MOTIONS, RESOLUTIONS AND NOTICES.

Notices of the introduction of bills were given, as follows:

Mr. Betge gave notice that he would at an early day introduce a bill for an Act amendatory and supplementary to an Act entitled an Act to provide for the improvement and protection of the wharves, docks and water front in the City and County of San Francisco, approved March fifth, A. D. eighteen hundred and sixty-four, and all other Acts amendatory and supplementary thereto, and also enlarging and extending the powers and duties of the Board of State Harbor Commissioners of said city and county.

Mr. Maclay gave notice that he would, at an early day, introduce a bill for the repeal of the Registry Act.

Resolutions were introduced as follows:

Resolved, That Willie Ormsby, Henry McGuire and Samuel Merks, be, and are hereby appointed Pages of the Senate, to be paid the same per diem as other Pages, out of the Contingent Fund of the Senate.

Adopted.

Mr. Wand offered the following amendment to the standing rules of the Senate.

Resolved, That the President of the Senate be authorized to appoint a standing committee of five on the culture of the grape.

The rules were suspended and the resolution adopted.

The President appointed, in pursuance to the above resolution, Messrs. Wilson, Maclay, Murch, Burnett and Wand.

On motion of Mr Lewis, the Senate took up Senate Joint Resolution No. 10, relative to suspending orders of Secretary of Interior in reference to public lands.

Mr. Fowler offered the following resolution as an amendment:

Resolved, That our Senators and Representatives in Congress be further instructed to use their utmost endeavors to secure a modification of the existing laws, in regard to the settlement of the public lands in this State, whereby all actual settlers may be allowed to either pre-empt six hundred and forty acres or homestead one hundred and sixty acres of public land.

Mr. Orr raised the point of order, that the subject matter of the amendment was entirely foreign to the subject matter of the resolution under consideration.

The President ruled; that under rule fifteen of the Standing Rules, the amendment could not be entertained.

Mr. Minis moved to strike out "six" before months, in line one of printed copy, and insert, in lieu thereof, "twelve."

Adopted.

Mr. Fowler moved to refer the resolutions to the Judiciary Committee. Lost

The resolution, as amended, was adopted.

By Mr. Hager:

Resolved, That the Judiciary Committee of the Senate be authorized. to employ a Clerk, at the same per diem allowed to the Assistant Secretary, to be paid out of the Contingent Fund of the Senate.

Adopted.

By Mr. Wand:

Resolved, That the Sergeant-at-Arms of the Senate be requested to inquire into the reason why the Daily Examiner newspaper, of San Francisco, is not delivered to members who have subscribed for it, and to endeavor to prevent a failure so to deliver hereafter.

Resolved, That the Secretary of the Senate prepare a list of the standing committees and joint rules of the Senate and Assembly, and that two hundred and forty copies of the same be ordered printed.

Adopted.

Mr. Hager moved to reconsider the vote by which the foregoing res olution was adopted.

Adopted.

Mr. Hager offered as an amendment, that the names of the standing committees of the Senate be printed with the joint rules.

Adopted.

Mr. Irwin offered an amendment, that the names of the officers and attachés of the Senate be included.

Adopted.

The resolution, as amended, was then adopted.

RECONSIDERATION.

Mr. Murch, pursuant to notice, moved to reconsider the vote by which the Senate on yesterday passed Senate Bill No. 45-An Act amendatory of and supplementary to an Act relating to the Board of Supervisors in the City and County of San Francisco, and more particularly defining their powers and duties, passed March third, eighteen hundred and sixty-eight.

Whereupon Messrs. Murch, Morrill and Green demanded the ayes and noes, and the Senate refused to reconsider, by the following vote:

Mr. O'Connor, from the Committee on Engrossment, made the following report:

Mr. PRESIDENT: The Committee on Engrossment have examined and find correctly engrossed Senate Bill No. 45-An Act amendatory of and supplementary to an Act entitled an Act relating to the Board of Supervisors of the City and County of San Francisco, and more particularly defining their powers and duties, passed March thirtieth, eighteen hundred and sixty-eight.

Read first and second times and referred to the Judiciary Committee. On motion of Mr. Farley, the rules were suspended, and the Senate took up Senate Bill No. 40-An Act for the protection of mines and mining claims.

On motion, the bill was recommitted to the Judiciary Committee and ordered printed..
