Top Dressing

When the wood paving is complete, and approved by the City Surveyor or his representative, the whole surface shall be top dressed with a layer of -inch Hartshill granite chippings, free from dust.

Fender Course

Where the wood paving abuts against macadam a fender course, consisting of three courses of 6 inch deep granite setts, shall be laid; such sett paving to comply with the requirements for granite sett paving. The macadam will then be made good to this fender course by the Corporation.

Intersecting Streets

16. In the case of intersecting streets the channel courses will follow round the quadrants, and the paving setts or blocks forming the crossings will be laid transversely to the direction of the cross street, or at such other angle as may be directed.

Opening Road to Traffic

17. That portion of the road where paving, whether wood or granite, has been laid by the Contractor shall not be opened to vehicular traffic until authorized by the City Surveyor, and then only after at least seven days have elapsed since the completion of any portion of the paving in the case of wood, and at least three weeks in the case of granite grouted in cement.

Office for Clerk of Works

18. The Contractor shall provide and maintain suitable conveniences for workmen and a suitable approved movable office or offices for the Clerk of Works, with all necessary attendance, lighting, firing, fittings, etc. He shall also provide the necessary assistance, instruments and appliances for properly setting out and checking the works, including a dumpy level and staff.

Provision for Extra Works

19. The Contractor shall include in his Tender the sum of £600 for meeting the expense of extra works beyond those included in the Specification or shown upon the Drawings, to be expended wholly or in part as the City Surveyor may direct. If the expenses incurred are less than the above-mentioned sum, the difference shall be deducted from the amount payable under the Contract; but if the cost of such extra works exceed the above-mentioned sum, the excess shall be added to the amount payable.

Commencing Works

20. Within seven days from the date of the City Surveyor's order to commence, the Contractor shall proceed with the works, in one or more places, as the City Surveyor may direct, and keep each section continually in progress until completed. The City Surveyor, nevertheless, shall have power to delay or suspend the work, or any part thereof, when and so often and for such time as he may think necessary. Such delay or suspension shall be deemed to be a deviation from the Specification, and shall be dealt with accordingly.

Night Work

21. If the Contractor is at any time desirous of carrying on the works continuously day and night, he shall give not less than 24 hours' written notice to the City Surveyor, or his Assistant, of his intention, and if the proposal appears to be reasonable, and for the benefit of the undertaking, the City Surveyor may grant the requisite permission, on the understanding that the Contractor provides such ample means of lighting and adopts such precautions as will allow of the work being carried on satisfactorily and safely. The Contractor shall not 'carry on night work without such permission. If at any time it appears to the City Surveyor desirable for the work to be carried on continuously day and night, the Contractor shall so carry on the works as long as the City Surveyor may require, but no extra payment will be made to the Contractor on account of such continuous working.

Lighting and Protecting Works

22. From the commencement to the completion of the works the Contractor shall, at his own cost, provide and maintain all necessary hoardings, fences, lights and watchmen to protect and warn the public and regulate the traffic, and erect proper temporary bridges and crossings for preserving all rights of way in the street or to and between private properties to which the approach is interrupted by the execution of the work. No material shall be deposited on any foot-path without the written consent of the City Surveyor, and no deposit of any kind shall be placed so as, in the opinion of the City Surveyor, to unnecessarily obstruct any carriageway. When the excavated material cannot be deposited without causing this obstruction the Contractor shall, at his own expense, cart it away temporarily, and afterwards cart back so much of the material as is necessary to refill the excavation or trench.

The Contractor will not be allowed to stop the traffic on any street without the previous permission of the City Surveyor.

NEWCASTLE-UPON-TYNE, ENGLAND

GENERAL SPECIFICATIONS FOR DIFFERENT PAVEMENTS

Hard wood paving to consist of Australian Jarrah or Karri thoroughly seasoned and free from all defects. To be sawn into blocks 9 ins. long by 3 ins. wide by 4% ins. deep. All blocks to be sawn to size and die square. Five per cent. of blocks allowed less than 9 ins. long for closers.

Foundation to be 7 inches in thickness composed of 6 to 1 cement concrete finished to a true surface by 1 inch of floating composed of 3 to 1 cement concrete. Blocks to be laid direct on the floating in courses at right angles to the kerb and all joints between the courses made as small as possible.

The surface of the blocks to be covered with a mixture of pitch tar by means of rubber squeegee and finished with a sprinkling of crushed granite or silicious sand. Expansion joints to be allowed at all kerbs, gullies, manhole frames, cock cases, etc.

Soft wood paving to be composed of Baltic Pine, thoroughly seasoned and free from all defects. All timber to be impregnated under a pressure of 100 lbs. per square inch with creosote to the extent of 10 lbs. per cubic foot.

The remainder of the specification is the same as for hardwood paving.

STONE SETTS-GRANITE AND FREESTONE

Granite to be of the very best British quality. Two classes shall be supplied -"Ordinary" and "Nidged."

Ordinary setts shall be 4 ins. wide, 5 ins. deep and from 5% to 8% ins. in length. The extreme permissible variation for depths and widths shall be 3/16 in. All setts shall be truly rectilinear and all arrises clean and sharp.

Nidged setts.-Every sett shall be 5 ins. in width, 4 ins. in depth, not less than 5% ins. nor more than 8 ins. in length. Every part of the surface, ends, sides and bed, shall be perfectly square to the adjoining face and every arris shall be clean, sharp and true throughout its whole length. The dressing shall be what is termed "nidged," whereby no protrusions or depressions are allowed and all sizes shall be die true.

Ordinary setts shall be laid on a foundation 6 ins. in thickness, composed of 6 to 1 Portland Cement Concrete. The setts shall be laid on a bed consisting of about in. of fine tar macadam or sand, properly racked with fine Jersey gravel, whinstone or tar macadam, and then beaten to a thoroughly solid bearing. The joints shall then be run full with a mixture of boiling pitch and creosote oil, the finished surface being sprinkled with whinstone or granite chips.

Freestone setts shall consist of Sandstone specially selected for its hardness, freedom from bed and clearage lines and known durability under traffic.

All setts shall be 6 inches long, 6 inches deep and 8 inches or thereabouts in length.

The rest of the specification is the same as for Granite setts.

Random stones.-The Corporation have ceased to lay this type of paving. Tarred slag macadam shall be composed of hard, sound ironstone slag, free from honeycomb and all extraneous matter. It shall be graded in three sizes2-in., 1-in., and -in. Each size shall be coated separately with a mixture of boiling pitch and tar. All three sizes shall be then mixed by hand in the proportion of 4 of 2-in., 2 of 1-in, and 1 of %-in. material. The material shall be spread on the foundation in two layers of equal thickness, each layer being rolled separately to a total finished thickness of 41⁄2 ins.

A layer of -in. material, 4 in. thick, shall be used as a sealing coat, the finished surface being sprinkled with granite chippings and properly rolled.

Road metal shall consist of hard, sound basalt locally known as "Whinstone," thoroughly clean and free from all extraneous matter, broken to pass through a 216-in. screen.

Ordinary macadam.-The existing surface shall be scarified, all rounded, crushed cr powdery material removed, and the surface thoroughly rolled. A layer of hand broken whinstone graded to pass a 2-in. screen shall be laid on and thoroughly rolled dry to a finished thickness of 3 ins. A further layer of 2%-in. stone shall be added and rolled whilst dry, sand and water being added during rolling, the rolling being continued until the surface is sealed.

1. The Work to be done under this Contract shall, subject to the provisions of this Specification and relative Schedule of Rates, Tender, and Deed of Contract to follow thereon, consist of all the work required in repaving the street with compressed rock asphalte to such levels and cambers as may be fixed by the Master of Works, so that the thickness of the asphalte shall, after the expiry of six months from date of completion, be in no place less than two inches.

Contractor to Provide Materials

2. The Contractor shall provide everything necessary for the completion and maintenance of the work, including all the materials, plant, utensils, labor, carriage, etc., and he shall cart away all rubbish and excavated material.

Work and Material to Be Satisfactory

3. The work shall be done in a sound and workmanlike manner, and shall be carried on and completed under the control, direction, and supervision of, and

to the satisfaction of the Master of Works or any person appointed by him. Any materials or workmanship condemned or rejected by the Master of Works or any person appointed by him shall be immediately removed and replaced by the Contractor to the satisfaction of the Master of Works.

The decision of the Master of Works shall be final and conclusive, without being subject to appeal to the Arbiter, on all points relative to the mode of carrying on the works and to the nature and quality of the materials and workmanship.

Watching and Lighting

4. The Contractor shall provide lamps, watchmen, enclosures, etc., for the proper lighting, watching, and fencing of the work, to the satisfaction of the Master of Works or any person appointed by him, and in every respect conform to the police regulations in these matters.

Inspector's Office

5. The Contractor shall provide a suitable office upon the work for the Inspector.

Foreman

6. The Contractor shall keep on the works a competent foreman, who shall represent the Contractor in his absence. All orders given to the foreman by the Master of Works or any person appointed by him shall be acted upon in the same way, and shall be equally binding, as if the order had been given to the Contractor.

Master of Works to Have Power to Discharge Workmen

7. The Master of Works or any person appointed by him shall have full power to discharge from the work any man or men for incompetency or misconduct, and the Contractor shall not reinstate the discharged man or men without the consent of the Master of Works.

Street to Be Kept Open, etc.

8. The Contractor shall, during his operations, keep the street open for traffic, and also all entrances to houses, works, buildings, etc., and when required shall provide suitable planking or other temporary means for access to properties, and shall keep all footpaths clean and free from dirt, materials, and working plant. The Master of Works shall determine the length and width of street surface to be opened and occupied for paving purposes at any time.

Insolvency

9. In the event of the Contractor becoming insolvent, or refusing or delaying to proceed with the work to the satisfaction of the Master of Works, the Corporation shall have power, without the necessity of resorting to any legal proceedings, to take the work out of the Contractor's hands, and, in their option, to carry on and complete the work themselves, or employ another person to do so, the Contractor being liable for any loss or damage that may be incurred by the Corporation.

Responsibility

10. The Contractor shall be responsible for all damage to property or persons arising through, or in consequence of, his operations, or his failure to properly maintain the street; and he shall free the Corporation from any expense to which they may be put, and from the consequences of any claim made on them in connection therewith.

Sureties

11. The Contractor shall, if required, find two sureties for the due fulfilment of the whole Contract, the said sureties to be approved of by the Corporation.

Offers to Be Binding

12. Offers shall be binding on the offerers for three months from date of offer.

Acceptance of Offer

The Corporation do not bind themselves to accept the lowest or any offer.

Contract to Be Entered Into

14. The Contractor shall, if required by the Corporation, enter into a Deed of Contract, containing the usual conditions, based on this Specification, the relative Schedule, and the accepted Tender, and shall pay one-half the expenses thereof.

Delivery of Tenders

15. Sealed Tenders shall be delivered to THE TOWN CLERK, City Chambers, on or before....... and shall be endorsed "STATUTE LABOR DEPARTMENT-TENDER FOR COMPRESSED ROCK ASPHALTE PAVING,

Date of Completion

16. The whole work shall be completely finished within... from the date of the acceptance of the offer, declaring that, in the event of the said work not being carried on and completed within said period, or the extended period hereinafter provided for, the Contractor shall pay to the Corporation a sum of One Pound sterling in name of liquidated and ascertained damages in respect of each day thereafter during which the work is not completed, and which sum is pactional and not penal, and shall not be subject to abatement or reduction on any ground whatever, any law or practice to the contrary notwithstanding. Should the Contractor be delayed by the condition of the weather he shall be entitled to such an extension of time as the Master of Works shall deem reasonable.

Maintenance

17. The Contractor shall maintain the whole work in a thoroughly good condition, to the satisfaction of the Master of Works, for a period not exceeding ten years from the date of completion of the work, as such date shall be certified by the Master of Works.

In the event of the Contractor refusing or delaying to properly maintain the street, or to make good any deficiency or defect, or restore any openings, when required by the Master of Works, the Corporation shall have power to repair the street and make good any deficiency or defect therein, or restore any openings, at the expense of the Contractor.

Measurement

18. The work will be measured on the completion thereof, and shall be priced at the rates in the Schedule.

Payment

19. Ninety per cent. of the Contract sum, as ascertained by measurement, shall be paid on the completion of the work, and the balance on the expiry of one year from date thereof, and any sum payable for after maintenance shall be paid at the end of each year's maintenance after the expiry of the period of free maintenance. In all cases the certificate of the Master of Works that the work has been completed and maintained in a satisfactory manner shall be a condition precedent to payment.

Night Work

20. For all work done to the orders of the Master of Works, between the hours of 6 p.m. and 6 a.m., the following additions will be made to the Contract Rates, viz.:
