Also, Senate Bill No. 296-An Act to authorize the Board of Supervisors of the City and County of San Francisco to permit the laying down of railroad tracks for grading purposes-having had the same under consideration, report the same back to the Senate with the following amendments, to wit: 1st. After the word "empowered," in line two, section one, of said Act, page one, insert "by a vote of threefourths of the whole of said Board." 2d. Strike out, commencing with the word "and," in line fifteen, section one, of said Act, all down to and including the word "confined," in line eighteen, of section one, and insert as follows: "and provided further, that no such grant to construct, lay down, continue and maintain railroad track or tracks, as aforesaid, shall be granted at any time for a longer period than one year," and recommend its passage as amended.

The following message was received from the Assembly:

February 7th, 1870.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on the third instant, passed Assembly Bill No. 70-An Act to authorize Assessors to complete duties imperfectly performed.

And, on the fourth instant, passed Assembly Bill No. 210—An Act to confer further powers on the Board of Supervisors of the City and County of San Francisco.

And, on this day, passed Senate Bill No. 7-An Act to provide and pay for services rendered to the City and County of San Francisco.

Also, substitute for Senate Bill No. 213-An Act authorizing Bridget Stannah, administratrix of the estate of William Stannah, deceased, to sell the real estate belonging to said estate, in the City and County of San Francisco, at public or private sale.

Also, Senate Bill No. 284—An Act to authorize the Board of Supervisors of the County of Amador to levy an additional tax for county expenditures in said county.

Mr. PRESIDENT: The Committee on Federal Relations have had under consideration Senate Concurrent Resolution No. 18-To establish a mail route in the Counties of Butte and Plumas; also, Senate Concurrent Resolution No. 19-Relative to a mail route from San Diego to Salt Lake City; also, Assembly Concurrent Resolution No. 12-For a mail route from Millville, Shasta County, to Fort Bidwell, in Siskiyou Countyand report a substitute therefor, and report same back and recommend their passage.
