D. 1891, at 12 o'clock noon, it being the Wednesday next after the first Monday in January, pursuant to the provisions of section 9, article 4, of the constitution of the State of Illinois. Isaac N. Pearson, Secretary of State, called the House to order and presided over its deliberations, until the election of a temporary presiding officer, as provided by the constitution. Prayer was offered by Rev. Francis Springer.
