The following message was received from the Governor :

I herewith return, at the request of your honorable body, substitute for Senate Bill No. 146-An Act to divide the City of Oakland into wards and to provide for the holding of elections therein.

On motion of Mr. Kincaid, and by unanimous consent of the Senate, the bill above returned from the Governor was referred to Mr. Mandeville, with special instructions to amend as follows:

Ward No. 1-All that portion of said city lying east of Broadway and

south of Sixth street.

Ward No. 2-All that portion of said city lying between Broadway and Linden street, and south of Seventh street and Railroad avenue. Ward No. 3-All that portion of said city lying between Broadway and Linden street, and between Seventh street, Railroad avenue and Fourteenth street.

Ward No. 4-All that portion of said city lying east of Broadway and between Sixth and Twelfth streets.

Ward No. 5-All that portion of said city lying east of Broadway and Telegraph avenue, and north of Twelfth street.

Ward No. 6-All that portion of said city lying between Broadway, Telegraph avenue and Linden street, and north of Fourteenth street. Ward No. 7-All that portion of said city lying between Linden, Centre and Peralta streets.

Ward No. 8-All that portion of said city lying west of Centre and Paralta streets.

Strike out the third section of this bill.

Also, Senate Bill No. 57-An Act authorizing H. S. Sargent and others to lay down and maintain a railroad in the City of Stockton and County of San Joaquin.

Also, Senate Bill No. 241-An Act supplementary to an Act entitled an Act defining the times for commencing civil actions, approved April twenty-second, eighteen hundred and fifty.

Also, Senate Bill No. 271-An Act to amend an Act entitled an Act to provide for the management and sale of the lands belonging to the State, approved March twenty-eighth, eighteen hundred and sixty-eight.

Also, Senate Bill No 217-An Act to regulate the elections of voluntary political associations and parties in the City and County of San Francisco, and to secure a fair expression of the choice of such associations and parties in the nomination of candidates.

Also, Senate Bill No. 202-An Act to authorize the payment of the claim of Mrs. Eliza McLane, for supplies furnished the State Marine Hospital in eighteen hundred and fifty-three and eighteen hundred and fifty-four.

Also, Senate Bill No. 179-An Act to provide for laying down gas pipes in the streets of Sacramento, and for furnishing gas to public and private buildings therein, and for lighting the streets thereof.

Also, Senate Bill No. 298-An Act concerning the City of Vallejo, and to ratify and confirm a certain ordinance of the Trustees thereof.

Also, Senate Bill No. 234-An Act to repeal an Act entitled an Act to authorize and require the Board of Supervisors of Butte County to levy a tax for the support of common schools in said county, and to abolish taxation by school districts for like purposes.

Also, Senate Bill No. 321-An Act to amend an Act entitled an Act in relation to personal mortgages in certain cases, approved May eleventh, eighteen hundred and fifty-three.

Also, Senate Bill No. 307-An Act to provide for the sale and conveyance of certain submerged lands in the City and County of San Francisco to Henry B. Tichenor.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on yesterday, passed Senate Bill No. 109-An Act to settle and pay the unpaid expenses of the State Geological Survey.

Also, Senate Bill No. 172-An Act to amend an Act providing for the time of holding Courts of record in this State, approved April twentyseventh, eighteen hundred and sixty-three.

Also, adopted Assembly Concurrent Resolution No. 49-Requesting return of Assembly Bill No. 70.

And, on this day, passed Senate Bill No. 399-An Act to amend an Act entitled an Act to provide for paying certain equitable claims against the State of California, and to construct a funded debt for that purpose, approved April twenty-sixth, eighteen hundred and fifty-seven.

Also, Senate Bill No. 400-An Act to amend an Act entitled an Act granting bounties to the volunteers of this State enlisted in the service of the United States, for issuing bonds to provide funds for the payment of the same, and to levy a tax to pay such bonds.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on the eleventh instant, passed Assembly Bill No. 412An Act entitled an Act to authorize the Mayor and Common Council of the City of Stockton, in the County of San Joaquin, to donate one hundred thousand dollars to the Stockton and Copperopolis Railroad Company, and to provide for the payment of the same, and other matters relating thereto.

And, on the tenth instant, passed Assembly Bill No. 160-An Act to protect the people of the State of California from the evils of Asiatic immigration.

And, on yesterday, passed Assembly Bill No. 555-An Act in relation to State aid for internal improvement.

Also, Assembly Concurrent Resolution No. 48-Granting leave of absence to A. Maurice, Jr., District Attorney of Butte County.

And, on this day, passed Senate Bill No. 287-An Act to provide for the School Department of the City of Oakland.

And, on the eleventh, passed Assembly Bill No. 442-An Act to create the County of Ventura, to establish its boundaries and to provide for its organization.

And, on this day, passed Senate Bill No. 543-An Act authorizing the sale of certain legal tender notes.

And also, on this day, refused to concur in Senate amendments to Assembly Bill No. 209-An Act to authorize the Auditor of Butte County to issue a warrant to W. S Reese.

And also refused to recede from its amendment to Senate Bill No. 280-An Act amendatory of and supplementary to an Act entitled an Act to authorize the Judges of the Supreme Court to employ a Secretary, approved April twenty third, eighteen hundred and fifty-eight. And also refused to appoint a Committee of Conference on said Senate Bill No. 280.
