The following messages were received from the Assembly:

ASSEMBLY CHAMBER, 1870. }

April 1st, 1870.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on this day, adopted Assembly Concurrent Resolution No. 69-Asking Congress to grant aid, in the shape of a donation of land in El Dorado County, to carry forward a canal enterprise.

Mr. PRESIDENT: I am directed to inform your honorable body that the Governor having returned to the Assembly, without his approval, Assembly Bill No. 154-An Act to ratify and confirm certain ordinances and resolutions of the Board of Supervisors of the City and County of San Francisco, and proceedings had thereunder-and the question being on the passage of the bill, notwithstanding the objection of the Governor, it was carried (ayes fifty-five, noes fifteen), and the same is presented to the Senate, with the message, for action.

Also, that the Assembly, on this day, receded from its amendments to Senate Bill No. 612-An Act concerning gas companies-and return the bill to the Senate for correction of an amendment which appears to have been made by the Senate after the bill passed the Assembly, which said amendment the Assembly refuse to recognize.

And, on yesterday, passed Assembly Bill No. 681-An Act to provide for the improvement of a certain part of the City and County of San Francisco.

Also, Assembly Bill No. 728-An Act to amend an Act entitled an Act declaring certain rivers and creeks navigable.

Also, Assembly Bill No. 501-An Act for the relief of the Hibernia Greens.

Also, Senate Bill No. 667-An Act to define the powers of Justices of the Peace in the City and County of San Francisco.

Also, Senate Bill No. 669-An Act to provide for the payment of the salary of the County Treasurer of the County of Colusa.

Also, Senate Bill No. 100-An Act for the relief of John H. Smith. And, on this day, amended and passed Senate Bill No. 548—An Act to empower the County of Monterey to aid in the construction of the Monterey and Salinas Valley Railroad.

Also, adopted Senate Concurrent Resolution No. 22-Relative to granting subsidies to establish a mail route between San Francisco and Melbourne, etc.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on yesterday, passed substitute for Assembly Bill No. 575An Act to authorize certain parties to introduce water into the City and County of San Francisco.

And, on this day, passed substitute for Senate Bill No. 607-An Act to create a Board of Water Commissioners for the City and County of Los Angeles, and to define their duties and powers.

Also, Senate Bill No. 670-An Act to amend an Act entitled an Act declaring certain creeks in Marin County navigable.

Also, passed substitute for Senate Bills Nos. 143 and 107-An Act for the restoration and preservation of fish in the waters of this State. And refused to pass Senate Bill No. 562-An Act for the encouragement of agriculture

Also, passed Assembly Bill No. 743-An Act to amend an Act entitled an Act to provide for the paving of the streets in the City and County of San Francisco, approved March fourteenth, eighteen hundred and sixty-eight.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on the thirty-first day of March, passed Assembly Bill No. 740-An Act amendatory of and supplementary to an Act to provide for the continuance of a Board of Supervisors in San Mateo County. And, on this day, passed Senate Bill No. 187-An Act for the relief of Caleb Dorsey, District Attorney of Tuolumne County.

Also, passed Senate Bill No. 329-An Act to authorize the construction of a railroad from the Town of Santa Clara to the City of San José, in Santa Clara County.

Also, passed Assembly Bill No. 745-An Act to submit to the qualified electors of Kern County the question of a removal of the county

seat.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on yesterday, passed Assembly Bill No. 535-An Act for the relief of J. R. Walker, Sheriff of Fresno County.

Also, Senate Bill No. 668-An Act to aid in giving effect to an Act of Congress relating to the Southern Pacific Railroad Company.

Also, Senate Bill No. 666-An Act to empower the City and County of San Francisco to aid in the construction of the Southern Pacific Railroad.

And that the Assembly refused to concur in Senate amendments to Assembly Bill No. 568-An Act to incorporate the Town of Brooklyn.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on yesterday, passed Assembly Bill No. 734-An Act to submit to the qualified electors of the City and County of San Francisco a proposition to remit said city and county's portion of all taxes on moneys received by savings and loan societies secured by mortgage.

Also, passed Senate Bill No. 655-An Act to amend an Act entitled an Act to regulate proceedings in civil cases.

Also, substitute for Assembly Bills Nos. 62 and 523-An Act to provide a uniform system of ballots in this State.

And, on this day, passed Assembly Bill No. 741-An Act to amend an Act to regulate the fees of office and salaries of certain officers, and to repeal certain other Acts in relation thereto.

Also, Senate Bill No. 657-An Act to provide for the construction of and maintenance of toll roads within the State of California.

Also, amended and passed Senate Bill No 559-An Act to empower the Counties of Yolo, Colusa and Tehama to aid in the construction of a railroad in said counties.

Also, passed Senate Bill No. 538-An Act to authorize the Counties of Tehama and Colusa to aid in the construction of a railroad proposed to be built by the Benicia and Red Bluff Railroad Company.

Mr. PRESIDENT: I am directed to inform your honorable body that the Assembly, on March thirtieth, passed Senate Bill No. 625-An Act to authorize the Board of Supervisors of Santa Clara County to issue

bonds and apply the proceeds thereof to the purchasing of school and other furniture for the State Normal School.

Also passed, April first, Senate Bill No. 85-An Act the better to secure the collection of license taxes in the City and County of San Francisco.

Also passed, same date, Senate Bill No 308-An Act appropriating money to pay outstanding Indian war bonds.

Also, passed Assembly Bill No. 601-An Act to amend an Act entitled an Act to amend sections seven, five hundred and thirty-five and five hundred and forty-one of an Act entitled an Act to regulate proceedings in civil cases, etc.

And, on this day, passed Assembly Bill No. 579-An Act to pay for services rendered for the State, etc.

Also, passed Senate Bill No. 665—An Act supplementary to an Act to provide compensation to parties whose property may be destroyed by mobs, approved March twenty-seventh, eighteen hundred and sixtyeight.

Also, passed Senate Bill No. 554-An Act to extend the time allowed to the Southern Pacific Railroad Company and the Western Pacific Railroad Company in which to make the terminus of their roads upon certain lands donated by the State, etc.

Also, passed Assembly Bill No. 495-An Act regulating the collection of delinquent taxes in the County of Alameda.

Also, passed substitute for Assembly Bill No. 545-An Act for the relief of J. J. McCreedy.

Also, passed substitute for Assembly Bill No. 290-Amendment to the Constitution.

Mr PRESIDENT: I am directed to inform your honorable body that the Assembly, on March thirty-first, passed Assembly Bill No. 418-An Act to obtain and preserve genuine vaccine matter, etc.

Also passed, this day, Assembly Bill No. 672-An Act concerning taxes on live stock, etc.

Also, passed Senate Bill No. 614-An Act to establish and define the powers and duties of the Secretary of the Board of Education of the City and County of San Francisco.

The following are the proposed amendments, as amended by the Sen

ate:

AMENDMENTS TO THE CONSTITUTION.

The Legislature of the State of California, at its eighteenth session, commencing on the sixth day of December, A. D. eighteen hundred and sixty-nine, proposed the following amendments to the Constitution:

Section two of article four to read as follows:

ARTICLE IV-LEGISLATIVE DEPARTMENT.

SEC. 2. The sessions of the Legislature shall be biennial, and shall commence on the first Wednesday after the first Monday of January next ensuing the election of its members, unless the Governor of the State shall in the interim convene the Legislature by proclamation. No session shall continue longer than one hundred and twenty days.

Section two of article five to read as follows:

ARTICLE V-EXECUTIVE DEPARTMENT.

SEC. 2. The Governor shall be elected by the qualified electors, at the time and places of voting for members of the Assembly, and shall hold his office four years from and after the first Wednesday after the
