Resolved by the Senate, the Assembly concurring, That rule number fifteen of the joint rules of the Senate and Assembly be and the same is hereby rescinded.

Assembly Bill No. 290, heretofore reported from the Assembly, read first and second times, rules suspended, bill considered in Committee of the Whole and amended.

Amendments made in Committee of the Whole concurred in by the Senate, and bill read a third time, in the words following, to wit:

PROPOSED AMENDMENTS TO THE CONSTITUTION OF THE STATE OF CALIFORNIA.

The Legislature of the State of California, at its eighteenth session, commencing on the sixth day of December, eighteen hundred and sixtynine, propose the following amendment to section thirteen of article eleven of the Constitution:

SEC. 13. Taxation shall be equal and uniform throughout the State. All property in this State shall be taxed in proportion to its value, to be ascertained as directed by law, but Assessors and Collectors of town, county and State taxes, shall be elected by the qualified electors of the district, county or town in which the property taxed for State, county or town purposes, is situated; provided, that public buildings, parochial schools, free schools supported by the public authorities or private charity, and property actually and solely used for religious and eleemosynary purposes, and all cemeteries owned by religious, or charitable, or benev olent associations, shall be exempt from taxation.

The roll was called, and the bill was passed, by the following vote:

Assembly Bill No. 373, reported from the Assembly, read first and second times, rules suspended, bill read a third time and passed. Mr. Mandeville offered the following resolution :

Resolved by the Senate, the Assembly concurring herein, That the sum of one hundred and forty-one dollars and forty cents be and the same is hereby allowed and ordered paid to C. A. Uhrig, for translation of the Governor's biennial message into the German language, one-half thereof payable out of the Contingent Fund of the Senate and one-half payable out of the Contingent Fund of the Assembly, and the Controller of State is hereby authorized and directed to draw his warrants accordingly, and the Treasurer of State to pay the same.

Adopted.

Assembly Bill No. 473, reported from the Assembly, read first and second times, rules suspended, bill read a third time and passed.

PRESIDENT: Your Committee on Corporations have had under consideration substitute for Assembly Bill No. 265-An Act amendatory of and supplementary to an Act entitled an Act to provide for the incorporation of railroad companies and the management of the affairs thereof, approved May twentieth, eighteen hundred and sixty-one-and report the same back and recommend its passage.

Also, Senate Bill No. 615-An Act amendatory of an Act entitled an Act to provide for the improvement and protection of the wharves, docks and water front in the City and County of San Francisco, approved March fifth, eighteen hundred and sixty-four-report back the same and recommend its indefinite postponement.

Assembly Bill No. 494-An Act to amend sections three and five of an Act to authorize the Governor of the State of California to appoint a Gauger and Weigher of Wines and Liquors, approved March thirtieth, eighteen hundred and sixty-eight-report back the same and recommend its indefinite postponement.

ation of Assembly Bill No. 709-An Act to amend an Act entitled an Act to provide for the appointment of a Reporter of the Supreme Court and to define his duties and compensation, passed at the eighteenth session of the Legislature.

Mr. Mandeville offered the following resolution:

Resolved by the Senate, the Assembly concurring, That the Enrolling Committee of the Assembly be instructed to insert in the enacting clause of Assembly Bill No. 747 the word "represented," between the words "California" and "in."

The rules were suspended for the consideration of Senate Bill No. 518 -An Act to amend an Act entitled an Act to regulate proceedings in criminal cases.
