A message from the Council by their Secretary. "Mr. Speaker-I am directed to inform the House of Representatives that the Council have this day passed three resolutions authorizing a loan for the redemption of certain lands which have been sold for taxes, and ask the concurrence of this House. Mr. Hamilton from the joint committee of conference, to which the subject was referred, made the following joint report. The committee of conference to which the disagreement of the Houses is referred concerning certain joint resolutions relative to the present session of the Legislative Assembly recommend to strike out all after the word "resolved" in the second resolution and insert the following words: "That while we entertain the opinion that there can be no objection to continue the present session of the Legislature by reason of no appropriation having been made to defray its expenses or any other legal disability, yet inasmuch as doubts are entertained as to the propriety of further proceeding with business at the present time because the Governor refuses to act with us, we deem it prudent that the Legislative Assembly adjourn this session until the last Monday in January, 1943." The said report was adopted. Ordered, That the Council be acquainted therewith. "Resolutions authorizing a loan for the redemption of cer tain lands, which have been sold for taxes," were read the first and second times. The said resolutions were considered in the committee of the whole House, Mr. Tripp in the chair. And after a short time, spent thereon the said committee by their chairman reported the progress made, and asked leave to sit again thereon. Leave was granted. On motion of Mr. Meeker, TWO O'CLOCK, P. M. A message from the Council by their Secretary. "Mr. Speaker-I am required to inform you that the Council have adopted the joint report of the committee of conference, to whom was referred the disagreement of the two Houses concerning certain joint resolutions relative to the present session of the Legislative Assembly."" I am also directed to transmit to this House, the special report of the Register and Receiver of the Rock River and Milwaukee Canal." On motion of Mr. Hunkins, The House resumed its session in the committee of the whole, Mr. Tripp in the chair, for the consideration of "Resolutions authorizing a loan for the redemption of certain lands which have been sold for taxes." And pending the report of said committee, the Secretary of the Council was announced, when the Speaker took the chair, and the following message from the Council was received: "Mr. Speaker-I am directed to inform you that the Council have passed a resolution in reference to the election of Commis. sioner of Public Buildings, in which the concurrence of this House is asked." The committee of the whole again resumed its session, and after some time, reported said resolution without amendment. On motion of Mr. Darling, The sixteenth rule was suspended and the resolutions were read the third time, passed, and the title thereof agreed to, Ordered, That the Council be acquainted therewith. A message from the Council by their Secretary: "Mr Speaker-I am directed to inform you that the Council have unanimously adopted a memorial to the President of the United States, praying for the removal of James D. Doty, from the office of Governor of the Territory of Wisconsin." The undermentioned memorial and resolution from the Council, were read the first and second times, to wit: "Resolution relative to the election of Commissioner of Pub. lic Buildings." No. 1. Memorial of the Council and House of Representatives of the Territory of Wisconsin to the President of the United States, praying for the removal of James D. Doty, from the of fice of Governor of said Territory, On motion of Mr. Darling, The House resolved itself into the committee of the whole, Mr. Meeker in the chair, having under consideration the last named resolution and memorial. After some time spent therein, the committee rose and by their Chairman reported the said resolution and memorial with. out amendment. On motion of Mr. Darling, The sixteenth rule of the House was suspended with refer. ence to said resolution and memorial, and the resolution was read the third time. The question then recurred on its passage, and being put, was determined in the negative. And the ayes and noes being called for, Those who voted in the affirmative, are Messrs. Crossman, Hicks, Hunkins, Long, Manahan, Olin, Parsons, Platt, Walker and Ellis, (Speaker.)-10. Those who voted in the negative, are Messrs. Capron, Darling, Elmore, Hamilton, Hopkins, Mas. ters, Meeker, Palmer, Price, Thompson, and Tripp.-11. So the said resolution was lost. Ordered, That the Council be acquainted therewith. The said memortal No. 1, was then read the third time, when a motion was made by Mr. Hopkins to lay the memorial on the table. Which was disagreed to. Mr. Hopkins then moved to adjourn until 6 o'oclock, P. M. Which was disagreed to. Mr. Hamilton renewed the motion to adjourn until 6 o'clock P. M. Which motion was determined in the negative. And a division being called, there were ayes 6, nces 9. The reading of the said memorial was then called for at length, and the same having been read, The House, on motion of Mr. Hopkins, adjourned until half past 6 o'clock, P. M. HALF PAST SIX O'CLOCK, P. M. Mr. Long from the committee on enrolled bills, reported the following resolutions to be correctly enrolled, viz: "Resolutions authorizing a loan for the redemption of certain lands which have been sold for taxes." The said resolutions were signed by the Speaker, and order. ed to be presented to the President of the Council for his signa. ture. A message from the Council by their Secretary. "Mr. Speaker;-I am directed to transmit to this House the annual report of the Commissioner of Public Buildings to the Legislative Assembly." Mr. Elmore moved that the report of the Commissioner of Public Buildings be read before the question should be put on the passage of the memorial for the removal of James D. Doty. Which motion was agreed to. A message from the Council by their Secretary: "Mr. Speaker :-I am directed to inform this House that the Council have passed a joint resolution relative to the adjourn ment of the Legislative Assembly, and ask the concurrence of this House with the same." And the report of the Commissioner of Public Buildings having been read, the question recurred on the passage of the me morial from the Council, entitled "Memorial of the Council and House of Representatives of the Territory of Wisconsin, to the President of the United States, praying for the removal of James D. Doty, from the office of Governor of said Territory;" and being put. It was determined in the affirmative. And the ayes and noes being called for, Messrs. Crossman, Darling, Elmore, Hamilton, Hicks, Hopkins, Hunkins, Long, Manahan, Masters, Meeker, Olin, Parsons, Platt, Price, Thompson, Tripp, Walker, and Ellis, (Speaker.)— 19. Those who voted the negative, are Messrs. Capron and Palmer.-2. The title of the said memorial was then agreed to. On motion of Mr. Darling, Resolved, That a transcript of the ayes and noes of the House of Representatives upon the passage of the memorial to His Excellency the President of the United States, be certified by the Speaker and Clerk, and transmitted along with the memorial.
