THURSDAY, JULY 24, 1890-10 O'CLOCK A. M.

The House met at 10 o'clock A. M., pursuant to adjournment, The Speaker in the chair.

Prayer by the chaplain.

The journal of yesterday was read, and ordered to stand approved.

Mr. Allen, of Scott, moved that the journal be amended so as to show Mr. Allen, of Scott, not voting in the affirmative on the motion to table the appeal from the decision of the Chair, instead of voting in the affirmative, as recorded. Mr. Allen did not vote at all on said question.

Mr. Allen, of Scott, then offered the following amendment to his motion:

Amend by striking out the word "affirmative" and inserting in lieu thereof the word "negative,"

And the amendment was lost.

The question then being, "Shall the motion of Mr. Allen, of Scott, prevail?" it was decided in the negative.

Whereupon, Mr. Allen, of Scott county, offered his protest, as follows:

The undersigned, members of the House of Representatives of the 36th General Assembly of the State of Illinois, do hereby enter our solemn protest to the recording of the vote of Hon. Sylvester Allen on the motion of Mr. Partridge to lay the appeal of Mr. Crafts from the decision of the Chair on the table, for the reason he did not vote.

Mr. White, of Whiteside, introduced a bill, House Bill No. 1, for "An act making an appropriation for the payment of the members, officers and employés of the extra session of the 36th General Assembly."

On motion of Mr. White, the rules were suspended, and the bill was read at large a first time and ordered printed, and,

On motion of Mr. Hayes, was referred to a joint committee, consisting of the committees on judiciary, and judicial department and practice.

Mr. Miller, of Cook, introduced a bill, House Bill No. 2, for "An act in relation to the World's Columbian Exposition."

Mr. Monaghan moved that the bill be referred to the committee of the whole,

And the motion was lost.

Whereupon, on motion of Mr. Graham, the rules were pended, and the bill was read at large a first time and ordered printed, and,

On motion of Mr. Graham, was referred to a joint committee, consisting of the committees on judiciary, and judicial department and practice.

Mr. Hayes offered the following joint resolution, providing for an amendment to the 9th article of the constitution of the state of Illinois:

Resolved by the House of Representatives of the State of Illinois, the Senate concurring herein, That there shall be submitted to the voters of this State at the next general election for members of the General Assembly, a proposition to amend the 9th article of the constitution of this State by adding thereto an additional section to be known as section 13, which shall read as follows:

The corporate authorities of the city of Chicago are hereby authorized to issue interest-bearing bonds of said city to an amount not exceeding five million dollars free from all restrictions and limitations, except that the proceeds thereof shall be used in aid of the World's Columbian Exposition to be held in the city of Chicago in pursuance of "An act of the Congress of the United States." And said corporate authorities shall be repaid as large a proportionate amount of the aid given by them as is repaid to the stockholders on the sums subscribed and paid by them, and the money so received shall be used in the redemption of the bonds issued, as aforesaid. Provided, that said authorities may take, in whole or in part of the sum coming to them, any permanent improvements placed on land held or controlled by them.

And moved that it be read, ordered printed, and referred to a joint committee, consisting of the committees on judiciary, and judicial department and practice.

And the motion prevailed, and the resolution was read, ordered printed, and referred to the joint committee.

Mr. Paddock offered the following resolution, and moved its adoption:

Resolved. That the Secretary of State be and he is hereby authorized and directed to furnish the officers of this House, all necessary supplies and stationery for the use of this General Assembly.

And the resolution was adopted.

Mr. Browne, of LaSalle, offered the following resolution, and moved its adoption:

WHEREAS, The agriculturalists of this State are greatly interested in the location of the Columbian Exposition, and in room to exhibit their vast interests, together with speed ring and suitable buildings for livé animals.

WHEREAS, The charts and other information points to a neglect of this important matter, and in order that this vast interest may not be neglected or put in a back, out of the way place, be it Resolved, That the committee on agriculture act with the House committees on the bill or bills in relation to said site.

The motion prevailed, and the resolution was adopted.

Mr. Cole offered the following resolution, and moved its adoption:

WHEREAS, The gentleman from Scott, Mr. Allen, had the courage of his convictions and yesterday arose above the level of his party by refusing to obstruct the organization of this body by fillibustering; therefore, be it

Resolved, That the thanks of the House be extended to the gentleman from Scott, and his patriotic course commended to the tax payers of the State.

Mr. Crafts offered the following resolution, as a substitute for the resolution offered by Mr. Cole, and moved its adoption:

Resolved, That Mr. Allen of Scott, did not vote on yesterday, upon the appeal of Mr. Crafts, of Cook, from the decision of the Chair.

Whereupon, Mr. White, of Whiteside, moved that the resolution offered by Mr. Cole, and the resolution offered by Mr. Crafts, be laid upon the table.

And the yeas and nays being demanded by Messrs. Crafts, O'Toole, McElligott, Green and McGee, the roll was called upon the motion to lay upon the table, and resulted as follows: 74, nays 70.

Mr. Prince offered the following resolution, and moved its adoption:

Resolved, That the Speaker be authorized to appoint a competent person superintendent of ven

And the motion prevailed, and the resolution was adopted.

Mr. Crafts moved that the Speaker appoint a member to fill the vacancy on the committee on judiciary caused by the absence of Mr. Jones,

And the motion prevailed.

Mr. Morrasy offered the following resolution, and moved that its consideration be made a special order for to-morrow at 10 o'clock A. M.:

WHEREAS, It has pleased the All-Wise ruler of the universe to remove from us the Hon. Lorenzo Dow Whiting, a former member of this House from the Twenty-fifth Senatorial District; and,

WHEREAS, In the death of Mr. Whiting his family has lost a kind husband and father, and the State a wise, useful and honest citizen; therefore, be it

Resolved by the House of Representatives of the 36th General Assembly of the State of Illinois, That we deplore the death of the Hon. L. D. Whiting.

Resolved, That we tender his bereaved family our sympathy and condolence, and we are only consoled by the reflection that their and our loss is his eternal gain.

Resolved, That a copy of these preambles and resolutions be transmitted to his widow at Tiskilwa, Bureau county, Illinois.

And the motion prevailed, and the resolution was made a special order for to-morrow at 10 o'clock A. M.

Mr. Walsh offered the following resolution, and moved adoption:

WHEREAS, The directory of the World's Columbian Exposition Company have applied to the people of the State of Illinois for valuable and extraordinary privileges, one of which is a donation of five million of dollars from the city of Chicago; therefore, be it

Resolved. That said directory be requested to furnish to the people, and to the members of the legislature of the State of Illinois a plain, unequivocal statement, showing whether they intend to locate the fair on the Lake Front or at Jackson Park, or partly on both, and if on both what will be the character and extent of the exhibits on the Lake Front and on Jackson Park.

The above contemplates the passage of the measure sought for.

Mr. Hayes, of Cook, moved as a substitute motion that the resolution be referred to the joint committee composed of the committees on judiciary, judicial department and practice, and agriculture.

The substitute motion prevailed, and the resolution was so referred.

Mr. Prince moved that the Speaker be authorized to appoint a member on the judiciary committee to fill the vacancy caused by the elevation of the Hon. W. G. Cochran to the Speaker's chair, And the motion prevailed.

At the hour of 11:20 o'clock A. M., Mr. Hoppin moved that the House do now adjourn.

The motion prevailed, and the House adjourned to meet at 10 o'clock A. M. to-morrow.

FRIDAY, JULY 25, 1890-10 O'CLOCK A. M.

The House met at 10 o'clock A. M., pursuant to adjournment, The Speaker in the chair.

The journal of yesterday was read, and ordered to stand approved as read.

The special order for this hour being the consideration of the resolution offered yesterday by Mr. Morrasy, of Bureau county, which is as follows:

WHEREAS, It has pleased the All-Wise Ruler of the universe to remove from us the Hon. Lorenzo Dow Whiting, a former member of this House from the 25th Senatorial District; and

WHEREAS, In the death of Mr. Whiting, his family has lost a kind husband and father, and the State a wise, useful and honest citizen: therefore, be it

Resolved, by the House of Representatives of the 36th General Assembly of the State of Illinois, That we deplore the death of the Hon. Lorenzo Dow Whiting.

Resolved, That we tender his bereaved family our sympathy and condolence, and we are only consoled by the reflection that their and our loss is his eternal gain.

Resolved, That a copy of this preamble and resolution be transmitted to his widow, at Tiskilwa, Bureau county, Illinois,

And the resolution was unanimously adopted by a rising vote. The Speaker appointed the newly elected members, members of the committees, as follows:

The Speaker appoints' David Ross as member of the judiciary committee, in place of W. G. Cochran; also Farrell, of Cook, in place of Jones, and O'Donnell in place of Haines.

I also appoint Messrs. Hoppin, and McElligott, of Cook, on ommittee on judicial department and practice.
