Resolved, by the people of the State of California, represented in Senate and Assembly

First-That the Constitution of the United States confers no power upon the Congress to propose to three-fourths of the States such an amendment to the Constitution, and gives no power to three-fourths of the States to ratify the same.

Second-That on her admission into the Union as a State, California was invested with the right to declare what persons should be entitled to vote within her boundaries; and until she, by her voluntary act, surrender that right, the Congress of the United States has no authority to exercise such power within her jurisdiction.

Third-That the said proposed Fifteenth Amendment be and the same is hereby rejected. Be it further

Resolved That the Governor be requested to transmit copies of this concurrent resolution to the Secretary of State of the United States and to the Senators and Representatives in Congress from this State

Resolved by the Senate, the Assembly concurring, That our Senators in Congress be instructed to use their influence to procure mail service from Oroville to Taylorville, three times per week, and to procure the extension of that route to Round Valley, via Crescent Wells and Greenville.

Resolved, That his Excellency the Governor be requested to forward a copy of these resolutions to each of our Senators and Representatives in Congress.

Mr. Lawrence gave notice that on Thursday next, January twentieth, he would introduce an amendment to Senate rule forty-nine. By Mr. Comte:

Resolved, That the Sergeant-at-Arms be and he is hereby authorized and directed, whenever any Porter fails in his duty, to employ some suitable person to perform the labor of said Porter, the expense thereof to be deducted from the per diem of such delinquent Porter.

Resolved, That the Sergeant-at-Arms of the Senate be and is hereby authorized to procure suitable rooms for the use of the Committee on Commerce and Navigation, the same to be paid for out of the Contingent Fund of the Senate.

Assembly Bill No. 116-An Act for the relief and maintenance of the indigent sick of Humboldt County.

Also, substitute for Assembly Bill No. 58-An Act to repeal an Act entitled an Act to authorize the Supervisors of Humboldt County to levy a special tax for certain purposes, and to provide for the collection of the same, approved April eighteenth, eighteen hundred and fifty-seven, and an Act amendatory thereof, approved February eleventh, eighteen hundred and fifty-eight.

Also, Preamble and Concurrent Resolution No. 17-Approving the action of Tennessee in rejecting the Fifteenth Amendment.

And on this day passed Assembly Bill No. 11-An Act for the relief of Green T. Martin.
