The said bill No. 65 was then ordered to a third reading.

The sixteenth rule of the House being suspended for the purpose, the question was put, "shall the bill pass?" and it was determined in the affirmative.

And the ayes and noes being called for,

Those who voted in the affirmative are,

Messrs. Agry, Capron, Crossman, Dar ling, Hicks, Hopkins, Judson, Long, Manahan, Masters, Meeker, Olin. Palmer, Parsons, Platt, Price, Tripp, Trowbridge, Van Vleet, Walker and Ellis, [Speaker]-21.

Those who voted in the negative are,

Mesers. Elmore, Hamilton, Hunkins and Thompsnn,--4.
The title was then agreed to.

And then the house adjourned until 8 o'clock, P. M.

EIGHT O'CLOCK, P. M.

Mr. Platt moved a call of the House, which was made, when it was found that Messrs. Capron, Long, Olin, Van Vleet and Ellis were absent.

Mr. Agry moved that Mr. Capron be excused for this evening, which was agreed to.

On motion of Mr, Meeker, Mr. Van Vleet was excused from attendance in the House this evening.

On motion of Mr. Hamilton, Mr. Ellis was excused from at. tendance in the house this evening.

Mr. Hamilton then moved that the vote excusing Mr. Capron from attendance this evening be reconsidered, which being put was determined in the negative.

Further proceedings in the call of the house wero dispensed with.

A motion was then made by Mr. Hamilton, that the House do now take up and consider bill No. 44 [H of R] "A bill to repeal the charter of the Wisconsin Marine and Fire Insurnce Company," and the question being put it passed in the negative. And the ayes and noes being called for,

Those who voted in the affirmative are,

Messrs. Elmore, Hamilton, Hicks, Hunkins, Judson, Long, Olin, Palmer, Parsons and Price-10.

Those who voted in the negative are,

Messrs. Agry, Crossman, Darling, Hopkins, Manahan, Masters, Meeker, Platt, Thompson, Tripp Trowbridge and Walker

-12.

Mr. Hicks moved that the house take up bill No. 23 (H of R) "A bill to repeal the 8th section of an act to amend an act concerning justices of the peace.

And the question being put it passed in the negative.

A motion was then made by Mr. Agry, that the house take up and consider in committee of the whole house, bill No 58 [CF] "A bill to provide for the payment of certain territorial debts therein named."

When Mr. Trowbridge moved to adjourn, and the question on the motion of Mr. Trowbridge was put and determined in the negative.

Mr. Hamilton then moved a call of the house, which was made and all the members who had not been excused reported to be in attendance.

Further proceedings in the call of the house were dispensed

The question was then taken on the motion of Mr. Agry, and determined in the affirmative.

And the ayes and noes were taken and were as follows:

Ayes-Messrs. Agry, Crossman, Darling, Elmore, Hicks, Hopkins, Hunkins, Judson, Manahan, Meeker, Olin, Parsons, Platt, Price and Tripp--15.

Noes-Messrs. Hamilton, Long, Masters, Palmer, Thompson, Trowbridge and Walker-7.

The House then resolved itself into the committee of the whole house, on the said bill, Mr. Elmore in the chair.

After some time spent therein, the committee rose, reported progress and asked leave to sit again.

Mr. Hamilton moved the previous question.

And the question being put in these words, "shall the main question be now put ?" and it passed in the affirmative.

The main question was then put on granting leave to tho committee of the whole to sit again on the said bill, and it pas sed in the affirmative.

Mr. Crossman made a motion to adjourn,

Which was disagreed to.

A motion was then made by Mr. Hicks to take up bill No. 23, (H. of R. file) a bill to repeal the 8th section of an act entitled an act to amend an act concerning justices of the peace." Which being put was disagreed to.

A message from the Council, by their Secretary:

"Mr. Speaker:-The Council have concurred in the first, fourth, fifth, sixth, seventh, eighth, nineth, tenth, sixteenth, sev. enteenth, eighteenth, nineteenth, twenty-first, twenty.second, twenty-third, twenty-fifth, twenty-sixth, twenty-seventh, amend. ments of this house to bill. No. 65 [C F] "A bill to provide for the payment of the expenses of the Legislative Assembly," have non-concurred in the second, third, eleventh, twelfth, thirteenth, fourteenth, fifteenth, twentieth, and twenty-fourth, amendments,

and have amended the sixth, sixteenth, twenty-fifth, twentysixth, and twenty-seventh amendments, in which the concurrence of the house of Representatives is asked.

On motion of Mr. Darling,
The House adjourned.

Saturday, April 15, 1843.

A message from the Council by their Secretary:

"Mr. Speaker-The Council have concurred in the amendments of the house to bill No. 55, [C. F.] "a bill to organize the town of Pike, in the county of Racine, and to annex certain lands to the town of Southport in said county."

On motion of Mr. Tripp,

The rule setting apart one hour for the transaction of morn. ing business, was suspended for this day.

When the message from the Council returning bill No. 65, [C. F.]" a bill to provide for the payment of the expenses of the Legislative Assembly," with the action of the Council thereon, was taken up.

And the question being put, will the house insist on their sec. ond amendment to the said bill, it passed in the affirmative. On motion of Mr. Tripp,

A call of the house was then made.

When Mr. Walker moved that further proceedings in the call of the house be dispensed with.

The sergeant-at-arms was then directed to notify Messrs. Hamilton and Parsons, that their presence was required in the house.

And the said members having appeared, they were excused from paying the fees of one dollar, imposed by the resolution of yesterday.

On motion of Mr. Hunkins,

The messenger was then directed to notify the fireman that his attendance was required in the house.

The question was then put, will the house insist on its third amendment, and it passed in the affirmative.

The question was then put on concurring in the amendment of the Council to the 27th amendment of the house, and it passed in the negative.

And the ayes and noes being called for,

Those who voted in the affirmative are,

Messrs. Crossman, Hamilton, Hicks, Masters, Palmer, Platt, Price, and Walker-8.

Those who voted in the negative are,

Messrs. Agry, Capron, Darling, Elmore, Hopkins, Hunkins, Judson, Long, Manahan, Meeker, Olin, Parsons, Thompson, Tripp, Trowbridge, Van Vleet, and Ellis (Speaker)-17.

So the house non-concurred in said amendment.

Mr. Darling made a motion to amend the amendment of the Council to the sixth amendment of the house, by adding thereto, the words "or unaccounted for."

And the question being put thereon, it passed in the affirmative.

The question then recurred on concurring in the amendment as amended, and being put it passed in the affirmative.

The question was then put, will the house insist on its elev. enth amendment, and it passed in the affirmative.

So the house insisted on the said amendment.
