A message from the Senate, by Mr. Lowrie, their Secretary:

Mr. Speaker: The Senate have passed the bill of this House, [No. 420.] entitled "An act making additional appropriations for the support of the Navy of the United States for the year 1829," with amendments, in which I am directed to ask the concurrence of this House. The Senate have also passed bills of the following titles, viz:

No. 69. An act for the relief of John Braban and John Read;

No. 70. An act to provide for the further compensation of the Marshal of the District of Rhode Island;

No. 71. An act to repeal so much of the laws relative to brevet rank as authorizes the President to confer that rank on officers who shall have served ten years in any one grade;

No. 73. An act to authorize the establishment of a town on land reserv-" ed for the use of schools in Florida;

No. 74. An act for the relief of the legal representatives of William Scott, deceased, citizens of the State of Mississippi ;

No. 75. An act for the relief of Pierre Leglize;

No. 76. An act to alter the bridge and draw across the Potomac, from Washington City to Alexandria;

No. 79. An act for the relief of George Wilson, of Pennsylvania; in which bills I am directed to ask the concurrence of this House.

The House proceeded to the consideration of the bill [No. 458] to enable the President to hold a treaty with the Winnebagoes for the purchase of the lead mine country, and for other purposes; and the amendinents reported thereto from the Committee of the Whole House on the state of the Union were read, and concurred in by the House.

A motion was then made by Mr. Sprague further to amend the said bill, by striking out the words "and other tribes," and inserting "Ottowas, Pattawatimas, Chippewas, Sacs, and Foxes."

And the question thereon being put,

The Speaker laid before the House a letter from the Secretary of the Treasury, transmitting the statements respecting the transactions of the Mint, prepared in obedience to the 7th section of the act of the 2d of April, 1792; which letter was read, and laid on the table.

The House resolved itself into the Committee of the Whole House on the state of the Union; and, after some time spent therein, the Speaker resumed the chair, and Mr. Newton reported that the committee had, according to order, had the state of the Union, generally, under consideration, particularly the bill [No. 459] making appropriations to carry into effect certain Indian treaties; which bill he was directed to report to the House, with amendments, which were read and concurred in by the House, with the exception of the following, viz:

Fill the blank at the end of the item, For compensation for improvements which may be abandoned by the Cherokees of Arkansas, as is provided in the fourth article of said treaty, [of 6th May, 1826.] estimating for one thousand heads of families, at fifty dollars each," with the sum of "thirty-seven thousand dollars."

For the payment of claims against the Pattawatima, stipulated in the third article of said treaty, [of 20th Sept. 1828,]

For expenses of ascertaining the value of property belonging to the missionary establishment, the removal of which is provided for in the fifth article of said treaty, $ 300.

For compensation to Cherokee Indians emigrating from within the chartered limits of the State of Georgia, in pursuance of the provisions of the treaty of the 6th of May, 1828, with the Cherokees of Arkansas, upon the supposition that 500 may emigrate within the year, that is to say: For rifles, (including a balance due on rifles purchased last year,) for blankets, for brass kettles, and for tobacco, 8 10,724 75;

For expense of transportation of those articles, $2,000;

For payment for property which may be abandoned by Cherokees emigrating from Georgia, $5,000;
