On motion of Mr. Mandeville, and by unanimous consent, the special order for this evening at seven and a half o'clock-resolutions relative to the Fifteenth Amendment-was discharged and made the special order for to-morrow, at twelve o'clock M.

Mr. Morrill, from the Committee on Enrolment, made the following reports:

Mr. PRESIDENT: Your Committee on Enrolment respectfully report that they have examined and find correctly enrolled substitute for Senate Bill No. 255—An Act to establish pilots and pilot regulations for the ports of San Francisco, Mare Island, Vallejo and Benicia.

Also, Senate Bill No. 458-An Act entitled an Act to amend an Act entitled an Act to amend an Act entitled an Act concerning roads and highways in the Counties of Mariposa and Tulare, approved January seventeenth, eighteen hundred and sixty-six, approved March thirteenth, eighteen hundred and sixty-eight.

Also, Senate Bill No. 309-An Act to authorize the Board of Supervisors of San Joaquin County to appropriate money for the use of the San Joaquin Valley Agricultural Society.

Also, Senate Bill No. 516-An Act to authorize the Board of Supervisors of San Joaquin County to issue a certain bond.

Also, Senate Bill No 428-An Act to authorize the construction of a railroad in the Town of Santa Clara, and confirming an order of the Board of Trustees of said town in relation thereto.

Also, Senate Bill No. 228-An Act to authorize and require the County of Santa Cruz to pay over certain school moneys to certain school districts of San Mateo County.

Also, Senate Bill No 303-An Act to equalize the rates of fare of the City Railroad Company with certain other street railroad companies in the City and County of San Francisco.

Also, Senate Concurrent Resolution No. 40-Relative to authorizing Enrolling Clerk to correct clerical error in Senate Bill No. 458.

And this day, at one o'clock and fifteen minutes P. M., presented the same to the Governor for his approval.

Mr. PRESIDENT: Your Committee on Enrolment respectfully report that they have examined and find correctly enrolled Senate Bill No. 543-An Act authorizing the sale of certain legal tender notes.

Also, Senate Bill No. 400-An Act to amend an Act entitled an Act granting bounties to the volunteers of this State enlisted in the service of the United States, for issuing bonds to provide funds for the payment of the same, and to levy a tax to pay such bonds, approved April fourth, eighteen hundred and sixty-four.

Also, Senate Bill No. 109-An Act to settle and pay the unpaid expenses of the State Geological Survey.

Also, Senate Bill No. 179-An Act to provide for laying down gas pipes in the streets of Sacramento and for furnishing gas to public and private buildings therein and for lighting the streets thereof.

Also, Senate Bill No. 172-An Act to amend an Act providing for the

time of holding the several Courts of record in this State, approved April twenty-seventh, eighteen hundred and sixty-three.

Also, Senate Bill No. 527-An Act to authorize the County of Sacramento to issue bonds to raise money for Court-house and jail purposes. Also, Senate Bill No. 200-An Act supplementary to an Act prescrib ing certain conditions for the transaction of insurance business in the State of California, approved March twenty-sixth, eighteen hundred and sixty-eight.

Also, Senate Bill No. 399-An Act to amend an Act to provide for paying certain equitable claims against the State of California, and to contract a funded debt for that purpose, approved April twenty-eighth, eighteen hundred and fifty-seven.

And this day, at three o'clock and forty-five minutes P. M., presented the same to the Governor for his approval.

The President announced the appointment of Messrs. Curtis, Burnett and Larkin as a Committee of Conference on the disagreeing vote on the Sacramento street railroad.

Also, announced the appointment of Messrs. Pendegast, Gwin and Tweed as a Committee of Conference on the disagreeing vote on Senate Bill No. 280.

Also, Senate Bill No. 588-An Act to authorize the Board of Supervisors of Yolo County to retain counsel to prosecute or defend proceedings in relation to claims against Swamp Land District Number Eigh

teen.

Also, Senate Bill No. 590-An Act to provide for the election of a Board of Supervisors in the County of San Luis Obispo and fix their term of office.

Also, Senate Concurrent Resolution No. 46-Relative to requesting the Postmaster-General to establish Post-offices on the road from Red Bluff to Strawberry Valley, Siskiyou, etc.

Also, Senate Bill No. 582-An Act to provide for the maintenance of the indigent sick in certain townships therein named, in Siskiyou County.

O'CONNOR, Chairman.

Mr. Betge, from the Committee on Commerce and Navigation, made the following report:

Mr. PRESIDENT: Your Committee on Commerce and Navigation, to whom was referred Assembly Bill No. 131-An Act to authorize James H. Thompson, William Starnas, their associates, successors and assigns, to build and maintain a wharf at the City of Vallejo, in the County of Solano-beg leave to report back the same and recommend that it do not påss.

Mr. Hutchings, from the Committee on Roads and Highways, made the following report:

Mr. PRESIDENT: Your committee, to whom was referred Senate Bill No. 541-An Act to provide for the construction of a wagon road from Redwood City to the Town of Pescadero, in the County of San Mateo; also, Assembly Bill No. 404-An Act to authorize the Board of Supervisors of Solano County to levy an additional road tax-report favorable and recommend their passage.

Mr. McDougall, from the Committee on State Hospitals, made the following report:

Mr. PRESIDENT: The Committee on State Hospitals, to whom was referred Assembly Bill No. 57-An Act to establish a quarantine for the Bay and Harbor of San Francisco and sanitary regulations for the City and County of San Francisco-having had the same under consideration, beg leave to report it back, with amendments, and recommend its passage as amended.

On motion of Mr. Wand, the rules were suspended for the consideration of Assembly Bill No. 57, above reported.

Mr. Green moved to amend section twenty-two, line two, by striking out the word "Saucelito" and inserting in lieu thereof "Angel Island." Lost.

Mr. Green moved to amend section twenty-two, line two, by inserting "to be situated at or near Saucelito."

Adopted.

The bill was read a third time and passed.

Mr. Farley, from the Committee on Federal Relations, presented the following majority report:
