Crocker and Rountree are appointed of said committee on the part of the Council. The Council have passed with an amendment, in which the concurrence of this house is asked, bill No. 50 (H. of R.) “ a bill to make valid the official acts of George McWilliams, Edwin Hart, and Lyman Crossman, justices of the peace"-and memorial No. 2 (H. of R.) "memorial to Congress relative to the improvement of the Fox river." The Council have postponed, indefinitely, No. 1, (H. of R.) "memorial to Congress relative to the canal lands." The said message was then taken up, when the amendments of the Council to the undermentioned bill and resolution of this house were severally read and concurred in, to wit: No. 50, 66 a bill to make valid the official acts of George Mc. Williams, Edwin Hart, and Lyman Crossman, justices of the peace," and "Joint resolution to appoint a committee to cancel certain scrip." On motion of Mr. Manahan, The house took up for consideration the following resulution: Resolved, That no member of this house shall be hereafter perthe mitted during the present session of this Assembly to occupy floor on any subject for any longer time than five successive minutes, and then only twice on the same subject: and no de. viation from this rule can be permitted without the concurrence of the house. Mr. Hamilton moved to amend the resolution by striking out the word "five" and inserting the word "twenty." Which was put and determined in the negative. Mr. Hopkins moved to strike out "five" and insert "ten." A motion was made by Mr. Darling to strike out "five" and insert "three," which was agreed to. Mr. Platt then moved to amend the resolution by adding thereto the following: "And to so apply the gag law as will prevent free discussion, and promote hasty and improper legislation." And the question being put it passed in the negative. The question was then taken on adopting the resolution, and it passed in the negative. On motion of Mr. Hamilton, The house resumed its session in the committee of the whole house, Mr. Platt in the chair, on bills from the Council entitled as follows, to wit: No. 55, 66 a bill to organize the town of Pike Grove in the county of Racine and to annex certain lands to the town of Southport in said county," and No. 65, "a bill to provide for the payment of the expenses of the Legislative Assembly. After some time spent therein, the committee rose and reported the said bills to the house with amendments to each. The amendments to bill No. 55, were severally concurred in, By special order of the house, the said bill was then read the third time and passed, the sixteenth rule having been suspended for that purpose. The title was then amended to read as follows: "A bill to organise the town of Pike in the county of Racine and to annex certain land to the town of Southport in said county. Mr. Elmore called for a division of the question on agreeing to the report of the committee of the whole on bill No. 65, when The question was taken separately on the amendments re. ported by the committee, when the 1st 2d 3d 4th 5th 6th 7th 8th 9th 10th 11th 12th 13th 14th 15th 16th 17th 18th and 19th of the amendments were severally concurred in. 1 Mr. Darling moved to amend the 12th amendment by striking out in the appropriation to John P. Mr. Hunkins then made a motion to amend the amendment by striking out the words "one hundred and fifty," and inserting 'two hundred." Mr. Hamilton moved to amend the amendment by striking out "two hundred," and inserting "two hundred and twentyfive." Which being put, was disagreed to. The question was then put on striking out "one hundred and fifty," and inserting "two hundred" and it passed in the negative.
