INTRODUCTION, READING AND REFERENCE OF BILLS.

The following bills were then introduced, read a first time and referred as indicated:

H. B. No. 57, by Mr. Hollingworth: "A bill for an Act to amend and re-enact Sec. 1571, Revised Statutes, relating to causes for divorce."

Referred to the Committee on Judiciary, and ordered printed.

H. B. No. 58, by Mr. E. H. Fourt and Angus J. McDonald: "A bill for an Act encouraging and promoting the erection and maintenance of Hospitals, Sanitariums and Bath Houses upon the State land at Big Horn Hot Springs, in Fremont and Big Horn Counties, and to make available the Big Horn Hot Springs, and the waters thereof for sanitary purposes; to provide for the protection of the natural formations of said land, and for the cultivation and improvement of portions thereof, and the construction of a bridge over the Big Horn River, connecting different portions thereof, and for other purposes."

Referred to the Committee on Buildings and Institutions and ordered printed.

REPORTS OF STANDING COMMITTEES.

Your Committee No. 25, on Revenue, to whom was referred House Bill No. 44, beg leave to report as follows: We recommend that the bill do pass.

Your committee further report that they find that without this proposed amendment the intention of the existing law is defeated, owing to the fact that the taxes are covered into the general fund and the fund disbursed before the settlement with the other counties takes place.

There being no objection thereto, the House thereupon resolved into the Committee of the Whole for the consideration of bills on the general file.

Immediately upon arising, the Committee of the Whole submitted the following report, which was read:

Your Committee of the Whole having had under consideration bills on the general file, would respectfully make the following recommendations:

That H. B. No. 28 do pass.

That H. B. No. 32 do pass as amended.

That H. B. No. 33 do not pass.

That H. B. No. 34 do pass.

That H. B. No. 40 be amended in line 1 of Section 1, after the word "various," by inserting the word counties," and that said bill do pass as amended by the Committee of the Whole and the recommendation of Committee No. 2.

That House Bill No. 24 remain on the general file until 11 o'clock a. m., Saturday, January 28th. J. W. HAWK,

COMMUNICATIONS FROM THE SENATE.

The following communication from the Honorable Senate was received and read:

Sir: I have the honor to inform your honorable body that the following bill was this day introduced in the Senate: S. F. No. 9, by Mr. Verbryck: A bill for an Act providing that the Superintendent of Public Instruction, as Register of the Board of Land Commissioners, shall give bonds, and providing the conditions thereof.

COMMUNICATION FROM THE GOVERNOR.

The following communication from His Excellency, the Governor, was received and read:

To the Honorable Speaker of the House:

I have the honor to inform you that I have this day approved and signed Enrolled House Joint Resolution No. 3, providing for the printing of 1,000 copies of the Governor's Message.

Moved by Mr. Carpenter that further consideration of H. B. No. 33 be indefinitely postponed, and that the recommendation of the Committee of the Whole that it do not pass be adopted.

The motion prevailed, and it was so ordered.

Moved by Mr. Carpenter that H. B. No. 32 be amended as recommended by the Committee on Judiciary, and that the report of the Committee of the Whole thereon be adopted.

The motion prevailed, and it was so ordered.

Moved by Mr. Butler that the amendments recommended by the Committee on Corporations and the Committee of the Whole, as to H. B. No. 40, be adopted. Carried.

Moved by Mr. Carpenter that the recommendations of the Committee of the Whole regarding H. B. No. 24 be adopted. The motion prevailed and it was so ordered.

Moved by Mr. Carpenter that the report of the Committee of the Whole be adopted as a whole. Carried.

BILLS ON SECOND READING.

The following bills were then read the second time, and ordered engrossed:

H. B. No. 14, by Mr. Thom: "Providing for the payment of Thomas D. Bebb, custodian of Ft. McKinney, Wyoming, from January 3rd, 1897, to January 3rd, 1899, clusive."

H. B. No. 22, by Mr. Snow: "A bill for an Act prohibiting the taking up and confinement of a bull found on the open range, without intent to steal the same, but for the purposes of obtaining service therefrom."

H. B. No. 29, by Ways and Means Committee: "A bill for an Act appropriating money for the repayment of money advanced to the State Board of Land Commissioners for fees to the United States Land Offices for the selection of State lands, and for paying Land Office fees incident to the selection of State lands."

H. B. No. 13, by Harry J. Jones: "A bill for an Act to repeal Section 1523 of the Revised Statutes relating to mechanics' liens."

Moved by Mr. Lewis, that when this House adjourn it be until 10 o'clock tomorrow morning. Motion lost. The second reading of bills was continued, as follows:

H. J. R. No. 7, by John C. Baird: "A Resolution favoring the passage of a bill in Cogress, entitled a bill to prevent the desecration of the national flag."

H. B. No. 44, by W. J. Thom: "A bill for an Act to amend and re-enact Sec. 3, Chapter 59 of the Laws of 1897, entitled: An Act prescribing the method of assessment, collection and division of taxes received from any live stock brought into the State or moved from one county to another for grazing purposes, and fixing the penalty and forfeiture for violation thereunder, and repealing Chapter 78 of the Laws of 1888, and Chapter 61, Laws of 1895.”

H. B. No. 39, by Chas. Lewis: "A bill for an Act to amend and re-enact Sections eight and fifteen of an Act entitled: An Act to provide for the acceptance by the State of Wyoming from the United States, of certain lands, and providing for the reclamation, occupation, and disposal of the same," approved February 14th, 1895. Moved by Mr. Sullivan that the House do now adjourn until 10 o'clock Monday morning next. Motion lost.

By unanimous consent, the following bills were laid over and held still on second reading.

H. B. No. 25, by Mr. Reader: "A Bill for an Act providing that corporations `shall file annual certificates with the Secretary of State, fixing the fees therefor, and providing a penalty for non-compliance with the provisions of this Act."

H. B. No. 36, by Mr. Juel: "A bill for an Act to provide for building and equipping a west wing to the Wyoming general hospital, the erection and equipment of such other buildings as may be necessary, and for the repair of the present hospital building."

H. B. No. 27, by Mr. Hilands: "A bill for an Act to amend and re-enact Chapter 33 of the Session Laws of 1895, the same being entitled "An Act to temporarily establish and maintain the Wyoming Soldiers' and Sailors' Home," approved January 12th, A. D. 1895.

On motion of Mr. Nowlin H. B. No. 24 was held on second reading and made the special order for 11 o'clock a. m. January 28th.

BILLS ON THIRD READING.

The following bills were then read the third time and placed upon their final passage, with the action below set forth:

H. B. No. 7, by Mr. Baird: "A bill for an Act providing for the revocation of appointments of divers appointees of courts when they become non-residents, and for filling the vacancies occasioned thereby."

The ayes and noes were ordered called, which was done, with the following result:

Mr. Speaker thereupon announced that said bill, having received its three several readings, and received a majority of all the votes elected to the House, had passed the House. H. B. No. 6, by Mr. Baird: “A bill for an Act to amend and re-enact Section 5 of Chapter 57 of the Session Laws of Wyoming of 1895, relating to appeals from justice courts."

The ayes and noes were ordered called upon said bill, which was done, with the following result:
