Mr. Manahan gave notice that he should on some future day ask leave to introduce a bill to establish a territorial road from Prairie du Chien to Lake Superior.

On motion of Mr. Darling,

Ordered, That the House do now take up for consideration a bill returned by the Governor with his objections thereto, entitled "an act to amend an act authorizing Webster Stanley to maintain a ferry across Fox river."

The Speaker stated the question to be "will the House on re-consideration pass the bill."

On motion of Mr. Hamilton,

A call of the House was made and the sergeant.at-arms sent to procure the attendance of Mr. Agry.

Mr. Agry having appeared further proceedings in the call of the House were dispensed with.

Mr. Agry moved that the bill do lie on the table, which was disagreed to,

Noes-Messrs. Agry, Capron, Hamilton, Hicks, Hopkins, Judson, Palmer, Price, and Van Vleet.-9.

So the bill was lost.

Mr. Hamilton moved that the last two messages of the Gov. ernor be referred to a select committee.

Mr. Darling moved to amend the motion by referring them to the committee of the whole House.

The question was then put on referring the said messages to the committee of the whole, and determined in the affirmative. On motion of Mr. Darling,

The House took up for consideration the message of the Governor of the 6th of March instant, and on his motion,

The House resolved itself into the committee of the whole House, Mr. Hamilton in the chair;

And after some time spent therein, the committee rose and reported the following resolutions, which were agreed to by the House, to wit:

Resolved, That so much of the Governor's message as relates to the legislation of Congress, be referred to the committee on the Judiciary.

Resolved, That so much of the Governor's message as relates to changing our present form of government to a state govern ment, be referred to the committee on territorial affairs.

Resolved, That so much of the Governor's message as relates to the debt of the Territory, be referred to the committee on territorial expenditures.

Resolved, That so much of the Governor's message as relates to the fees of officers and expenses of courts, be referred to the committee on the Judiciary.

Resolved, That so much of the Governor's message as relates to town and county Government, be referred to the joint select committee.

Resolved, That so much of the Governor's message as relates to the present system of taxation, be referred to the committee on the Judiciary.

Resolved, That so much of the Governor's message as relates to the printing for the Legislature, be referred to the committee on legislative expenditures.

Resolved, That so much of the Governor's message as relates

to the public lands, be referred to the committee on territorial affairs.

Resolved, That so much of the Governor's message as relates to territorial roads, be referred to the committee on roads.

Resolved, That so much of the Governor's message as relates to the improvement of the Wisconsin and Fox rivers, be referred to the committee on internal improvements.

Resolved, That so much of the Governor's message as relates to the cancelling of canal bonds,be referred to the committee on the Judiciary.

And then the House adjourned.

Wednesday, March 15, 1843.

Petitions, remonstrances, and accounts were presented as follows:

By Mr. Darling, the petition of David Jones, sheriff of Brown county, asking for additional pay for taking the census of the inhabitants of the third judicial district.

Referred to the committee on territorial expenditures.

Also the account of James Lemon for wood furnished the Legislative Assembly of Wisconsin Territory, in the winter of 1841-2, and a letter from the Hon. Henry Dodge concerning

the same.

Referred to the committee on legislative expenditures.

By Mr. Elmore, the petition of inhabitants of Milwaukee and Racine counties, praying the passage of a law to authorize them

to open a passage for water from Lake Muskego to Root river, at the northeasterly end thereof.

Referred to the committee on internal improvements.

By Mr. Capron, the remonstrance of John Fish, town clerk of the town of Elkhorn, against a division of said town. Referred to the committee on corporations,

Mr. Manahan, by leave, introduced bill No. 8, entitled "bill to establish a territorial road from Prairie du Chien to Lake Su. perior."

Which was read the first and second times.

On motion of Mr. Manahan,

Ordered, That the printing of said bill be dispensed with, and that so much of the sixteenth rule as prohibits bills from being read the second and third times on the same day be suspended with reference to the said bill.

On motion of Mr. Darling,

The House resolved itself into the committee of the whole Mr. Judson in the chair, on the following bills, viz:

No. 9, (C. F.) entitled "a bill to legalize the proceedings of the inhabitants of Winnebago county, in the organization of said county."

No. 10. (C. F.) entitled "a bill to change the boundaries of certain towns therein named."

And No. 8, [H. of R. file] entitled "a bill to establish a Ter. ritorial road from Prairie du Chien to Lake Superior."

And after some time spent therein, the committee rose and reported bills 8 and 9 without amendment, and No. 10 with an amendment.

The report of the committee was agreed to, and Ńos. 9 and 10 were severally ordered to a third reading.

The question then being on ordering bill No. 8 to be engross. ed, a motion was made by Mr. Manahan that so much of the report of the committee of the whole House adopted on yester

day, referring a part of the Governor's message to the commit. tee on roads, be re-considered.

Which was agreed to.

When the question was again put on referring so much of the Governor's message as relates to roads, to the committee on roads, and it was agreed to.

On motion of Mr. Hamilton,

Bill No. 8, was referred to the committee on roads.

A message from the Council by their Secretary:

"Mr. Speaker-I am directed to inform this House that the Council have this day passed joint resolution No. 1,"joint resolutionto authorize the cancelling of certain canal bonds,” also bill No. 6, "a bill to authorize the register of deeds of Washington county to procure copies of certain records from the office of register of deeds of Milwaukee county, also bill No. 7, "a bill to authorize Henry Thien to build a dam on the Milwaukee river," also bill No. 8. "a bill to change the name of Henry Sanders Brown," also bill No. 15, "a bill to regulate the fees of clerks in cases of naturalization," in which the concurrence of this House is asked.

On motion of Mr. Darling,

Ordered, That the following bills be now referred to the committee of the whole House, to wit:

No. 6," A bill to divide the town of Warren in the county of Milwaukee, and to establish the town of-— No. 7, "a bill to provide for the punishment of embezzling public money."

No, 2, (C. F.) "a bill to provide for the appointment of a Superintenden of Territorial property and for other purposes," and No. 4, [C. F.] "a bill to annex certain fractions or lots of land to the town of Rock in the county of Rock."

The House then resolved itself into the committee of the whole on the said bills, Mr. Darling in the chair, and after some
