No. 3, "Resolutions asking an appropriation of land by Con. gress, for the purpose of establishing within the Territory of Wisconsin, institutions for the instruction of the deaf and dumb, and blind, and an assylum for the insane,"

In which the concurrence of this House is asked.

I have been further directed to inform this House that the Council have refused to concur with the House of Representatives to the second amendment, of the Council to bill No. 1, (of this House,) "a bill to change the time of holding courts in cer. tain counties of the second judicial district."

The House then resumed its session in the committee of the whole, and after some time spent therein, the committee rose and reported the progress made in bills Nos. 2, 4, 9, 11, 12, and 13, and asked leave to sit again thereon, which was granted; And reported bill No. 8 with amendments, which were adopt. ed and the bill ordered to be engrossed for a third reading.

Mr. Capron gave notice that he should on a future day ask leave to bring in bills as follows:

"A bill to repeal the 8th section of an act entitled an act to amend an act concerning justices of the peace, approved Janua ry 8, 1840."

"A bill relating to set off's before justices of the peace."

Mr. Darling, by leave, offered the following resolution, which was adopted, viz:

Resolved, That the committee on finance be directed to inquire into the expediency of providing by law for taking an au nual or biennial assessment of property in the Territory, with reference to an equal apportionment of the territorial expendi tures, and that said committee report by bill or otherwise.

Mr. Hunkins, by leave, offered the following resolution, which was adopted, to wit:

Resolved, That the use of the Hall of the House of Representatives be granted to the citizens of the Territory for the purpose of holding a Convention on to-morrow at 12 o'clock, noon. On motion of Mr. Hamilton,

The message from the Council was taken up, and resolution No. 3, entitled "Resolutions asking an appropriation of land by Congress for the purpose of establishing within the Territory of Wisconsin institutions for the instruction of the deaf and dumb and blind, and an assylum for the insane," was read the first and second times.

The House insisted on its amendment to the second amend. ment of the Council to bill No. 1, (of this House) entitled "A bill to change the time of holding courts is certain counties of the second judicial district," and appointed Messrs. Hamilton and Darling a committee of conference thereon.

Ordered, That a conference be requested.

On motion of Mr. Hamilton,

Resolved, That the committee on finance, be directed to ascertain the amount due by and to the Territory, and that they have power to examine witnesses, administer oaths and to send for persons and papers.

And then the House adjourned.

The Speaker laid before the House a true copy of "an act to authorize the election or appointment of officers in the Territory of Wisconsin," certified by the Secretary of State, which was read, and

On motion of Mr. Crossman, it was

Ordered, That one hundred copies of the said act and certifi cate be printed for the use of this House.

Petitions were presented and referred as follows:

By Mr. Hunkins, the petition of inhabitants of Milwaukee county, relative to surveys of partition lines.

Referred to the committee on internal improvements.

By Mr. Masters, the petition of inhabitants of the counties of Green, Dane, Rock and Jefferson praying for the construction of a road from Monroe to Jefferson.

Referred to the committee on roads.

I have this day approved and signed the act entitled "An act to organize certain towns therein named," and deposited it in the office of the Secretary of the Territory.

A message from the Council by their Secretary.

"Mr. Speaker-I am directed to inform this House that the Council have appointed Messrs. Strong and Baker of the com.

mittee of conference on their part to act jointly with a similar committee appointed by the House of Representatives to whom it is proposed to refer the disagreement of the two Houses relative to the amendment of the House of Representatives to the second amendment of the Council to bill No. 1, [H of R. file] "a bill to change the time of holding courts in certain counties of the 2d judicial district;"

I am also directed to inform this House that the Council have passed bill

No. 17, "a bill to incorporate the Prairieville manufacturing company," also

a bill to provide for the election of territorial prin

The Council have also passed bill

No. 19, "a bill to prohibit public shows for gain without a permit,"

And have adopted a "resolution providing for a joint con vention of the two Houses for the destruction of certain canal bonds."

In all of which the concurrence of this House is asked."

On motion of Mr. Olin,

The House resolved itself into the committee of the whole House, Mr. Capron in the chair, having under consideration the following bills of this House, to wit:

No. 14, "a bill to authorize the mill owners on Root river, to tap Lake Muskego."

No 16, "a bill to authorize Levi Godfrey, to build a dam on Fox river,"

And from the Council resolution.

No. 3, entitled "Resolutions asking an appropriation of land by Congress, for the purpose of establishing within the Terri tory of Wisconsin, institutions for the instruction of the deaf and dumb, and blind and an assylum for the insane,"

After some time the committee rose and reported the same back to the House without amendment.

Bill No. 16 was then ordered to be engrossed for a third read. Ing.

Mr. Trowbridge moved that bill No. 14 be indefinitely postponed.

And pending the question thereon, and

On motion of Mr. Judson,

The bill was ordered to lie on the table.

Resolution No. 3 [C. F.] was ordered to a third reading. Mr. Long, from the committee on enrolled bills, reported the following to be correctly enrolled, to wit:

"An act fixing the time of holding the annual sessions of the Legislative Assembly, and for other purposes."

"An act to change the name of Henry Sanders Brown" The Speaker signed the same, and they were ordered to be presented to the President of the Council for his signature,

And also that the committee on enrolment did on yesterday, the 21st inst. present to his Excellency the Governor for his approval, a bill entitled

"An act to organize certain towns therein named."

And a bill entitled

"An act to provide for the appointment of a Superintendent of territorial property, and for other purposes."

No. 21, "a bill to authorize the construction of certain dams across the Rock river," also bill

No. 23, "a bill for the relief of Philip Schambrugh,"
