Mr. Davidson then addressed the Speaker in reference to H. B. No. 1, and moved that a recess be taken by the House subject to the call of the chair, and until the committee on joint printing returned with said bill. The motion prevailed, and it was so ordered.

Sir: I have the honor to inform your honorable body that the Senate this day passed S. J. R. No. 1, by Mr. Fox, being a joint resolution providing for the visiting of the various State institutions by the members of the Fifth Legislature.

I herewith enclose S. J. R. No. 1 for the concurrence or rejection of the House.

Whereupon Mr. Butler moved the adoption of S. J. R. No. 1. Mr. Baird supported said motion with the understanding that the provisions of his former motion for amendment be incorporated in said resolution. The motion prevailed and the resolution was returned to the honorable Senate, so endorsed.

On request, Mr. Butler, Mr. Carpenter and Mr. Nowlin were excused for tomorrow.

On request of Mr. McAnally, Mr. Hilands was excused for tomorrow.

On motion of Mr. Davidson, the House was resolved into a Committee of the Whole for the consideration of bills on general file.

Mr. Speaker then announced the signing of H. J. R. No. 1, being a resolution extending the congratulations of the Fifth Legislature of Wyoming to His Excellency the Presi dent of the United States, William McKinley.

Moved by Mr. Davidson that the report of the Committee of the Whole be adopted. Carried.

Moved by Mr. Atherly that the rules be suspended, and H. B. No. 1 be read a second time, considered as an engrossed bill, and read the third time and placed upon its passage. The motion prevailed, the vote thereon being as follows:
