the county clerk, who shall forthwith deliver a certificate of election to each of the persons elected directors, He shall also declare the result of the votes for and against tax, and certify the same to the county court on the first day of the term fixed by law for levying county taxes; and the rate of taxes so certified shall be levied by the court as other school taxes.

SEC. 6. Each person elected director shall take the oath of office within five days after receiving a certificate of election, which shall be filed with the county clerk, and thereafter during his term of office no further oath nor affidavit shall be required of him in the discharge of his official du

ties.

SEC. 7. The provisions of the act of the General Assembly, approved March 4, 1891, to "regulate elections in the State of Arkansas," shall have no application to the elections herein provided for.

SEC. 8. Section 6262 of Mansfield's Digest, as amended by an act, approved March 21, 1885, and all other laws and parts of laws in conflict with this act are repealed, and this act shall be in force from and after its passage.

ACT CXLV.

An act for the reorganization of the Certain State Boards.

SECTION

1. Secretary of State. Auditor and Superintendent of Public Instruction, constitute board of commissioners of the common school fund.

2. Auditor of State, Secretary of State, Attorney-General, board of corporations

3. Secretary of State, Attorney General, Land Commissioner, board of review of donation contests.

4. Auditor, Attorney General, Secretary of State, Board of Pensions.

5. Governor, Secretary of State, Attorney General. board of election commissioners Attorney General to furnish official opinion.

6 Repeals all laws in conflict, and act in force from and after passage.

Be it enacted by the General Assembly of the State of Arkansas: SECTION 1. That hereafter the board of commissioners

of the common school fund shall consist of the Secretary of State, Auditor of State, and Superintendent of Public Instruction. The Secretary of State shall be president and the Superintendent of Public Instruction shall be secretary. SEC. 2. Hereafter the board of municipal corporations shall consist of the Auditor, Secretary of State, and Attorney General, of which the Secretary of State, shall be president.

SEC. 3. Hereafter the board of review of donation contests shall consist of the Secretary of State, Attorney General and the State Land Commissioner, of which the Secretary of State shall be president.

SEC. 4. That hereafter the board of pensions shall consist of the Auditor, Attorney General and Secretary of State, of which the Secretary of State shall be president. SEC. 5. That hereafter the State board of election commissioners shall consist of the Governor, Secretary of State and Attorney General. That the Attorny General is hereby required to furnish to county boards of election commissioners an official opinion on any inquiry submitted to him. concerning the provisions of the election laws of this State.

SEC. 6. That all laws in conflict herewith are hereby repealed and this act take effect and be in force from and after its passage.

Act in

Be it enacted by the General Assembly of the State of Arkansas: SECTION I. That section I of an act entitled "An Act to establish a levee district in Desha county," approved April 2, 1891, be amended so as to read as follows:

Section I. That Silver Lake, Red Fork, Randolph and Walnut Lake townships and that part of Old River and Wilkerson townships of Desha county, south of the Arkansas river, and that part of Richland township in said county north and east of Cypress creek be and the same are hereby created into a levee district, and shall be known as the Red Fork levee district, and that Mississippi township, in Desha county and the following congressional townships in Phillips county, to-wit.: Township five south range one, two and three east and all of township six, south of range one and two east, be and the same are hereby created into a levee district and shall be known as the Loconia levee district. At the first general election after the passage of this act and at every general election thereafter voters of said districts who shall be entitled to vote under this act shall elect three inspectors in Laconia levee district and four inspectors in the Red Fork levee district. That said inspectors

shall hold their office for two years and until their successors are elected and qualified. That no person shall vote for an inspector who is not the owner of alluvial lands subject. to overflow or the owner of a leasehold interest in such lands for a period of ten years or the owner of at least ten thousand dollars worth of stock in a corporation owning such lands; provided, the electors shall vote for the inspector of the sub-district in which he resides. There shall be provided and kept in the voting precincts a separate ballot box into which shall be deposited all ballots cast under this act, which ballots shall be subject to the same rules and regulations and the votes cast therein recorded, inspected and counted in every manner and in every manner be disposed of by the same officers and under the same restrictions as prevail with reference to the general election of State and county officers.

That Pat Henry, C. B. Blackburn and R. H. Beith are hereby appointed inspectors of the Laconia levee district and shall hold their office until their successors are elected and qualified, and shall at an early day after the passage of this act meet at the voting precincts in Mississippi township in said district and qualify and organize and proceed to discharge their duties as required by this act. That R. O. Pickens is hereby appointed an inspector for the Red Fork levee district and he together with the three inspectors already elected and qualified shall constitute the Red Fork levee board until their successors are elected and qualified.

SEC. 2. as follows:

That section 2 of said act be amended to read

Section 2. The said boards of inspectors shall at their first meeting lay off and divide the territory of their respect ive districts as follows: The Red Fork levee board shall divide that district into four sub-districts, numbering them one, two, three and four, and the Laconia levee board shall divide that district into three sub-districts, numbering them

one, two and three, and each board shall assign to each subdistrict one member of said board as its representative and inspector, and thereafter at the general election one levee inspector for each of said sub-districts shall be elected by the voters thereof qualified to vote under this act. The Red Fork levee board shall keep a separate account of the amount of taxes collected under the provisions of this act in that part of the Red Fork levee district embraced in Randolph and Walnut Lake townships and after deducting from said amount said township's pro rata part of the incidental and necessary expenses of the board the residue of said tax so collected shall be used in building and repairing the levees on the Arkansas river in Lincoln county and

no where else.

SEC. 3.

That section three of said act shall be amended so as to read as follows:

Section 3. The county courts of the counties of Phillips and Desha shall at the first regular term after the general election examine and compare the election returns from the several precincts in the part of districts, of their respective counties and declare elected as inspectors the persons who may have received the highest number of votes in the said sub-districts respectively; provided, when a sub-district embraces part of two counties the county court shall certify the vote received in that part of the sub-district in its county to the county court of Desha, county which shall examine the vote received in both counties and declare elected the party receiving the highest number of votes in such subdistrict. The clerk of the county court shall give a certificate of election to the person declared elected and each person so declared elected shall qualify by taking an oath that he will support the Constitution of the United States and the Constitution of the State of Arkansas, and will faithfully and impartially discharge the duties of inspec or as prescribed by law.
