"A bill to authorize the county of Waukesha to procure certain records from the county of Milwaukee; also,

A bill to authorize the trustees of school district No. 6, of the town of Summit, to levy a tax to pay the expenses of building a school house."

By Mr. Mooers:

"A bill to permanently locate the county seat of Washington county."

By Mr. Gardner:

"A bill to amend an act entitled 'an act relating to strays,' approved January 13th, 1840."

Mr. Walker introduced the following resolution, which was adopted, to wit:

"Resolved, That the speaker of this house be and he is hereby authorized and required to make out certificates of the amount due the members of this house respectively, for mileage at the present session of the legislative assembly.".

Mr. Pole introduced the following resolution, which was adopted, to wit:

Resolved, That the usual courtesy of a seat within the bar of the house be extended to all editors of newspapers in Wisconsin, clergymen of the different denominations, members of the last constitutional conventions, and ex-members of the legislature."

The speaker laid before the house the statement of the accounts of the adjutant general's office-[see appendix ;] which,

On motion of Mr. Cothren,

Was referred to the committee on finance.

The speaker also laid before the house a communication from the Rev. John Penman, one of the chaplains elect to this house, which was read as follows:

Speaker of the House of Representatives:

Sir:-I have learned that I have had the honor of being elected, in conjunction with the Rev. Mr. Read, to officiate in your honorable body as chaplains alternately. I am, sir, sorry to say that circumstances, over which I have no control, render it inexpedient for me to

officiate in that capacity at this time. I therefore respectfully beg leave to decline the honor.

With much respect,

I am your obd't serv't,

JOHN PENMAN."

The messages from the council were then taken up, and the resolu tion relative to the joint rules of the two houses, and

Resolution relative to printing the constitution in the German and Norwegian languages,

Were severally adopted.

Mr. Stewart moved that the resolution relative to newspapers, introduced yesterday, be now taken up;

Which was agreed to.

Mr. Stewart moved to amend the said resolution by striking out the number" 30," and inserting the number “50," in lieu thereof.

Mr. Wakeley moved to amend the said amendment by adding: Provided, that no postage for the transmission of the same shall be paid out of the fund appropriated to defray the expenses of the legislative assembly, nor by the territory;"

Which was disagreed to.

And a division having been called for,

There were six in the affirmative, and sixteen in the negative.

The question being on the adoption of the amendment to the said resolution,

And having been put,

It was decided in the negative.

Mr Kinney moved to amend the said resolution by striking out the words "village of Madison," and inserting in lieu thereof the words "territory of Wisconsin ;"

Which was disagreed to.

And a division having been called for,

There were 12 in the affirmative, and 12 in the negative.

The question then recurred on the adoption of the said resolution as amended,

And having been put,

It was decided in the negative.

And the ayes and noes having been called for,

Those who voted in the affirmative, were

Messrs. Babcock, Drake, Featherstonhaugh, Gardner, Gibson,

Hanrahan, Holliday, Jackson, Mooers, Newell, Patch, Pole, Stewart, Virgin, Wakeley, Walworth, Williston, and Burns, (Speaker,)-18. Those who voted in the negative, were

Messrs. Botkin, Burt, Cass, Cothren, Kinney, Martin, Reed, and Walker,-8.

On motion of Mr. Patch,

The house adjourned till 2 o'clock, P. M.

Mr. Kinney moved to suspend rule 34 for the purpose of introducing a resolution;

Which was agreed to.

Mr. Kinney then introduced the following resolution, which was adopted, to wit:

"Resolved, That the rules of this house be amended by adding to the standing committees the following as a separate committee, viz:" On county and township organization.

The speaker appointed Messrs. Kinney, Cass, Wakeley, Martin, and Gibson as the committee under said resolution.

Mr. Cothren, by leave, presented the petition of Sarah H. Roper, for a divorce from her husband, William Roper ;

Referred to a select committee consisting of Messrs. Cothren, Burt, Walworth, Kinney, and Botkin.

Mr. Wakeley introduced the following resolution, which was adopted, to wit:

"Resolved, That a select committee of three be appointed to revise the rules of this house, and report any alterations thereof which they may deem advisable."

Mr. Cothren introduced the following resolution, to wit:

"Resolved, (the council concurring,) that the superintendent of territorial property be directed to procure for the use of the legislative assembly, 12 reams cap paper, 24 reams letter paper, 3 reams wrapping paper, 48 letter folders, 48 wafer cups, and 48 pens.'

Mr. Mooers moved to amend the said resolution by adding after the

word "pen," the words "not gold."

Which was disagreed to.

Those who voted in the negative, were

Messrs. Babcock, Cothren, Drake, Featherstonhaugh, Gardner, Gibson, Martin, Mooers, Reed, Stewart, Virgin, Wakeley, Walker, Williston and Burns, (Speaker.)-16.

Mr. Gardner moved to amend said resolution by striking out the words "48 pens."

Which was agreed to.

And the ayes and noes having been called for,

Those who voted in the affirmative, were

On motion of Mr. Holliday,

The said memorial was referred to a select committee consisting of Messrs. Holliday, Cothren, Pole, Walker, Drake, Reed, and Gardner. On motion of Mr. Cothren,

The house adjourned.

The journal of yesterday was read.

A message from the council by their secretary.

Mr. Speaker, The council have passed "joint resolution relative to a reference of a portion of the message of his excellency the govenor," in which the concurrence of this house is requested.

The Speaker announced the following as the select committee on the revision of the rules, under the resolution of yesterday:

Messrs. Wakeley, Walker and Holliday.

Petitions &c. were presented and referred as follows, to wit:

The petition of inhabitants of town 11 range 21 for town organization. Also:

The proceedings of a public meeting of the inhabitants of town 11 range 20 relative to organization for town purposes;

Referred to the committee on county and town organization. Also: The petition of inhabitants of Phelps school district No. 3. in Germantown, Washington county for the legalization of a school tax and for authority to raise money to build a school house;
