MESSAGE FROM THE GOVERNOR.

The following message was received from the Governor:

STATE OF CALIFORNIA, EXECUTIVE DEPARTMENT,
Sacramento, March 2d, 1870.

To the Senate of the State of California :

I herewith return to your honorable body, without approval, Senate Bill No. 135-An Act to authorize Morris Wolff, Lewis Jacobs and John Ruffin, and their assigns, owners of an artesian well in the Town of San Bernardino, to lay down water pipes in the public streets of said town. This bill is wholly unnecessary, as an examination of the statute relating to water companies (1st volume of Hittell's Digest. Art. 964) will show that the whole subject is fully covered by the general law.

I herewith transmit to your honorable body the report of the Engineers appointed under an Act of the present session, to examine the harbor of Santa Cruz and Salinas Slough, in the Bay of Monterey, for the purpose of ascertaining whether the same or either of them can be made suitable as a harbor of refuge, and whether the same or either of them can, by artificial means, be improved.

As there is but one copy of this report, I respectfully request that the Assembly be informed of its receipt.

I have to inform your honorable body that I have approved Senate Bill No. 341-An Act supplemental to an Act to regulate the care and maintenance of the indigent sick in and for Yuba County, approved April eighteenth, eighteen hundred and sixty.

Also, Senate Bill No. 242-An Act to transfer certain funds to the Common School Fund of the County of Butte.

Also, Senate Bill No. 69-An Act to confer additional powers upon the Board of Supervisors of the City and County of San Francisco, and upon the Auditor and Treasurer thereof.

Also, Senate Bill No. 44-An Act relating to certificates of incorporation.

Also, Senate Bill No. 142-An Act to amend an Act entitled an Act to regulate proceedings in civil cases in the Courts of justice in this State, passed April twenty-ninth, eighteen hundred and fifty-one.

Also, Senate Bill No. 67—An Act to amend an Act entitled an Act to authorize the Board of Supervisors of the County of San Joaquin to issue certain bonds, and to provide for the payment of the principal and the interest thereon, approved April eighth, eighteen hundred and sixty

two.

Also, Senate Bill No. 126-An Act to ratify and confirm a certain. conveyance made by the Board of Education of the City and County of San Francisco. H. H. HAIGHT,

Wilkins, Commissioner, under the provisions of an Act entitled an Aet to provide for the appointment of a Commissioner to visit the Eastern insane asylums, and to define his powers and duties, approved February eighteenth, eighteen hundred and seventy, and respectfully ask your honorable body to confirm the same.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on the fourth day of February, passed Assembly Bill No.

187-An Act concerning the office of the County Clerk of the City and County of San Francisco.

And, on the twenty-first day of February, passed Assembly Bill No 242-An Act to reincorporate the City of Monterey.

And, on the twenty-fifth ultimo, passed Assembly Bill No. 209-An Act to authorize the Auditor of Butte County to issue a warrant to W. L. Reese.

And, on the twenty-sixth ultimo, passed Assembly Bill No. 461-An Act concerning Justices of the Peace in the City of Stockton.

Also, Assembly Bill No. 346—An Act to grant further powers to the Board of Trustees of the City of San Diego, and establish the boundaries of said city.

Also, Assembly Bill No. 454-An Act concerning the office of Tax Collector in the Counties of Contra Costa and Santa Cruz.

Also, Assembly Bill No. 421-An Act in relation to the office of Court Commissioner in the County of San Joaquin.

Also, Assembly Bill No. 289-An Act to create the County of Anahiem, to define its boundaries and to provide for its organization and financial affairs.

And, on the twenty-eighth ultimo, concurred in Senate amendments to Assembly Bill No. 71.

And passed Assembly Bill No. 358-An Act authorizing the Mayor and Common Council of the City of Marysville to close up Virgin Alley. between Seventh and Eighth streets.

Also, Assembly Bill No. 475-An Act to fix the fecs of witnesses in criminal actions in San Bernardino County.

Also, Assembly Bill No. 474-An Act to further define the powers and duties of the Sheriff of San Francisco City and County.

And, on yesterday, passed Senate Bill No. 66-An Act to provide for the welfare and to increase the efficiency of the California Institution for the Deaf, Dumb and Blind.

And, on the twenty-sixth ultimo, passed Senate Bill No 228-An Act to authorize and require the County of Santa Cruz to pay over certain moneys to certain school districts in San Mateo County.

And, on yesterday, passed Assembly Bill No. 429-An Act granting a street railroad franchise in the City and County of Sacramento.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on the twenty-sixth instant, adopted Assembly Concurrent Resolution No. 38-Requesting his Excellency the Governor to take steps towards forwarding a certain silken flag to the National Capitol. And, on this day, passed Senate Bill No. 249-An Act for the relief of Gordon E. Sloss.

And also adopted Assembly Concurrent Resolution No. 40-Authorizing the appointment of a joint committee to draw up a bill to prevent Chinese immigration.
