Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on the second instant, passed Assembly Bill No 20-An Act to provide for increasing the law library of the corporation known as the San Francisco Law Library, and to secure the use of the same to the Courts held at San Francisco, the bar, the city and county governments and the people of the City and County of San Francisco.

And, on the third instant, passed Assembly Bill No. 143-An Act to amend an Act entitled an Act to regulate proceedings in civil cases in the Courts of justice in this State, passed April nineteenth, eighteen hundred. and fifty-one.

And, on the fourth instant, passed Assembly Bill No. 109-An Act to confer additional powers on the Board of Supervisors of the City and County of San Francisco.

Also, Assembly Bill No. 253-An Act to authorize the Board of Supervisors of Sonoma County to transfer certain moneys from the General Fund to the Road Fund.

Also, Assembly Bill No. 252-An Act concerning roads and highways in San Bernardino County.

Also, substitute for Assembly Bill No. 127-An Act to incorporate the San Buenaventura Water Company.

Also, substitute for Assembly Bill No. 81-An Act to confirm certain orders passed by the Board of Supervisors of the City and County of San Francisco, and to authorize said Board to appropriate money for certain purposes.

And, on the seventh instant, passed Assembly Bill No. 215-An Act to legalize certain conveyances made by Gretta Č. Thompson.

And, on the eighth instant, passed Assembly Bill No. 317-An Act to authorize the Board of Supervisors of the County of Sutter to enter upon, condemn and take possession of a certain tract of land in said county, to be used as a public graveyard.

Also, Assembly Bill No. 323-An Act to amend an Act entitled an Act concerning roads and highways in the County of Mendocino, approved March twenty-eighth, eighteen hundred and sixty-eight.

Also, Assembly Bill No. 280-An Act to authorize the incorporation of yacht clubs.

Also, Assembly Bill No. 148-An Act to confer additional powers upon the Board of Supervisors of the City and County of San Francisco, and upon the Auditor and Treasurer thereof

Also, Assembly Bill No. 151-An Act empowering the Board of Education of the City and County of San Francisco to pay the claim of W. Craine. Also, Assembly Bill No. 262-An Act to confer additional powers upon the Board of Supervisors of the City and County of San Francisco, and upon the Auditor and Treasurer thereof, and to authorize certain appropriations by said Board.

Also, Assembly Bill No. 255-An Act to amend an Act entitled an Act to provide for the erection of county buildings in the County of Lake, and other matters in relation thereto, approved March twenty-fourth, eighteen hundred and sixty-eight.

And, on the ninth instant, passed Assembly Bill No. 319-An Act to cede certain property to the Town of Crescent City.

And, on this day, passed substitute for Senate Bill No. 102-An Act to pay the estate of Peter Seilor, deceased, to his legal heirs.

And have also appointed, as a Committee of Conference on the part of the Assembly, in the disagreeing vote on Assembly Bill No. 77—Ân Act to encourage the destruction of squirrels and gophers in certain counties of this State, and to provide for a bounty for the same-Messrs. Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on the seventh instant, passed substitute for Assembly Bill No. 3-An Act authorizing the laying down of a railroad track in certain streets of the City and County of San Francisco.

And, on yesterday, passed Assembly Bill No. 95-An Act to amend an Act concerning the Insane Asylum of California, and to levy a tax therefor, approved April twenty-fifth, eighteen hundred and sixty-three.

And adopted Assembly Concurrent Resolution No. 32-Appointing a joint committee on a uniform ballot law-and have appointed as such committee on the part of the Assembly, Messrs. Haile, Finney and Andrews.

Also, concurred in Senate Concurrent Resolution No. 28-Relative to a joint convention this day.

Also, this day concurred in Senate amendment to Assembly Bill No. 116.

Mr. PRESIDENT: Your Committee on Commerce and Navigation, to whom was referred Senate Bill No. 110-An Act to authorize a steam ferry to ply between South Vallejo, the City of Vallejo and Mare Island -beg leave to report the same back without recommendation.

Also, Senate Bills Nos. 99, 114, 115, 194 and 255-Acts to establish pilots and pilot regulations for the ports of San Francisco, Mare Island and Benicia-report the same back without recommendation.

IN JOINT CONVENTION.

The following are the proceedings of the joint convention to elect five. Trustees for the Deaf and Dumb and Blind Institute:

The hour of twelve o'clock M. having arrived, the joint convention was called to order by the President pro tem. of the Senate, in conjunction with the Speaker of the House.

The rolls of the Senate and Assembly were called, by the Secretary of the Senate and Chief Clerk of the Assembly, and the following Senators and Assemblymen responded:

SENATORS-Messrs. Banvard, Betge, Burnett, Chappell, Comte, Conly, Conn, Curtis, Farley, Green, Gwin, Hager, Hunter, Irwin, Kincaid, Larkin, Lawrence, Lewis, Maclay, McDougall, Minis, Morrill, O'Connor,

Resolved by the Senate, the Assembly concurring, That the Senate and Assembly meet in joint convention, in the Assembly Chamber, on Friday, February eleventh, at twelve o'clock M., for the purpose of electing five Trustees for the Deaf and Dumb and Blind Institute.

Mr. Pendegast moved that the convention proceed to elect five Trustees for the Deaf, Dumb and Blind Institute at once.

Carried.

Nominations being in order, Mr. Wand nominated John C. Hayes, J. E. Nicholson, J. Mora Moss, Harry Linden and Chas. J. Brenham. Mr. Roberts placed the following names in nomination: F. A. Gibbs, John B. Felton, J. P. Whitney, J. A. Benton and D. M. Baldwin. The rolls of the Senate and Assembly were then called, with the following result:
