official action or inaction is to be in some manner or degree [CON.
