Journal of the Senate.

WEDNESDAY, OCTOBER 3, 1906.

Pursuant to the provisions of the Constitution and Laws of the State of Vermont, the Senate convened in the State House at Montpelier, on the first Wednesday, being the third day of October, in the year of our Lord, nineteen hundred and six.

At ten o'clock in the forenoon, the Senate was called to order by His Honor, Charles H. Stearns, the President.

Devotional exercises were conducted by Rev. J. Edward Wright, of Montpelier.

The roll of the Senate was called whereupon it appeared that the following named Senators were present, and they were duly sworn by the Secretary, and severally subscribed the oath of office :

Mr. Taylor moved that the Senate do now proceed to the election of a Secretary, President pro tem and Chaplain;

Which was agreed to and the Senate proceeded to the election of a Secretary.

On motion of Mr. Redfield, no other nomination being made,

WALTER K. FARNSWORTH,

of Rutland, was unanimously elected, viva voce, Secretary, and he presented h self at the bar of the Senate and received the oath of office.

The Senate then proceeded to the election of President pro tempore.

On motion of Mr. Fletcher, no other nomination being made,

WM. J. VAN PATTEN,

a Senator from the county of Chittenden, was unanimously elected, viva voce, President pro tempore of the Senate.

The Senate then proceeded to the election of Chaplain.
On motion of Mr. Coruth, no other nomination being made,

REV. MARCELLUS W. FARMAN,

of Westfield, was unanimously elected, viva voce, Chaplain of the Senate.

The Secretary announced the appointment of

HOMER L. SKEELS,

of Ludlow, as Assistant Secretary of the Senate and he presented himself at the bar of the Senate and received the oath of office.

By Mr. Phelps,

Resolved, That the Secretary be directed to inform the House of Representatives that a quorum of the Senate have assembled

and organized by the election of Walter K. Farnsworth, Secretary, and Wm. J. Van Patten, President pro tempore, and are ready on their part, to proceed with the business of the session.

By Mr. Delong,

Resolved, That the Senate be governed by the rules of the Senate of 1904, until others are adopted.

Mr. Howland offered the following resolution, which was read and adopted.

Resolved, That a committee of two Senators be appointed by the President to wait upon His Excellency, the Governor, and inform him that the Senate have organized and are ready, on their part, to proceed with the business of the session.

And the President appointed as such committee,

Joint resolutions were severally offered, read and adopted on the part of the Senate, as follows:

By Mr. Daley,

Resolved by the Senate and House of Representatives, That the joint rules of the last session be adopted as the joint rules of this session until others are adopted.

By Mr. Van Patten, (adopted under suspension of rule 22.)

Resolved by the Senate and House of Representatives, That the State Auditor is hereby authorized to draw his orders on the State Treasurer in favor of the Secretary of the Senate and Clerk of the House for such sums of money as are necessary to re-imburse them for two daily newspapers and one weekly newspaper to be furnished to each of the members of the General Assembly, to the officers of the Senate and House of Representatives and State Library; said papers to be published in this State.

Mr. Delong moved that a committee of one Senator from each county be appointed by the President to nominate the standing committees of the Senate;

Which was agreed to.

Mr. Howland, from the committee appointed to wait upon His Excellency, the Governor, reported that they had performed the duty assigned them, and that he would communicate with the Senate in writing.
