On motion of Regent Bishop,

Resolved, That the unexpended appropriations for Library, Periodicals, Maps, Charts, and Stationary be taken from the Finance Committee, and placed at the disposal of the Library Committee.

A communication was received from Prof. Ford asking that the sum of Fifty Dollars per annum be allowed him for the use, deterioration, and insurance of the material in the South Medical Museum furnished at his own expense for means of illustration in his Department. Laid on the table.

On motion of Regent Bishop,

Resolved, That a committee of three, of which the Secretary shall be one, be appointed to collect and present in a convenient form all the general rules and regulations of the Board now in force. Regents Bishop and Spaulding and the Secretary were appointed said Committee.

On motion of Regent Parsons, the following resolution was taken from the table:

Resolved, That the salary of the Secretary of this Board be raised to Two Hundred Dollars. This resolution to take effect from and after the first day of January next. Adopted.

Regent Bishop offered the following resolution:

Resolved, That the Clinical Course be continued. That it shall follow immediately after the close of the Medical term, and that its immediate management be placed under the control of the Medical Faculty, subject always to the supervision and control of the Board.

Adjourned to meet at 9, A. M. to-morrow.

The Board assembled at 9, A. M.

Attendence the same as the preceding day.

The minutes of the preceding day were read and approved.

On motion of Regent Parsons,

Resolved, That the President, on behalf of this Board, be authorized, and requested to employ James C. Watson as a teacher in mathematics during the remaining portion of the college year, at a salary, including his services in the Observatory, not to exceed, in all, the sum of Five Hundred Dollars, the

salary as teacher to commence the first of October, Eight een Hundred and Fifty Eight.

On motion of Regent Bishop, the resolution in reference to the introduction of gas into the Medical College was taken from the table, and on motion of Regent Ferry the following resolution was substituted therefor, and adopted.

Resolved, That the Finance Committee be instructed to inquire into and present at the next meeting of this Board, the expense of introducing gas into all the College Buildings with a yiew of then taking into consideration its introduction, providing the state of the University Funds will then sanction such expenditure.

On motion of Regent Ferry,

Resolved, That the several Literary Societies be required to present to the Faculty the name or names of such Lecturer or Lecturers as they may wish to address them publicly, and that such selection shall be approved by the Faculty before the invitation be extended.

Regent Parsons from the committee appointed to examine and report upon the condition of the Houses occupied by Prof. Boise and Williams reported in favor of allowing each of the said Professors the sum of $75, to make the necessary repairs. On motion of Regent Brown, the sum of $150, was appropriated in accordance with said report.

On motion of Regent Ferry,

Resolved, That the admission fee be required of resident graduates, as well as undergraduates; thus receiving into the University all applicants upon an equal footing in this particular.

On motion of Regent Bishop, the resolution in regard to the Clinical Course was taken from the table.

Regent Bishop then moved the adoption of the first clause of said resolution.

After a full discussion of the matter by the Medical Faculty and the Board, Regent McIntyre moved an indefinite postponement of the whole subject.

Regent Bishop called for the Ayes and Nays.

The motion was declared carried.

Regent Ferry moved the following resolution :

Resolved, That the Clinical Course be abolished. Lost.
On motion of Regent Baxter,

Resolved, That the action of the President, and Faculty of Science, Literature, and the Arts, with reference to an advanced Literary and Scientific course of study for resident graduates, and a change in the requisites for conferring the Degree of Master of Arts, and the adoption of the Degree of Master of Science, be taken up for the consideration and requisite action of the Board of Regents thereon.

On motion of Regent Brown,

Resolved, That the Board of Regents do hereby inaugurate an advanced course of instruction to be given wholly by lectures according to the following scheme.

The higher degrees, conferred in this department, are those of Master of Arts, and Master of Science.

They are conferred, respectively, upon Bachelors of Arts, and Bachelors of Science, according to the following conditions:

1st, The candidate may be a graduate either of this, or of any other Collegiate Institution, empowered to confer degrees. 2d, He must pursue at least two of the courses in each semester, designated in the following programme:

9d, He must sustain an examination, before the Faculty, in at least three of the studies so attended; the studies to be elect-ed by the candidate.

4th, He must present a thesis to the Faculty, on one of the subjects chosen for examination.

The second degree may thus be obtained, on examination, one year after the first degree.

The Master's degree will also continue to be conferred as

hitherto, upon graduates of three years standing, who shall have engaged during that period in professional or in literary and scientific pursuits.

The above described higher courses will not be restricted to graduates and candidates for the second degrees, but will be open to all who shall give satisfactory evidence of ability to profit by them.

The Board then took a recess till 2, P.M.

The Board re-assembled at 2, P. M.

Joseph H. Vance tendered his resignation as Steward of the University, to take effect on the 30, day of June next, which on motion of Regent Bishop was accepted.

On motion of Regent Baxter, the request of Prof. Ford was laid over till the next meeting of the Board.

On motion of Regent Parsons, the resolutions in regard to intoxicating beverages were taken from the table.

On motion of Regent Johnson, the following was substituted therefor and adopted:

Resolved, That By Law No. 12, Chapter 4, be so amended as to read as follows:

No student shall be allowed to play at cards, or practice any species of gambling, or attend gaming or drinking Saloons, and the use of intoxicating drink in any way is prohibited. The possession of Fire Arms, or Gun Powder is also prohibited.

On motion of Regent Ferry the resolution with reference to the meeting of the Board of Regents at Lansing January 18, 1858., was reconsidered, and the following substituted therefor, and adopted.

Resolved, That a committee of three be appointed to represent the views of this Board, upon the subject of the so called "One Hundred Thousand Dollar Loan" from the State to the University, before the Legislature to assemble at Lansing in January next, leaving with such committee to designate the most appropriate time for presentation, and that each member of the Board present the matter to the members from their several districts.

Regents Johnson, Bishop, and Baxter were appointed said committee.

A bill of $16.60 was received from E. L. Brown for expenses as Regent, and ordered paid.

A bill of $14.10 was received from Henry Whiting for expenses as Regent, and ordered paid.

A bill of $16.95 was received from L. H. Parsons for expenses as Regent, and ordered paid.

A bill of $29.40 was received from J. E. Johnson for expenses as Regent and ordered paid.

A bill of $12, was received from B. L. Baxter for expenses as Regent and ordered paid.

A bill of $26, was received from Wm. M. Ferry for expenses as Regent, and ordered paid.

A bill of $18.50 was received from O. L. Spaulding for expenses as Regent, and ordered paid.

On motion adjourned to meet Tuesday, March 29, at 10. A. M. D. L. WOOD, Secretary.

Tuesday, March 29, 1859.

The Board of Regents assembled at 10 A. M. Present, Pres ident Tappan, Regents Baxter, Johnson, Bishop, McIntyre, Brown, Whiting, Parsons, Spaulding and Ferry.

The minutes of the last meeting were read and approved. Regent Baxter moved the following resolution, which on motion of Regent Johnson was laid on the table.

Resolved, That the Chairman of the Finance Committee furnish to each member of the Board of Regents a copy of the Published Manual of the last Legislature of the State of Michi gan, and that the rules and By Laws of the Senate be, so far as applicable, adopted as the rules and By Laws of this Board during all their Public sessions, except as the same shall be modified by the action of this Board.

Regent Baxter moved the following resolution, which, on motion of Regent Parsons, was referred to the special committee on Rules and Regulations:

Resolved, That it it shall be the duty of the President, and also of the various Faculties and Professors of the different Departments, as well as the members of the Board of Regents themselves, upon the first day of each session of the Board, to
