On motion of Mr. Darling,

Ordered, That the House do now take up for consideration a bill returned by the Governor with his objections thereto, entitled "an act to amend an act authorizing Webster Stanley to maintain a ferry across Fox river."

The Speaker stated the question to be "will the House on re-consideration pass the bill."

On motion of Mr. Hamilton,

Mr. Hamilton moved that the last two messages of the Gov. ernor be referred to a select committee.

Mr. Darling moved to amend the motion by referring them to the committee of the whole House.

The question was then put on referring the said messages to the committee of the whole, and determined in the affirmative. On motion of Mr. Darling,

The House took up for consideration the message of the Governor of the 6th of March instant, and on his motion,

The House resolved itself into the committee of the whole House, Mr. Hamilton in the chair;

And after some time spent therein, the committee rose and reported the following resolutions, which were agreed to by the House, to wit:

Resolved, That so much of the Governor's message as relates to the legislation of Congress, be referred to the committee on the Judiciary.

Resolved, That so much of the Governor's message as relates to changing our present form of government to a state govern ment, be referred to the committee on territorial affairs.

Resolved, That so much of the Governor's message as relates to the debt of the Territory, be referred to the committee on territorial expenditures.

Resolved, That so much of the Governor's message as relates to the fees of officers and expenses of courts, be referred to the committee on the Judiciary.

Resolved, That so much of the Governor's message as relates to town and county Government, be referred to the joint select committee.

Resolved, That so much of the Governor's message as relates to the present system of taxation, be referred to the committee on the Judiciary.

On motion of Mr. Manahan,

Ordered, That the printing of said bill be dispensed with, and that so much of the sixteenth rule as prohibits bills from being read the second and third times on the same day be suspended with reference to the said bill.

On motion of Mr. Darling,

The House resolved itself into the committee of the whole Mr. Judson in the chair, on the following bills, viz:

No. 9, (C. F.) entitled "a bill to legalize the proceedings of the inhabitants of Winnebago county, in the organization of said county."

No. 10. (C. F.) entitled "a bill to change the boundaries of certain towns therein named."

And No. 8, [H. of R. file] entitled "a bill to establish a Ter. ritorial road from Prairie du Chien to Lake Superior."

And after some time spent therein, the committee rose and reported bills 8 and 9 without amendment, and No. 10 with an amendment.

The report of the committee was agreed to, and Ńos. 9 and 10 were severally ordered to a third reading.

The question then being on ordering bill No. 8 to be engross. ed, a motion was made by Mr. Manahan that so much of the report of the committee of the whole House adopted on yester

day, referring a part of the Governor's message to the commit. tee on roads, be re-considered.

Which was agreed to.

When the question was again put on referring so much of the Governor's message as relates to roads, to the committee on roads, and it was agreed to.

On motion of Mr. Hamilton,
