Commission.

WHEREAS a Commission has been appointed by His Honour the Lieutenant-Governor in Council to revise the mining and mineral laws of the Province, and such Commission has drafted two several Statutes, one known as the "Placer Mining Act," and another as the "Mineral Act," which have been submitted to the Legislative Assembly, and are, subject to certain amendments made by the Legislature, intended to be enacted during the present Session as the law of the Province in respect of the subject matters to which the said Acts relate:

And whereas it is expedient to make provision for the remuneration of the said Commissioners:

Therefore, Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:

1. It shall be lawful for the Lieutenant-Governor in Council to pay from and out of the public moneys of the Province, to the several persons forming said Commission, such amount as His Honour may see proper, not exceeding in the whole the sum of two thousand five hundred dollars; and notwithstanding that any member of the Commission may also be a member of the Legislative Assembly of this Province, he may accept the remuneration provided by this Act; and the acceptance by such member of such remuneration shall not disqualify such person to sit and vote in the Legislative Assembly, anything in the "Constitution Act" contained to the contrary notwithstanding.

An Act to prohibit the sale or gift of Tobacco to Minors in

certain cases.

[20th April, 1891.]

HERA

ER MAJESTY, by and with the advice and consent of the Legis lative Assembly of the Province of British Columbia, enacts as follows:

1. Any person who shall sell or give, or cause to be sold or given, Sale to minors. any cigars, cigarettes, smoking or chewing tobacco, snuff, or any other form or preparation of tobacco, or opium for smoking, to any person having reasonable cause to believe such person to be under the age of fifteen years, shall, on conviction thereof upon information under oath, in a summary way, before any two Justices of the Peace or a Stipendiary Magistrate, be liable to a fine not greater than the sum of Penalty. twenty dollars.

2. Any person who shall accept any money or other valuable Acting as agent. consideration to act as the agent of any person under fifteen years of age in procuring for such person any cigars, cigarettes, smoking or chewing tobacco, or snuff, or any other form or preparation of tobacco, or opium for smoking, or who shall supply to any person under fifteen years of age any such cigars, cigarettes, or other form or preparation of tobacco, or opium for smoking, on the promise of any money or other valuable consideration, shall, on conviction thereof, upon information under oath in a summary way, before any two Justices of the Peace or a Stipendiary Magistrate, be liable to a fine not greater than Penalty. the sum of twenty dollars.

MINORS (SALE OF TOBACCO TO).

54 VICT. 3. It shall not be lawful for any person under the age of fifteen years to use tobacco in any form in any public street, road, highway or building, and any such person violating the provisions of this section shall be liable upon conviction before a Justice of the Peace to a fine not exceeding five dollars.

4. The provisions of this Act shall not apply to Indians.

5. This Act may be cited as the "Minors' Protection Act, 1891."
