Reported the same back to the house with amendments

Monday, April 3, 1843.

Mr. Price presented the remonstrance of the grand jury of Grant county against a division of said county, which was

Referred to the committee on corporations.

Mr. Hamilton presented sundry petitions of inhabitants of Iowa county, praying that a portion of that county may be ad ded to a portion of Grant county, and the same organized into a new county, which was

Referred to the committee on corporations.

Mr. Trowbridge asked to be excused from serving upon the committee of territorial affairs, and that Mr. Darling be rein stated upon the said committee.

Which was agreed to.

Mr. Hamilton from the committee on the judiciary, to which a petition on the subject was referred, reported

Bill No. 38, entitled "a bill to repeal an act entitled an act concerning the admission of attorneys at law, and for other pur. poses."

Which bill was then read the first and second times.

Mr. Hamilton from the same committee to which was referred bill

No, 25, (H. of R. file) entitled "a bill for an act to revive the act entitled an act for the relief of insolvent debtors, approved January 13th 1840,"

Reported the same back to the house without amendment.

Mr. Agry gave notice that he would on a future day ask leave to introduce a bill for the preservation of timbers upon rivers and

streams.

Mr. Darling offered the following preamble and resolution:

Whereas, by "an act to authorise the issuing of drafts or bills for the payment of the expenses of the present session of the Legislative Assembly," approved Feb. 15, 1842, it was made the duty of the treasurer of this Territory to make full report of his doings under said act at the opening of the next session of the Legislature:

And whereas, the said treasurer has unreasonably neglected to comply with the above cited provisions of said act:

And whereas, without such report it is impossible for the Leg. islature to obtain a correct knowledge of the debts of the said Territory, or to make provisions for the payment of the same.

And whoreas, such delay and the consequent dolay of action upon the subject by the Legislature may lead to unauthorised speculations in such serip, and thus defraud honest creditors of their just dues: Therefore be it

Resolved, That the treasurer be directed to report to this House without delay, the amount of scrip or bills issued by the

Secretary and Treasurer of the Territory under provisions of said act-to whom and for what purpose issued-also, whether any part thereof has been redeemed and canceled by the said sec. retary--and if so, what amount, and the description of the same Which was read and ordered to lie on the table.

Mr. Trowbridge presented the mem orial of inhabitants of the village of Waterford in Racine county, in relation to the water power at that place, which was read and

Referred to the committee on corporations.

Mr. Crossman, from the committee on engrossed bills, report. ed the following to be correctly engrossed, to wit:

No. 30, entitled "a bill to authorise Silas Peck, and David L. Wells to construct a dam across the Fox river," and

No. 31, entitled "a bill to provide for laying out and estab lishing territorial roads therein named."

Mr. Capron, from the committee on the militia to which bill No. 26, [C. F,] was referred, entitled "a bill to repeal the sev eral acts concerning the militia and for other purposes" repor ted the same back to the house with amendments thereto. Which bill was then read the second time.

Mr. Capron from the same commitee, to which the subject was referred, made the following report:

Which was read and ordered to lie on the table, viz: The committee on the militia have had under consideration the resolution of this House instructing them to revise the mi litia law, and have instructed me to make the following report:

That it is the opinion of the committee that the amendments offered by said committee to bill No. 26, [C. F.] comprises all the alteration to the militia law required at this time, and obviates the necessity of any further action upon the resolution.

Mr. Platt moved a reconsideration of the vote by which the remonstrance of the grand jury of Grant couaty, was referred to the committee on corporations.

Which being put was disagreed to.

Mr. Platt offered the following resolution :

Resolved, That the committee on corporations be instructed to consider the remonstrance of the grand jury of Grant coun. ty against the division of said county, as a remonstrance of six. teen citizens of Grant, and not as an official document from said grand jury.

Mr. Walker moved that the resolution do lie on the table.
And pending the question thereon,

Mr. Price moved that the resolution be indefinitely postponed, And the question being put thereon, it was determined in the affirmative.

And the ayes and noes having been called for,

Those who voted in the affirmative, are

Messrs. Agry, Bartlett, Capron, Crossman, Darling, Hamil. ton, Hicks, Hopkins, Hunkins, Judson, Long, Masters, Meeker, Olin, Parsons, Price, Thompson, Tripp, Trowbridge, Van Vliet, and Walker-21.

Those who voted in the negative, are

Messrs. Manahan, Platt, and Ellis [Speaker.]-3.

So the resolution was indefinitey postponed.

On motion of Mr. Darling,

The house took up the preamble and resolution cffered by him this morning, when

Mr. Darling moved the following as a substitute for the reso. lution, retaining the preamble, to wit:

Resolved, That the treasurer be directed to report without delay, the amount of scrip or bills issued in accordance with the provisions of said act, and to whom and for what purposes issued. Also whether the duplicate receipts, required by said act, were deposited with the treasurer, previous to the issuing of such drafts or bills. Whether any, and if so, which [descri bing the same] of such receipts or vouchers have been redeemed

by the secretary by the surrender of the scrip or bills issued upon such vouchers as required by law; and whether such bills or drafts so returned by the secretary, and thus received by the Treasurer, were canceled by writing the word "canceled" on the face of each, as required by law; and if so, describe the same by the number, and to whom issued. Also, whether any of the vouchers or receipts at first deposited have been withdrawn by any person, and others substituted in their stead; and if so, what ones, and by whom. And also, how many dollars in receipts or vouchers now remain in the hands of the treasurer for which scrip has not been surrendered, and to whom and for what purposes issued.

On motion of Mr. Hamilton,

The said preamble and resolution were laid on the table.

Mr. Long, from the committee on enroled bills, made the following report, to wit:

The committee on enrolment report that they did on the first day of April, 1843 present to his excellency the governor for his approval, a bill entitled

"An act to legalize certain township elections, and the official acts of township officers elected in April 1842,"

Also a bill entitled

"An act to provide for punishing the crime of embezzlement by public officers."

Also a bill entitled

"An act to change the boundaries of certain towns therein named."

Also, a bill entitled

"An act to authorize the construction of certain dams across the Rock river."

Also, a bill entitled

"An act to regulate the fees of clerks in cases of naturaliza. tion,"
