LETTER OF TRANSMITTAL. DEPARTMENT OF THE INTERIOR, SIR: I have the honor to transmit herewith a list of publications of the United States Bureau of Education for the years 1867 to 1907, prepared under the direction of the present librarian of the Bureau, and to recommend that it be published as one of the issues of the Bulletin of this Office. This list is intended to make the publications of the Bureau better known and to facilitate their use. It should be of service to librarians and to students of special educational problems. I am particularly desirous that so far as possible complete sets of the serial publications of this Office should be found in all of the larger reference libraries, in order that they may be made as widely and immediately useful as they can be made in all parts of the country. This publication will undoubtedly further such distribution and use of the documents referred to, and will answer many of the special inquiries which come from time to time to this Office. While many of these publications are out of print, it not infrequently happens that additional copies of such numbers are received at the library of the Bureau from various sources and so become available for redistribution. In view of such experience it has not been thought best to designate any of these publications as definitely "out of print." In a few instances, however, not even a single copy is to be found in this library. All such issues are indicated by an asterisk (*).
