house, Mr. Capron in the chair, having under consideration bill No. 39, (C. F.) entitled "a bill to amend an act entitled an act to provide for the government of the several towns in this Territory, and for the revision of County Government,"

After some time spent therein, the committee rose, and the chairman reported that the committee had made some progress in said bill and asked leave to sit again thereon.

Which was granted.

And then the House adjourned until half past 2 o'clock P. M.

HALF PAST TWO O'CLOCK, P. M.

Mr. Hamilton by leave made the following report, which was read and laid on the table, to wit:

The committee of conference on the disagreeing vote of the two houses as to the bill relative to the militia, recommend that the amendment of the House of Representatives be adopted as far as the word "excepting," in the 2d section, and by adding after the word "repealed," "and no expenses now authorized by any of the laws of this territory, relating to the militia shall be paid out of the territorial treasury."

On motion of Mr. Tripp,

The house resumed its session in the committee of the whole house, Mr. Capron in the chair, for the consideration of bill

No. 39, [C. F.]" a bill to amend an act entitled an act to provide for the government of the several towns in the Territo ry, and for the revision of county government."

After some time spent therein, the committee rose, when Mr. Capron reported that the committee had made further progress in the said bill and asked leave to sit again thereon.

Which was granted.

A message from the Governor, by his private secretary, Mr. Charles Doty.

To the House of Representatives:

I have this day approved and signed a bill entitled

"An act to authorise Silas Peck, and David L. Wells to construct a dam across the Fox river."

Also, bill entitled

"An act to repeal an act incorporating the State Bank of Wisconsin."

And deposited the same in the office of the secretary of the Territory. J. D. DOTY.

Madison April 10, 1843.

The message from the Council was then taken up, when bills of the following titles were severally read the first and secoud times, to wit:

No.

34, " a bill to amend an act entitled an act concerning

costs and fees," and

No. 44, "a bill relative to the assessor of Crawford county." The action of the Council on

"Joint resolution relative to the debts of the Territory on account of the Milwaukee and Rock river canal," being read, and On motion of Mr. Hamilton,

The house insisted on its amendment to the said resolution. Messrs. Hunkins and Hamilton were appointed of the committee of conference to which the disagreeing vote of the two

houses on

"Resolution relative to the bonds issued for the completion of the capitol," is referred.

On motion of Mr. Darling,

The fifteenth rule of this house was suspended to enable him to introduce a bill.

When he asked and obtained leave to introduce the undermen.

Which was read the first and second times, to wit:

No. 49, "a bill entitled an act in relation to certain actions in ejectment."

Mr. Platt, by leave, presented the account of William S. An derson for work done by order of the house.

Which was referred to the committee on legislative expendi

tures.

On motion of Mr. Darling,

The House resolved itself into the committee of the whole House, Mr. Meeker in the chair, having under consideration the following entitled bills from the Council, to wit:

No. 52, "a bill in relation to dams on the Manitouwoc river," and

No. 53, "a bill to amend an act entitled an aet to amend an act entitled an act to change the corporate limits and powers of the town of Milwaukee, approved January 11, 1840,"

After a short time spent therein the committee rose and by their chairman reported bill No, 52 with and bill No. 53 without amendment.

The amendment to bill No. 52, was agreed to, and the bill ordered to a third reading.

On motion of Mr. Darling,

The sixteenth rule of this House was suspended with reference to said bill.

Which was then read the third time, passed, and the ti. tle thereof agreed to.

Mr. Hamilton moved that bill No. 53 be laid on the table, Which being put, was disagreed to.

A motion was then made by Mr. Hunkins, that the vote just taken, be reconsidered.

Which being put, was disagreed to.

The question was then taken, on ordering the said bill, No. 53, to the third reading, and it passed in the negative.

So the House refused to order the said bill to the third reading to day.

The House then resolved itself into the committee of the whole House, Mr. Platt in the chair, having under consideration the undermentioned bills of this house, to wit:

No. 16, "a bill concerning removals from office."

No. 32, "a bill for an act to amend an act, entitled an act for opening or vacating public Highways; and the 'act amendatory thereto," and

No. 38, "a bill to repeal an act entitied an act concerning the admission of Attorneys at law, and for other purposes.'

After seme time spent therein, the committee rose and reported bills No. 10 and 32 with amendments, and No. 38 without amendment.

The amendments to bills No. 10 and 32 were agreed to, and the bills severally ordered to be engrossed for a third reading. Bill No. 38 was then ordered to be engressed for a third reading.

On motion of Mr. Hunkins,

Bill No. 36, [H. of R. file] entitled "a bill to provide for the payment of fees for subdivisions of sections of land into half sections, quarter sections &c," was taken up, when,

Mr. Platt offered the following amendment,

Insert a new section as follows:

"Sec. 1. This act shall not apply to any smaller subdivision than eighty acres."

And the question being taken thereon,

It passed in the negative.

Ordered, that the said bill be engrossed for a third reading. On motion of Mr. Hopkins,

Bill No. 24 was taken up, entitlod "a bill establishing the

rate of interest," and ordered to be engrossed for a third reading.

On motion of Mr. Trowbridge,

The house resolved itself into the committee of whole, on bill No. 42, [H. of R. file] Mr. Hopkins in the chair, entitled "a bill for an act authorising the Governor to offer rewards for the appehension of criminals in certain cases-"

And after some time spent therein the committee rose and reported the bill with an amendment, which was agreed to, and "the bill ordered to be engrossed for a third reading.

A motion was then made by Mr. Darling, to adjourn,
Which was disagreed to.

On motion of Mr. Hamilton,

The house took up bill No. 18, [H. of R. file] "a bill to provide for laying out the several territorial roads therein named." On motion of Mr. Hamilton,

Sections 5, 6 and 7, being new sections, were added to the bill. On motion of Mr. Hicks,

Section 8 was added to the bill, being a new section.

The said bill was then ordered to be engrossed for a third reading.

And then the House adjourned until half past eight o'clock, to-morrow morning.
