upon the entire country, by its adoption, that said proposed Fifteenth Amendment be and the same is hereby rejected by this Senate, and that this Senate refuses to ratify the same.

Mr. Roberts moved that the resolution and message be made the special order for Wednesday, January nineteenth, at one o'clock P. M.

Carried.

Mr. Hager offered the following joint resolution :

WHEREAS, The Congress of the United States, two-thirds of both Houses having deemed it necessary, by a joint resolution duly passed. did propose to the Legislatures of the several States, for their ratification, a certain amendment to the Constitution of the United States, which proposed amendment is in the words and figures following, to wit:

ARTICLE XV.

Section 1. The right of citizens of the United States to vote shall not be denied or abridged by the United States, or by any State, on account of race, color or previous condition of servitude.

Section 2: The Congress shall have power to enforce this article by appropriate legislation.

Wherefore, Be it resolved by the Senate and Assembly of the State of California, That the said proposed amendment be and the same is hereby disapproved of and rejected by the Legislature of the State of California.

Read first and second times and referred to the Judiciary Committee, and ordered printed.

On motion of Mr. Pendegast, at one o'clock and twenty-five minutes P. M., the Senate adjourned.
