The Committee on Rules, to which were referred sundry resolutions relating to the Rules of the Convention, would respectfully report in part, as follows: 1st. Add to rule 6, "Absentees shall not be called more than once, except in the absence of a quorum." 2d. Amend Rule 36 by striking out the word "fifteen," and insert the word "twenty." 3d. Additional Rules. 1st. Equivalent propositions shall not be entertained. 2d. No amendment shall be received while another is pending, unless it be an amendment to the amendment, and germane to the subject. 3d.
