We would strongly urge that the United States take a courageous and forward step by calling for a freeze on all arms shipments to the area. This would require a unilateral commitment by the United States as a first step to an eventual multilateral arms embargo. Now, such a move is likely to be interpreted as not in the best interest of Israel. However, in order to discount such an interpretation, let me quote from a speech made by Israeli Foreign Minister Allon before the U.N. General Assembly on September 30, 1975, and I quote:
