Which was read the first and second times.

The message from the Council was taken up, when

The following entitled bills were read the first and second times, to wit:

No. 36, "a bill to repeal an act entitled an act to amend an act entitled an act to prescribe the mode of proceeding in chan. cery, and for other purposes, approved 13th January, 1840; and

No. 62, "a bill to amend an act entitled, an act to change the time of holding courts in certain counties of the second judicial district and to provide for a change of venue in criminal cases," and

"Joint resolution relative to the distributive share of Wisconsin in the nett proceeds of the public lands."

The amendments of the Council to the undermentioned bills, of this House, were severally read and concurred in, to wit: No. 10, "A bill concerning removals from office."

No. 18, "a bill to provide for laying out the several territorial roads therein named."

No. 31, "a bill to provide for laying out and establishing ter. ritorial roads therein named," and

No. 41, "a bill to make valid the official acts of Frederick Borcherdt, a justice of the peace."

On motion of Mr. Palmer,

The house resolved itself into the committee of the whole house, Mr. Thompson in the chair, having under consideration bills of this House of the following titles, to wit:

No. 23," a bill to repeal the 8th section of an act entitled an act to amend an act concerning justices of the peace."

No. 43, 66 a bill to amend an act of the revised statutes con. cerning arbitrations" and

No. 45, "a bill to provide for completing a new roof upon the capitol, and for other purposes;"

And after some time spent therein, the committee rose, and by their chairman, Mr. Thompson, reported bills Nos. 43 and 45 to the house without amendment, and bill No. 23 with amendments.

The said bills were then severally ordered to lie on the table. And then the house adjourned until half past 7 o'clock, P. M.

HALF PAST SEVEN O'CLOCK, P. M.

On motion of Mr. Platt,

The house took up for consideration the following resolution offered by him on a previous day, to wit:

Resolved, That the Speaker and the chief clerk of this house issue certificates of mileage to the members of this house for the January session.

And the question being put on the passage thereof, it passed in the affirmative.

And the ayes and noes being called for,

Those who voted in the affirmative are,

Messrs. Crossman, Darling, Elmore, Hicks, Hopkins, Hun. kins, Masters, Meeker, Parsons, Platt. Thompson, Tripp and Trowbridge-13.

Those who voted in the negative are,

Messrs. Agry, Hamilton, Judson, Long, Manahan, Olin, Palmer, Price, Van Vleet, Walker and Ellis, [Speaker]–11. Mr. Hammilton, by leave, introduced No. 7, entitled "Reso lution relative to a state government."

A motion was then made by Mr. Elmore, that all rules which prohibit the said resolution from being read the third time now? and passed, be suspended with regard to the same.

And the question being put thereon, it passed in the negative -less than two-thirds voting therefor.

On motion of Mr. Darling,

Bill No. 48, [C. F.] entitled "a bill to provide for levying and collecting a territorial revenue," and the amendment offer. ed by Mr. Hamilton this morning thereto, was taken up for con. sideration.

And the question depending, being on adopting the said amendment,

The same was put, and it passed in the negative.

And the ayes and noes being called for,

Those who voted in the affirmative are

Messrs. Agry, Hamilton, Hicks, Masters, Tripp, Trowbridge, Van Vleet and Ellis, [Speaker, ]-8.

Those who voted in the negative, are

Messrs. Crossman, Darling, Elmore, Hopkins, Hunkins, Jud., son, Long, Manahan, Masters, Olin, Parsons, Platt, Price Thompson and Walker-15.

Mr. Hamilton made a motion to strike out all after the enacting clause.

And the question being put thereon it passed in the negative. And the ayes and noes being called for,

Messrs. Agry Hamilton, Hicks, Platt, Tripp, Walker and Ellis[Speaker.]-7.

Those who voted in the negative are,

Messrs. Crossman, Darling, Elmore, Hopkins, Hunking, Judson, Long, Manahan, Masters, Mecker, Olin, Parsons, Price, Thompson, Trowbridge, and. Van Vliet,-16.

Mr. Platt then made a motion to amend the bill by striking

out the words "three eighths," and inserting instead thereof the

words "five eighths."

Which being put was determined in the negative.

And the ayes and noes being called for,

Messrs. Hamilton, Hicks, Platt, and Tripp-4.

Those who voted in the negative are,

Messrs. Agry, Crossman, Elmore, Hopkins, Hunkins, Judson, Long, Manahan, Masters, Meeker Olin, Parsons, Price, Thompson, Trowbridge, Walker, Van Vleet and Ellis (Speaker)-18.

The said bill No. 48, was then ordered to a third reading.

Mr. Manahan moved that the 16th rule of this house be sus. pended with reference to the said bill, and that the same be now read a third time and passed.

Which being put, was disagreed to.

On motion of Mr. Darling,

The House resolved itself into the committee of the whole House, Mr. Meeker in the chair, having under consideration bill No. 49, [H. of H. file] entitled "a bill entitled an act in relation to certain actions in ejectment,"

And the resolution from the Conncil entitled

"Joint resolution relative to the distributive share of Wiscon. sin, in the nett proceeds of the public lands."

And after some time spent therein, the committee rose and reported bill No. 49 back to the House with amendments, and the resolution without amendment.

And pending the question on agreeing to the report,

Mr. Long, from the committee on enrolled bills, reported the follwing to be correctly enrolled, to wit:

"An act concerning removals from office."

"An act to make valid the official acts of Frederick Bourch. erdt, a justice of the peace."

"An act to provide for laying out and establishing Territo. rial roads therein named." and

"Resolution to rescind a resolution to provide an office for the Auditor and Treasurer of the Tetr ritory."

Which were signed by the Speaker and ordered to be presen ted to the President of the Council for his signature.

Mr. Hamilton, by leave, introduced bill No. 51, entitled "A bill to provide for the payment of certain accounts;" Which was read the first and second times. And then the House adjourned.

Mr. Long from the committee on enrolled bills made the fol owing report, to wit:

The committee on enrollment report, that they did on the twelfth day of April, A. D. eighteen hundred and forty-three. present to His Excellency the Governor for his approval, a bill entitled "an act to authorize the erection of a bride across Pike Creek,"

Also, a bill entitled "an act relative to the Assessor of Craw. ford county."
