Proceedings of the Third Congress of the Permanent International Association of Road Congresses, London, 1913. I. AUTHORITIES AND AREAS Extract from "London Statistics" (This section gives a general outline of the organization of local government in Greater London in respect of local authorities and (i) their constitution, (ii) their powers and duties, and (iii) their areas of administration. The information is mainly derived from Acts of Parliament.) 1. Local authorities-their constitution. The authorities included in the table (except the metropolitan police, the justices, and the Masters of the Benches of the Inner and Middle Temples) are directly or indirectly elected boards with statutory powers and constitutions. The following authorities have been omitted: (1) Statutory officers appointed and paid by one of the local authorities (such as coroners, district surveyors, etc.). Some of these officers are referred to in table 2 in connection with the district within which they act. (ii) Certain central Government Departments, such as the General Register Office in respect of the registration of births, deaths and marriages, the Home Office in respect of factory inspection, the Post Office in respect of telephones, the Local Government Board in respect of audit, etc. The Metropolitan Police, which is under the jurisdiction of the Home Office, has been included in the table, because police is one of the earliest and most important of all local services in England, and is under the county or borough authority throughout the rest of the country. (iii) Certain minor authorities (e. g., Borough market trustees, certain garden trustees, etc.). (iv) The judicial authorities. (The justices have been included in respect of their administrative powers of licensing, not as judicial authorites. A list of the London courts is given in a separate table (pp. 17-18). |
