UNIVERSITY OF MICHIGAN,
Tuesday, September 24th, 1861.

The Board of Regents assembled at 10 A. M.
Present, President Tappan. Regents Baxter, McIntyre, Brown
Parsons and Bradley.

The meeting was opened with prayer by the President. The minutes of the last meeting were read and approved. Regent McIntyre presented the annual report of the Finance Committee for the fiscal year ending June 30, 1861. The report was excepted and placed on file.

Regent Brown from the Finance Committee, to whom were referred the account and vouchers of Prof. Douglass for receipts and disbursements in the Chemical Laboratory for the year ending June 30, 1861, reported the same correct.

On motion of Regent Baxter, the report was accepted, and the account and vouchers placed on file.

On motion of Regent Brown, the sum of Seventy five Dollars was appropriated to defray the expenses of the course of Chemical Lectures in the Medical Department.

Regent Parsons, from the special Committee appointed to prepare the report to the Superintendent of Public Instruction, presented said report. On motion of Regent McIntyre, the report was laid on the table.

Regent McIntyre presented the annual report of the Treasurer with the accompanying vouchers for the fiscal year ending June 30, 1861. Referred to the Finance Committee.

Regent McIntyre presented a resolution in relation to the establishment of a Military School. Laid on the table.

The Board then took a recess until 2 P. M.

The Board re-assembled at 2 P. M.

A communication was received from Messrs Jordan and Anderson, requesting that the sum of $150 be paid to them for the Plan, Specifications, and contract, for the erection of the Law building. Referred to the Law Committee.

Regent McIntyre presented the account and vouchers for Incidental expenses for the fiscal year ending June 30, 1861. Referred to the Finance Committee.

The Board then adjourned till 9 A. M. to morrow.

WEDNESDAY, Sept. 25, 1861.

The Board assembled at 9 A. M.

Present, President Tappan. Regents Baxter, Johnson, McIntyre, Brown, Parsons, Spaulding and Bradley..

The meeting was opened with prayer by the President.

The minutes of the preceding day were read and approved. The President presented a report in relation to the repairs made in the Museum. Accepted.

The Finance Committee to whom was referred the annual account of the Treasurer with the accompanying vouchers, for the year ending June 30, 1861, reported the same correct. The report was accepted and the account and vouchers placed on. file.

On motion of Regent Baxter, the sum of $74.22 was appropriated to pay Messrs Banister and Davidson for Mason work.

The report to the Superintendent of Public Instruction was taken up and referred back to the committee.

Regent Brown from said committee presented the report with amendments, which was accepted and adopted, and ordered to be signed by the President and Secretary and to be forwarded to the Superintendent of Public Instruction..

On motion of Regent McIntyre,

Resolved, That the resolution of this. Board appropriating $800 to illustrate the course of Instruction in Anatomy be and the same is hereby rescinded.

On motion of Regent McIntyre the following resolution was taken from the table and adopted.

WHEREAS it has been discovered since the outbreak of the present Southern Rebellion that in this as well as in most of the other loyal States of the American Union, there exists a great scarcity of men possessed of suitable military education to drill and prepare our volunteer armies for camp life and the battle field, and to lead them in action whereby great loss of time and money has been incurred by the States and the Nation, and the honor of our arms as well as the safety of our country, and its institutions have been seriously jeopardized, and

WHEREAS the present means of furnishing a thorough militaxy education whereby men may become masters of the art of

war are entirely inadequate to the wants of the Nation and of the several States, and

WHEREAS We now have before us a practical demonstration of the fact that it is not safe for any government, however excellent or powerful it may be, to neglect entirely the military education of its people, and can see clearly that in times of peace it is wise to prepare for war; now as a matter of economy to the State and that her troops may be supplied with competent officers, and the work of preparing volunteers and raw recruits: for efficient service be speedily and cheaply accomplished; the Board of Regents of the University of Michigan under the conviction that this work can be more economically performed for the State in this University where Civil Engineering, the higher Mathematics, the Modern Languages, the Natural Sciences, and most of the other studies incident to and connected with a thorough military education, are now taught, than any where else in the State do adopt the following resolution:

Resolved, That as soon as the State shall add to the University Fund the sum of $100,000 from which the University shall derive a permanent additional annual income of $7,000, the Board of Regents will establish in the University a Military School in which shall be taught Military Engineering and tactics, Strategy, and the art and science of war.

The Board then adjourned until 1,30 P. M.
The Board re-assembled at 1,30 P. M..

On motion of Regent Johnson, the sum of $75, was appropriated to pay Dr. Rominger for services rendered in the Mu-

seum.

On motion of Regent Baxter,,

WHEREAS the rates of rent charged to those persons occupy.. ing the dwelling houses belonging to the University grounds. are much less than the current charges for rent throughout the city, therefore

Resolved, That from and after October 1st, 1861, all persons occupying these dwellings be required as a further condition of rent to keep the same in good tenantable repair at their own expense, except when otherwise especially anthorized by the Board.

Resolved, That the Chairman of the Finance Committee be directed to rent the dwelling house now vacant upon the Uni ̧ versity grounds upon the best terms he can procure, giving the preference to a Professor of the University, should any such desire to rent the place, but otherwise to any suitable tenant.

Resolved, That the unexpended portions of the appropriations heretofore made to the General Library and the Medical Library be hereby arrested, and the amounts removed to the General Fund.

Resolved, That the sum of One Hundred Dollars be appro. priated for the purchase of books for the Law Library during the year, to be expended under the direction of the Law Faculty.

Ön motion of Regent Johnson,

Resolved, That the Prof. of Natural History be requested to see that the specimens in the Museum be kept in good condition, and that he be authorized to employ a suitable person to assist him in the mechanical part of such duty, at an expense not to exceed $100 per annum.

On motion of Regent McIntyre,

Resolved, That the Executive Committee be and they are hereby authorized to fill the Chair of Military Engineering established by this Board, subject to the approval of this Board.

Regent Brown from the Finance Committee to whom were referred the account and vouchers for incidental expenses for the fiscal year ending June 30, 1861, reported the same correct. The report was accepted and the account and vouchers placed on file.

On motion of Regent Parsons the sum of $50 was appropriated to purchase glass jars for the preservation of the specimen in the Medical Museum.

On motion of Regent Parsons the sum of $5 was appropriated to pay the expenses of Captain Alley, who met with the Regents at their request.

The following amounts were allowed for Regents expenses and ordered paid.

DECEMBER MEETING-1861.

UNIVERSITY OF MICHIGAN,

Tuesday, Dec. 17th, 1861.

The Board of Regents assembled at 10 A. M.

Present, President Tappan, Regents Bishop, McIntyre, Brown, Parsons, and Bradley.

The meeting was opened with prayer by the President.

The minutes of the last meeting were read, and, on motion of Regent Parsons, amended at printed page 121 to read as follows: "On motion of Regent Baxter, the following preamble and resolutions were adopted :"

The minutes as amended were approved.

Regent Bishop made a verbal report relative to the University property sold to the Detroit Young Men's Society.

The report was accepted.

Regent McIntyre, from the Finance Committee, reported, that by authority of a resolution of the Board adopted at the last meeting, the University dwelling house lately occupied by Prof. Frieze had been rented to James Clements, and presented the lease thereof. On motion of Regent Brown, the report was accepted, and the action of the committee approved.

President Tappan, in behalf of the Executive Committee, reported progress relative to filling the Military Chair. The report was accepted.

On motion of Regent Bishop,

Resolved, That the Secretary be directed to transmit certified copies of the preamble and resolution adopted at the last meeting, relative to a Military School in the University, to the
