Council have this day concurred in joint resolution No. 3, "Resolution to authorize the purchase of stationery."

The question then recurred upon the amendment to the amendment, and was determined in the negative.

A message from the Council by their Secretary:

"Mr. Speaker-I am directed to inform this House that the Council have this day passed a ertain joint resolution relative to the committee rocu s for the Legislative Assembly, in which the con currence of this House is asked."

The question was then put on the passage of the said resolu tion as amended and it passed in the affirmative. And the ayes and noes being called for,

Mr. Long from the committee on enrolled bills, reported the following to be correctly enrolled, to wit:

"Resolution to authorize the purchase of stationery."

The Speaker signed the said resolution, and it was ordered to be presented to the President of the Council, for his signature. And then the House adjourned until 2 o'clock, P. M.

TWO O'CLOCK, P. M.

Mr. Manahan, from the County of Crawford appeared and

took his seat.

Mr. Walker offered the following resolution, viz :

Resolved, That the Hon. the Council concurring, that a committee of two from each House be appointed to ascertain the condition of the library and public property; and that said committee report as early as possible:

Which, on motion of Mr. Platt, was amended by adding there. to the following:

"And that the receipt of Almon Lull, late Librarian, given 25th of February, 1842, be taken from the files and referred to said committee;

And was then adopted.

The Speaker appointed Messrs. Walker and Platt the committee on the part of the House.

The Speaker laid before the House a communication from the Territorial Librarian relative to stationery, which was read and laid on the table.

Mr. Darling gave notice that on some future day he would ask leave to introduce a bill to amend an act entitled "an act to authorize Webster Stanley to keep ferry across Fox river."

On motion of Mr. Darling,

Ordered, That the message of the Governor be referred to a select committee of three.

Messrs. Darling, Hunkins and Hamilton, were appointed said committee.

Mr. Hamilton, from the select committee to which was referred a resolution relative to furnishing members with newspapers, reported the following as a substitute for said resolution : which was adopted.

Resolved, That the members of this House be allowed thirty papers cach, per week, during the present session, such as the members may select: Provided, that the said newspapers be pub. lished in the Territory of Wisconsin, and shall not cost to exceed six cents per week, per copy.

And Resolved, That the editor or editors of such newspapers as may be furnished, shall present the written order of the member to whom the papers were furnished, to the committee on expenditures, as the only voucher by which the accounts are to be settled.

The following message was received from the Council by their Secretary :

Mr. Speaker :-) -I am directed to return to the House of Representatives the resolution to authorize the purchase of station. ery, which has been signed by the Speaker of the House of Representatives, and to inform the House that the Council, have directed the President not to sign the resolution at present, and to request that the House of Representatives will re-consider the

action of that House, by which the resolution was signed by the Speaker, and that they will return the same to the Council for its further action."

On motion of Mr. Hamilton,

The message from the Council was taken up, and a commit. tee of conference consisting of Messrs. Hamilton and Tripp, was appointed to confer with a similar committee to be appointed on the part of the Council, concerning the said message.

Ordered, That a conference be requested.

The following message was received from the Council by their Secretary:

"Mr. Speaker-I am directed to inform this House that the Council have appointed Messrs. Hugunin and Rountree of the committee of conference on their part, relative to the message of the Council, concerning "resolution to authorize the purchase of stationery," and have appointed Messrs. Crocker and Heath the committee on the part of the Council, to ascertain the condition of the library and public property appertaining to the Legislative Assembly."

On motion of Mr. Darling,

The House resolved itself into the committee of the whole House Mr. Meeker in the chair,for the consideration of bill No. 1.' entitled "A bill to change the time of holding courts in certain counties in the 2nd judicial district."

After some time spent therein the committee rose and reported the bill to the House without amendment.

Mr. Hamilton moved that the bill be referred to the commit. tee on the judiciary.

Which was agreed to.

Mr. Hamilton from the committee of conference, to which the subject was referred, made the following report:

"The committee of conference, relative to the message of the Council, have directed us to report, that the committee having

examined the subject find the circumstances which induced the majority to direct the President of the Council to withhold his signature, and requested a return of the resolution from the House, are different from such as were apprehended by that majority, and that the committee believe that the resolution should be. come a law, and that the committee on the part of the Council have been directed to recommend that the signature of the President be annexed to the resolution ;"

Which was adopted.

A message from the Council by their Secretary :

"Mr. Speaker-I am directed to inform this House that the Council have agreed to the report of the committe of conference in reference to the resolution authorizing the purchase of stationery."

On motion of Mr. Hamilton,

Ordered, That a select committee of three be appointed to revise the rules for the government of this House.

The Speaker appointed Messrs. Hamilton, Darling and Tripp, the said committee.

And then the House adjourned until to-morrow at 10 o'clock, A. M.

Mr. Masters from the select committee to which was referred a petition of the inhabitants of Jefferson county, praying for the organization of a new town by the name of Oakland, reported
