Mr. PRESIDENT: The Committee on Engrossment have examined and find correctly engrossed Senate Bill No. 476-An Act to prevent the destruction of fish and game in, upon and around the waters of Lake Merritt or Peralta, in the County of Alameda.

Mr. Banvard, from the Committee on Finance, made the following report:

Mr. PRESIDENT: Your Committee on Finance have had under consideration Senate Bill No. 414-An Act to appropriate money for the payment of certain unpaid interest coupons issued by authority of the Legislature of this State-and recommend that it do not pass.

Also, Senate Bill No. 386—An Act to provide for the payment of cer

tain county bonds issued by the County of Calaveras-and recommend that it do not pass.

Also, Senate Bill No. 408-An Act making an appropriation for trans lating into Spanish the several State documents ordered during the present session of the Legislature-and recommend its passage.

Also, Senate Bill No. 451-An Act authorizing the Controller of State to employ an additional Clerk-and recommend its passage.

Also, Senate Bill No. 488-An Act to amend an Act entitled an Act to amend section eighty-two of an Act entitled an Act to provide revenue for the support of the Government of this State, approved May seventeenth, eighteen hundred and sixty-one, approved April twenty-seventh, eighteen hundred and sixty-three-and recommend its passage.

Mr. Hager, from the Judiciary Committee, made the following report:

Mr. PRESIDENT: The Committee on Judiciary have had under consideration the following bills, and report back Assembly Bill No. 215-An Act to legalize certain conveyances made by Gretta C. Thompson-without amendment, and recommend its passage.

Also, Senate Bill No. 306-An Act to amend an Act entitled an Act concerning the Courts of justice of this State and judicial officers, approved April twentieth, eighteen hundred and sixty-three-without amendment, and recommend its passage.

Also, Senate Bill No. 343-An Act to provide for the recording of certified copies of final decrees of partition of real estate-without amendment, and recommend its passage.

Also, Senate Bill No. 371-An Act to amend an Act entitled an Act concerning crimes and punishments, passed April sixteenth, eighteen hundred and fifty-without amendment, and recommend its passage.

Also, Senate Bill No. 315-An Act to amend an Act entitled an Act defining the rights of husband and wife, passed April seventeenth, eighteen hundred and fifty, amended May twelfth, eighteen hundred and sixty-two-with amendments and recommend the passage of the bill as amended.

Also, Senate Bill No. 110-An Act to authorize a steam ferry to ply between South Vallejo, the City of Vallejo and Mare Island; also, Assembly Bill No. 156-An Act to authorize the construction and maintenance of a wagon road between Indian Valley and Sierra Valley, in the County of Plumas-and report the same back, and a majority of the committee recommend, that as the legislation sought to be obtained by the said bills is already provided for by general law, that the same do not pass.

Mr. Saunders verbally reported Senate Bill No. 296, with the recommendation that the same do pass.

Mr. Maclay verbally reported Senate Bill No. 425, with the recommendation that the same do pass

Mr. Kincaid presented a majority report from the Committee on Corporations, on Senate Bill No. 230.

Mr. McDougall, for the Monterey delegation, made the following report:

Mr. PRESIDENT: The Monterey delegation, to whom was referred Assembly Bill No. 242-An Act to reincorporate the City of Montereyhave had the same under consideration and now report it back with a recommendation that it do not pass.

Mr. Conn, for the San Diego delegation, made the following report:

Mr. PRESIDENT: The delegation from San Diego, to whom was referred Assembly Bill No 346-An Act to grant further powers to the Board of Trustees of the City of San Diego, and to establish the boundaries of the said city-have duly considered the bill and report the same back, with a recommendation that the bill should become a law as soon as possible.

Mr. PRESIDENT: The delegation, to whom was referred Senate Bill No. 240-An Act to empower the City and County of San Francisco and the Counties of Monterey and San Luis Obispo to aid in the construction of the Southern Pacific Railroad-have had the same under consideration, and beg leave to report the same back, with an amendment, and recommend its passage as amended.

Mr. Saunders, for the San Francisco delegation, made the following report:

Mr. PRESIDENT: The San Francisco delegation, to whom was referred Assembly Bill No. 3-An Act to authorize a railroad to be laid down in certain of the streets of the City and County of San Francisco for grading purposes-having duly considered the same, beg leave to report the same back to the Senate with the following amendments, to wit: In line seven of section one, page one, strike out from and including the word "or" down to and including the word "one," in line eight of same section, and insert the word "is." At the end of section one, after the word "Supervisors," on page three, line five, insert "and further provided, that nothing herein shall be construed as giving said company exclusive rights for the purposes aforesaid, or as impairing the right of the Legislature or any competent authority to grant similar rights to others." Strike out the whole of section four. And recommend the adoption of the amendments and the passage of the bill as amended.

The rules were suspended and Assembly Bill No. 3, above reported, was placed on file.

Mr. Saunders verbally reported Senate Bill No. 453, and recommended the passage of the same.

The message from the Governor, appointing Dr. E. T. Wilkins as Commissioner to visit the Eastern insane asylums, was taken up.

Upon the question, "Will the Senate advise and consent to the appointment of Dr. E. T. Wilkins as Commissioner to visit the Eastern insane asylums?" the roll was called, with the following result :
