BILL PRESENTED TO THE GOVERNOR.

The Secretary announced that he had presented the following bill to the Governor, under the rules:

A bill to authorize the introduction of water into, and the construction or purchase of hydraulic works in the cities and villages in the State of Michigan.

PRESENTATION OF PETITIONS.

By Mr. Jenks: resolutions of passengers of steamer M. D. Ward, relative to the St. Clair Flats.

On motion of Mr. Jenks,

The resolutions were referred to the committee on federal relations, and ordered printed in the journal.

The resolutions are as follows:

To the Honorable Senate and House of Representatives of the State of Michigan:

I have the honor to herewith present to you the following resolutions, which were adopted at a meeting held on board the steamer M. D. Ward, August 2, 1870:

"Resolved, That we, citizens of the State of Michigan, do hereby respectfully request the Legislature of this State to ask of Congress such legislation as may be necessary to regulate the new St. Clair Flats Canal, and place the same under American jurisdiction.

“Resolved, That a copy of these resolutions be furnished by the Secretary to the Legislature of this State, and to the Detroit daily papers."

Mr. Mason moved to take from the table Senate joint resolution No. 7, entitled

Joint resolution proposing an amendment to the Constitution of the State of Michigan, by adding thereto a new article, to stand as Article 19a, entitled, "Of Railroads ;"

Which motion prevailed.

On motion of Mr. Mason,

The joint resolution was referred to the committee of the whole and placed on the general order.

THIRD READING OF BILLS AND JOINT RESOLUTIONS.

Senate joint resolution No. 2, entitled

Joint resolution proposing an amendment to the Constitution of the State of Michigan, for the purpose of making valid the bonds heretofore issued to aid in the construction of railroads,

Being under consideration,

On motion of Mr. Mason,

The joint resolution was laid on the table.

GENERAL ORDER.

On motion of Mr. A. Smith,

The Senate went into committee of the whole, on the general order,

Mr. A. Smith in the chair.

After some time spent therein, the committee rose, and through the chairman, made the following report:

The committee of the whole have had under consideration the following joint resolution:

Senate joint resolution No. 6, entitled

Joint resolution proposing an amendment to the Constitution of the State of Michigan, for the purpose of making valid certain bonds issued to aid in the construction of railroads ;

Have directed their chairman to report the same back to the Senate, without amendment, and recommend its passage. The committee of the whole have also had under consideration the following joint resolution:

Senate joint resolution No. 7, entitled

Joint resolution proposing an amendment to the Constitution of the State of Michigan, by adding thereto a new article, to stand as Article 19A, entitled, "Of Railroads;"

Have made sundry amendments thereto, and have directed their chairman to report the same back to the Senate, asking concurrence therein, and recommend its passage.

The first named joint resolution was placed on the order

of third reading.

The question being on concurring in the amendments made to the second named joint resolution,

Mr. Mason called for a division of the question, so that the first amendment might first be acted upon.

The amendment is as follows:

Amend Sec. 3 by striking out all after the word "payment" in the second proviso, and inserting in lieu thereof the words "of all bonds or obligations which were earned after the 27th day of May, 1870, and which shall be earned prior to the 1st day of January, 1873."

Mr. T. G. Smith moved to amend the amendment by striking out all after the word "payment" in line 7, and inserting in place thereof the words "of all bonds or obligations which shall be earned after the 27th day of May, 1870;"

Which motion prevailed.

The question being on the amendment as amended,
Mr. Mason called for the yeas and nays.

The amendment was not concurred in, by yeas and nays, as follows:

The remaining amendments were concurred in.

Mr. Winsor moved to strike out in line 2 of Sec. 1, the words

"are hereby declared public highways."

Mr. Morton moved to lay the joint resolution and amendment on the table;

Which motion did not prevail.

The motion to amend did not prevail.

The joint resolution was placed on the order of third reading.

Mr. Turner asked leave of absence for himself until Monday morning next;

Leave was not granted.

On motion of Mr. Boies,

The Senate took a recess until 3 o'clock this afternoon.
