HE Chicago Schools Journal takes the place of the Educational BiMonthly. The change of form corresponds to a change in purpose and spirit. The Bi-Monthly was a magazine. It aimed to develop educational theory. Its articles were short monographs. It was a collection of treatises. It was an accumulation of reference material. Its five numbers a year presupposed a leisurely and thoughtful reader. It was destined for the library shelf. Its form and substance were of the past generation. A new literature of education is being made. Subjects needing exhaustive treatment are embodied in books. Investigations of educational problems are published in special journals. The various school subjects have their own journals. A specialist wants a magazine devoted to his specialty. An educational journal must aim to serve a particular public. To try to serve everybody results in serving nobody well.

The Chicago Schools Journal aims to reach a definite audience. It seeks to render the best possible service to the teachers of the Chicago public schools. Others may read it if they deem it worth while. But they will not be in the mind of the editors. The audience will be the first limiting condition. Out of this condition. will grow a certain freedom. There will be no fear of repeating what has been said elsewhere. The only question that will be asked is whether the material ought to be brought to the Chicago teachers. Originality will not be sought for.

If a good article appears in another

journal, its value will be commented on and the reader will be left to look it up. Because its audience is a large and varied one, the appeal of the journal must be wide and manifold. Elementary and secondary education will be its field. Higher education and other educational activities will receive consideration only as they concern these two. To serve the Chicago school teachers best, the journal must be timely. This is the second limiting condition. A Chicago teacher should feel that this journal is a time-saver. It should tell him what he ought to know or tell him where to find it. To read it all ought to be the duty of everyone. The reading of it ought to enable him to know where to read further. The journal should be attractive and easy to read. This is the third limiting condition. The articles will be short. The style will be simple and pointed. All of this, of course, within the limitations of the editors and contributors.

The purpose of the Journal is to build up the profession of teaching in Chicago. It believes that education is fast becoming a profession. It will seek to reflect current educational thought and practice. It will contain four departments, Editorials, Articles, Educational News, and Book Notices and Reviews. The board of editors are members of the faculty of the Chicago Normal College. Normal College. This faculty is composed of specialists in the subjects taught in the schools. It is their business to know their fields and what is being done in them. They should serve not only the college students but the teachers in the schools. Contributions are sought from
