No. 7, " a bill to authorize Henry Thien to build a dam on the Milwaukee river,"

No. 8. "a bill to authorize Henry Sanders Brown to change his name."

No. 15, "a bill to regulate the fees of clerks in cases of natur. alization."

No. 1, "joint resolution to authorize the cancelling of certain canal bonds."

After some time spent therein, the committee rose and Mr. Walker reported bills Nos. 6, 8, and 15 without amendments, and bill No. 7, and resolution No. 1, and memorial No. 1, with amendments.

Ordered, That memorial No. 1, and bills Nos. 6, 8, and 15 do lie on the table.

The report of the committee of the whole on resolution No. 1 and bill No. 7 was agreed to, and they were severally ordered to a third reading.

On motion of Mr. Darling,

And by special order of the House, the said bill and resolu tion were severally read the third time, passed and their titles agreed to.

Mr. Long, from the committee on enrolled bills, reported the following to be correctly enrolled, to wit:

"An act to annex certain fractions or lots of land to the town of Rock, in the connty of Rock."

The Speaker signed the same, and it was ordered to be presented to the President of the Council for his signature. On motion of Mr. Darling,

The House took up bill

No. 2, [C. F.] "a bill to provide for the appointment of a Superintendent of Territorial property and for other purposes." And on his motion the same was amended by striking out the

word "twenty" and inserting the words "twenty-fifth," in the first section thereof.

The said bill was then read the third time passed and the title thereof agreed to.

And then the House adjourned.

Friday, March 17, 1843.

A message from the Council by their Secretary.

"Mr Speaker-I am directed to inform this House that the Cnuncil have passed bill No. 13, [C. F.]" a bill fixing the time of holding the annual session of the Legislative Assembly and for other purposes," in which the concurrence of this House

is asked.

The Council have also concurred in the amendments of the House of Representatives to joint resolution No. 1, (C. F.) "joint resolution to authorize the cancelling of certain canal bonds."

The Council have also concurred in the amendments of the House of Representatives to bill No. 2, (C. F.)" a bill to provide for the appointment of a Superintendent of Territorial property, and for other purposes,"

And have refused to concur in the amendments of the House of Representatives to bill No. 7, (C. F.) "a bill to authorize Henry Thien to build a dam on Milwaukee river.'

Mr. Agry presented the account of Daniel M. Whitney for services rendered in the capacity of brigade inspector, 2d brig. ade, 1st division, Wisconsin militia; which was

Referred to the committee on Territorial expenditures.

Mr. Platt presented the petition of inhabitants of Grant county, praying for the organization of a new county to be composed of parts of Grant and Iowa counties,

And moved its reference to a select committee of three.

Mr. Meeker moved to amend the motion by referring to the committee on corporations,

Which was disagreed to.

Mr. Platt then withdrew his motion to refer,

When Mr. Hamilton moved to refer the petition to the delegations from Grant and Iowa counties.

Mr. Platt then moved to amend the motion so that it should be referred to a select committee of three.

Mr. Price moved that the petition do lie on the table.

Which was disagreed to.

The question was then put on the amendment to the motion to refer to a select committee of three;

And determined in the affirmative.

Mr. Walker moved to amend the motion by referring to the committee on corporations;

And the amendment was agreed to.

And pending the question on referring to the committee on corporations.

Mr. Hamilton moved that the motion and petition do lie on the table.

Which was disagreed to.

The question on referring to the committee on corporations, was then put and determined in the affirmasive.

And the ayes and noes being called for,

A message from the Council by their Secretary:

"Mr. Speaker-I am directed to inform this House that the Council have this day concurred in bill No. 6, (House File) "a bill to divide the town of Warren in the county of Milwaukee, and to establish the town of Nehmabin," with amendments thereto, in which the concurrence of this House is asked.

The Council have also this day passed the following bill: No. 16, "a bill to repeal so much of the several acts of the Legislative Assembly of this Territory as authorizes the sale of any portion of the lands granted to the Territory by the act of Congress of June 18, 1838, to aid in the construction of the Milwaukee and Rock river canal, and to amend an act approved February 19th, 1841, supplementary to the several acts in relation to said canal."

In which also the concurrence of this House is asked."

Mr. Elmore presented a petition of the board of supervisors of the county of Milwaukee, relative to town and county govern.

ment.

Which was referred to the joint committee on town and county government.

Mr. Long from the committee on enrolled bills, reported the following to be correctly enrolled, to wit:

No. 1, "joint resolution to authorize the cancelling of certain canal bonds."

The Speaker signed the same and it was ordered to be presen. ted to the President of the Council for his signature.

Mr. Platt offered the following resolution, which, on his mo tion, was ordered to lie on the table, to wit:

Resolved, by the House of Representatives of the Territory of Wisconsin: That the provisions of the act of Congress "establishing the territorial government of Wisconsin," approved April 20, 1836, that "no person holding a commission under the United States or any of its officers, except as militia officer, shall be a member of the said Council, or shall hold any office under the government of the said Territory," (although it may be fairly construed as excluding post masters from being members of that branch of the Legislative Assembly called the Council,) does not prohibit a post master from being a member of this House.

Mr. Long from the joint committee on enrolment made the following report:

The committee on enrolment report that the said committee did on this day present to his Excellency the Governor for his approval, a bill entitled

"An act to annex certain fractions or lots of land to the town of Rock, in the connty of Rock;"

That his Excellency immediately took the bill from the table where it had been placed by the chairman of the committee, and placed it in the hat of the chairman, and said, "I must decline to receive it." The chairman then asked his Excellency if he could leave it. His Excellency answered "no, you cannot leave it." The chairman then said "the bill has been presented." His Excellency then replied, "yes, the bill has been presented." The committee then retired with the bill in the hat of the chairman where it had been placed by his Excellency.
