Mr. PRESIDENT: The San Francisco delegation, to whom was referred Assembly Bill No. 694--An Act to change the grade of Leavenworth street, from Vallejo street to Union street, in the City and County of San Francisco-having had the same under consideration, beg leave to report the same back and recommend its passage.

Also, Assembly Bill No. 690-An Act concerning the Magdalen Asylum of the City and County of San Francisco; also, Assembly Bill No. 517An Act to provide for a charter for the City and County of San Francisco-having duly considered them, and each of them, beg leave to report the same back to the Senate and recommend their passage.

Mr. PRESIDENT: The delegation from Los Angeles, San Diego and San Bernardino, the three counties comprising the Seventeenth Judicial District, have had under consideration Assembly Bill No. 380-An Act to create the Nineteenth Judicial District-and beg leave to make the following report:

The Seventeenth Judicial District, which this bill proposes to divide. was created at the last session of the Legislature by dividing the First Judicial District. The creation of the proposed new district would make three judicial districts where one only existed two years ago. And, although there may be a necessity for the reorganization of the judicial districts of this State, your committee are of the unanimous opinion that the organization of the proposed district, by dividing the seventeenth, is wholly unnecessary, and would involve an additional burden on the people of the district, as well as an outlay of four thou sand dollars per annum from the State treasury, without commensurate benefit to the people, and for which they do not ask. The business of the Seventeenth Judicial District is at present less than that of many other judicial districts of the State, and its transaction does not subject suitors to loss by reason of unnecessary delay.

Your committee believe that the creation of new offices, to be filled by the Governor, should be carefully considered, deeming the same. unless under urgent necessity, to be against public policy.

Your committee, therefore, return the bill, with the request that it be referred to the Judiciary Committee, accompanied by this report.
