MINORITY REPORT.

MR. SPEAKER-As a member of the Committee on Printing' I submit the following minority report on Senate Joint Resolution No. 34, Authorizing the payment of seven hundred and twenty-one dollars and fifty-five cents to Marshall & Bruce, for printing done for A. J. McWhirter, late Commissioner of Agriculture. I am opposed to said resolution, because the printing mentioned was ordered by Major McWhirter without any authority of law, and Marshall & Bruce knew that the head of the Agricultural Bureau had no right to make contracts for the printing of his own reports so as to bind the State therefor. The passage of this resolution would establish a bad precedent, because it would indorse an unauthorized act of a State official. Respectfully submitted,

JESSE NORMENT.
